Reflection:
I understand that the executive branch is headed by the President who functions as
both the head of state and the head of government. The president is also the
Commander-in-Chief of the Armed Forces of the Philippines. The president is elected
by popular vote to a term of six years.
I realized that unlike the presidential and parliamentary executives, the Philippine
executive finds itself with the President on top of the rest. “The Philippine Executive”
dives into the role and powers of the Philippine presidents throughout history, and
provides an analysis that explains the nature of the Philippine executive branch.

Mental illnesses affect 19% of the adult population, 46% of teenagers and 13% of
children each year. People struggling with their mental health may be in your family, live
next door, teach your children, work in the next cubicle or sit in the same church pew.
However, only half of those affected receive treatment, often because of the stigma
attached to mental health. Untreated, mental illness can contribute to higher medical
expenses, poorer performance at school and work, fewer employment opportunities and
increased risk of suicide.
Although the general perception of mental illness has improved over the past
decades, studies show that stigma against mental illness is still powerful, largely due to
media stereotypes and lack of education, and that people tend to attach negative
stigmas to mental health conditions at a far higher rate than to other diseases and
disabilities, such as cancer, diabetes or heart disease.
Stigma affects not only the number seeking treatment, but also the number of resources
available for proper treatment. Stigma and misinformation can feel like overwhelming
obstacles for someone who is struggling with a mental health condition. Here a few
powerful things you can do to help:
Awareness is a form of education. The more you know, the more power you
have. Knowledge is power. This power can cause a positive effect in our community.
Awareness is key for understanding what mental health is and how families can receive
the help they need. Public knowledge is important in accessing community resources.
Lack of awareness of mental health is not just “their” problem, it is our problem as a
community.

Reflection:
I understand that Legislative Branch enacts legislation, confirms or rejects
Presidential appointments, and has the authority to declare war.
This branch includes Congress (the Senate and House of Representatives) and
several agencies that provide support services to Congress.
I realized that Congress is responsible for making enabling laws to make
sure the spirit of the constitution is upheld in the country and, at times, amend or
change the constitution itself. In order to craft laws, the legislative body comes
out with two main documents: bills and resolutions.

The rule of law is a principle of governance in which all persons, institutions and
entities, public and private, including the State itself, are accountable to laws that are
publicly promulgated, equally enforced and independently adjudicated, and which are
consistent with international human rights norms and standards. It requires, as well,
measures to ensure adherence to the principles of supremacy of law, equality before
the law, accountability to the law, fairness in the application of the law, separation of
powers, participation in decision-making, legal certainty, avoidance of arbitrariness and
procedural and legal transparency.
Our legal system must improve the Constitution or its equivalent, as the highest
law of the land. A clear and consistent legal framework, and implementation of acts will
be also a big help to promote fairness and impartiality. Strong institutions of justice,
governance, security and human rights that are well structured, financed, trained and
equipped are also needed. Transitional justice processes and mechanisms and a public
and civil society that contributes to strengthening the rule of law and holding public
officials and institutions accountable.
