1. Duterte advocates federalism as a better system of governance for the
Philippines.
2. The campaign invested Duterte with the gravitas of a strongman, a leader who
can get things done by the sheer power of his will – and that of his police and
armed forces.

how Duterte advocates federalism as a better system of governance for the
Philippines because He also saw the current system as "antiquated" where
distribution of public funds is disproportionately biased towards Manila. Aside
from the economic aspect, federalism is also seen as the best means to address
problems in Mindanao which suffers the most from ethno-religious conflicts.
Duterte added that the current unitary form of government has not worked well
given the ethnic diversity in the country.

Activity 6: What Ifs


1. One of the jobs of the Executive branch is for the President to run the military
and well-being of our country. If there were no Executive branch, there'd
be no President. Ultimately leaving our country unprotected.
2. If I am the Head of the Executive Branch, I will take care and monitor that the
laws will be faithfully executed without any biased. I will be
constitutionally responsible in things such as serving as commander in chief of
the armed forces; negotiating treaties; appointing federal judges (including the
members of the Supreme Court), ambassadors, and cabinet officials; and acting
as head of state.
Activity 7: My Ideal Philippine President
Being a President is a difficult task where even a slightest mistake that you
commit, everyone will lose their trust in you. There are million Filipinos that are surviving
and asking for a great President. So, if anybody will ask me about my ideal President, I
will proudly say that it is a person who’s not just making promises instead, a person who
has integrity to do what he/she promise to his/her countrymen. Another thing that I want
for my ideal President is he/she will encourage everyone that poverty is not going to be
a problem anymore. Each and everyone will surely have a work in a way that they will
earn money, no more job mismatch, unemployment and even the high requirements for
work. I want to have a President that will make the Philippines a crimefree country and
we, all Filipinos, will going to live in harmonious and peaceful life because we
nominated this kind of President.

Reflection:
I understand that the executive branch is headed by the President who functions as
both the head of state and the head of government. The president is also the
Commander-in-Chief of the Armed Forces of the Philippines. The president is elected
by popular vote to a term of six years. 
I realized that unlike the presidential and parliamentary executives, the Philippine
executive finds itself with the President on top of the rest. “The Philippine Executive”
dives into the role and powers of the Philippine presidents throughout history, and
provides an analysis that explains the nature of the Philippine executive branch.

RAISE MENTAL HEALTH AWARENESS ACT

Mental illnesses affect 19% of the adult population, 46% of teenagers and 13% of
children each year. People struggling with their mental health may be in your family, live
next door, teach your children, work in the next cubicle or sit in the same church pew.
However, only half of those affected receive treatment, often because of the stigma
attached to mental health. Untreated, mental illness can contribute to higher medical
expenses, poorer performance at school and work, fewer employment opportunities and
increased risk of suicide.

A mental illness is a physical illness of the brain that causes disturbances in


thinking, behavior, energy or emotion that make it difficult to cope with the ordinary
demands of life. Research is starting to uncover the complicated causes of these
diseases which can include genetics, brain chemistry, brain structure, experiencing
trauma and/or having another medical condition, like heart disease.

Although the general perception of mental illness has improved over the past
decades, studies show that stigma against mental illness is still powerful, largely due to
media stereotypes and lack of education, and that people tend to attach negative
stigmas to mental health conditions at a far higher rate than to other diseases and
disabilities, such as cancer, diabetes or heart disease.

Stigma affects not only the number seeking treatment, but also the number of resources
available for proper treatment. Stigma and misinformation can feel like overwhelming
obstacles for someone who is struggling with a mental health condition. Here a few
powerful things you can do to help:

 Showing individuals respect and acceptance removes a significant barrier to


successfully coping with their illness. Having people see you as an individual and
not as your illness can make the biggest difference for someone who is
struggling with their mental health.
 Advocating within our circles of influence helps ensure these individuals have the
same rights and opportunities as other members of your church, school and
community.
 Learning more about mental health allows us to provide helpful support to those
affected in our families and communities.

Awareness is a form of education.  The more you know, the more power you
have.  Knowledge is power.  This power can cause a positive effect in our community. 
Awareness is key for understanding what mental health is and how families can receive
the help they need. Public knowledge is important in accessing community resources. 
Lack of awareness of mental health is not just “their” problem, it is our problem as a
community.

1. Zero waste conserves resources and minimizes pollution. Once they're


used, the goods are simply dumped in a landfill or destroyed in an
incinerator. In contrast, a zero-waste approach conserves natural resources
and reduces pollution from extraction, manufacturing and disposal.

This ordinance is a big help since the transportation in that area always
causes traffic due to the rough road but ever since this kind of project was
implemented, delivery trucks will not give risks anymore to the community.

Reflection:
I understand that Legislative Branch enacts legislation, confirms or rejects
Presidential appointments, and has the authority to declare war.
This branch includes Congress (the Senate and House of Representatives) and
several agencies that provide support services to Congress.
I realized that Congress is responsible for making enabling laws to make
sure the spirit of the constitution is upheld in the country and, at times, amend or
change the constitution itself. In order to craft laws, the  legislative body comes
out with two main documents: bills and resolutions.

This system revolves around three separate and sovereign yet


interdependent branches: the legislative branch (the law-making body),
the executive branch (the law-enforcing body), and the judicial branch (the law-
interpreting body). Executive power is exercised by the government under the
leadership of the president. The legislative branch makes laws, but the President
in the executive branch can veto those laws with a Presidential Veto. The
legislative branch makes laws, but the judicial branch can declare those laws
unconstitutional.

 In February 2017, days after garnering international awards for her
campaign against extrajudicial killings in the Philippines, she was arrested
and charged for being linked to the drug trade during her stint as justice
secretary. Her arrest was non-bailable.
Lourdes Nazareno
 The main argument for her impeachment was that Sereno allegedly failed
to declare her statement of assets, liabilities and net worth (SALN) in full
during her 17-year teaching period at the University of the Philippines
College of Law (UPCL). She was also accused of tax misdeclarations and
unauthorized expenses.

The rule of law is a principle of governance in which all persons, institutions and
entities, public and private, including the State itself, are accountable to laws that are
publicly promulgated, equally enforced and independently adjudicated, and which are
consistent with international human rights norms and standards. It requires, as well,
measures to ensure adherence to the principles of supremacy of law, equality before
the law, accountability to the law, fairness in the application of the law, separation of
powers, participation in decision-making, legal certainty, avoidance of arbitrariness and
procedural and legal transparency.

Our legal system must improve the Constitution or its equivalent, as the highest
law of the land. A clear and consistent legal framework, and implementation of acts will
be also a big help to promote fairness and impartiality. Strong institutions of justice,
governance, security and human rights that are well structured, financed, trained and
equipped are also needed. Transitional justice processes and mechanisms and a public
and civil society that contributes to strengthening the rule of law and holding public
officials and institutions accountable.

Activity 9: Reflection

I understand that the judiciary (also known as the judicial system, judicature,


judicial branch, judicative branch, and court or judiciary system) is the system of
courts that adjudicates legal disputes and interprets, defends and applies law in
legal cases.

I realized that in a federal system, the judiciary has to perform an


additionally important role as the guardian of the constitution and the arbiter of
disputes between the center and states. It acts as an independent and impartial
umpire between the central government and state governments as well as among
the states.
