HIGHLIGHTS OF THE PLENARY PROCEEDINGS OF WEDNESDAY 10 TH

FEBRUARY 2021

1. The Sitting, presided over by the Rt. Hon. Speaker, Rebecca A. Kadaga
commenced at 3.41 p.m.
2. Hon. Kamateeka Jovah, Mitooma District Woman MP rose on the need
for the Minister of Gender, Labour and Social Development to clarify the
modalities for the commemoration of International Women’s Day on 8 th
March 2021.

The Speaker referred the matter to the Rt. Hon. Prime Minister.

3. The following Ministerial Statements were presented:


(a) On the continued prohibition of Ugandan dairy products from
accessing the Kenyan market; by the Minister of Trade, Industry
and Cooperatives, Hon. Kyambadde Amelia.
(b) On the irregularities and inconsistencies in payment of allowances
to Police Constables who rendered security services during the
2021 General elections; by the Minister of Justice and
Constitutional Affairs, Hon. Prof. Kamuntu Ephraim.
(c) On the stalled construction of the shs.22.8 billion Kagadi District
Water Project; by the Minister of State for Environment, Hon. Atim
Beatrice Anywar.
4. The Speaker guided the House on a procedural question by the Leader of
the Opposition, Hon. Aol Betty Ocan, as to whether the House can
proceed with debate on the Constitution [Amendment] Bill, 2019 given
the restriction on the number of the Members of Parliament attending
plenary sessions, that arose from the Speaker’s guidance of 8 th April
2020 in observance of the COVID-19 Standard Operating Procedures
that only a maximum of 100 Members of Parliament can be allowed to sit
in the Parliament Chamber at any one given time.

She guided that;

(a) the matter of quorum only arises when a question has been put on the
motion for second and third reading of the Bill and does not apply to
the general debate on the Bill.
(b) debate on the Constitution [Amendment] Bill, 2019 would continue and
the issue of quorum shall be ascertained at the second and third
reading.
5. The House considered the Accreditation for Conformity Assessment Bill,
2018 and:
(a) passed clauses 4, 5, 6, 7, 9, 10, 19, 26 and 28 with amendments;
(b) passed clauses 1, 3, 8, 11, 12, 13, 15, 16, 17, 18, 20, 21, 22, 23,
24, 25, 27 and 30 without amendments; and
(c) stood over clauses 2, 14 and 29
6. The House was adjourned at 7.09 p.m. to Thursday 11 th February 2021
at 2.00 p.m.
