In the article of Excise tax on single-use plastic may hurt economy, groups warn. Tackle
the plastic and the effect in the economy, but in the end the day it’s all about business
because the stakeholder had to make to appealed to house of committee on imposing
the excise tax the plastic but the Philippines Plastic Industry Association Inc. (PPIA)
President Willy Go are imposing this proposal because the it will kill the industry.
House Bill 178 seeks to enable customs duty on plastic bags used in stores,
supermarkets, shops, stores, grocery outlets and related establishments. The bill
imposes an excise tax of P10 per kilo to be collected at the point of sale on any plastic
bag produced by the retailer, the malls and the stores. Plastic bags are harmful to both
humans and animals, specifically when consumed unintentionally, according to the
House Committee on Ways and Means. The measure mentioned that 50% of the
revenue from the excise tax is transferred to the solid waste collection fund. Several
local government units however have issued guidelines against single-use plastic bags.
But the supermarket association said that the initiative could have a detrimental effect
on the economy. "We are one with the government's approach to saving the
environment but the P10 [per kilo] increase is very detrimental to low-income earners,"
Go said. "We should instead strengthen the information, education and communication
campaigns," he said.
Malacañang said that it wants all local governments to emulate Quezon City's prohibited
on single-use plastics. On 15 October, Mayor Joy Belmonte signed Ordinance SP-2876,
which bans the sale and use of plastics in hotels, restaurants and other related
establishments. The same amendment was passed in the third and final reading during
the 17th Congress. The President introduced the possibility of restricting the use of
single-use plastics in the country at a Cabinet meeting earlier this month. In May, the
President ordered a complete moratorium on waste material from any international
country after a waste dispute with Canada. The Government called for the developing
countries to be "more circumspect" in their waste management in the Southeast Asian
nations.

For my conclusion in this reaction paper is to that least minimize plastic usage in our
community but usually some people use plastic for the wet goods, but in order to
minimize to do that, is need to educate people, if people has proper educate may our
