In exercise of the powers conferred by Section 18 of the Pakistan Water and


Power Development Authority Act, 1958, (West Pakistan Act No. XXXI of 1958), as
amended, and all the powers enabling it in that behalf , the Pakistan Water and Power
Development Authority is pleased to make the following Rules regulating the procedure
for recruitment to the Pakistan Wapda Head Office Telephone Exchanges Staff Service
and prescribing conditions of service for the persons appointed thereto, namely:-

SERVICE RULES, 1983.

PART-I. GENERAL

1. Short Title a. These Rules may be called “The Pakistan WAPDA


Application Head Office Telephone Exchanges Staff Service Rules,
and 1983”.
Commencement
b. These Rules shall come into force at once.

c They shall apply to members of Wapda Head Office


Telephone Exchanges (Wapda House and Sunny View)
Staff Service, except those engaged on contract basis.

2 Definitions In these Rules, unless the context otherwise requires the


. following expressions shall have the meanings hereby
respectively assigned to them, that is to say:-

a. “Act” means the Pakistan Water and Power


Development Authority Act, 1958 (West Pakistan Act
No.XXXI of 1958).

b. “Appendix” means Appendix to these Rules

c “Appointing Authority” means the authority


competent to make appointment to a post in the
Service by initial recruitment or by transfer or by

promotion as specified in column 6 of the Appendix I
or as may be prescribed by the Authority by a general
or special order from time to time.

d. “Authority” means the Pakistan Water and Power


Development Authority.

e. “Cadre Strength” means strength of the Service as


hereinafter described or part of the Service sanctioned
as a separate cadre from time to time within the
Service.

f. “Division” means an organization headed by a


General Manager/Chief Engineer at the Head Office
and includes its subordinate formations and offices of
Consultants.

g. “Initial recruitment” means appointment made to a


post in the Service by means otherwise than by
promotion or transfer.

h. “Post” means a post as specified in column 2 of the


Appendix I and such other posts as may be declared
by the Authority to be included in the service for the
purpose of these Rules.

j “Probation” means the period for which an employee


is placed on trial in a vacancy on initial recruitment or
on promotion.

k. Service” means the Service under Pakistan Wapda


Head Office Telephone Exchange Staff Service.

l. University”, “Board” or “Institution” means any


University, Board or Institution established by law in
Pakistan or any other University, Board or Institution
declared by the Authority or the Government of
Pakistan to be recognized University, Board or
Institution for the Purpose of these Rules.

PART II - RECRUITMENT

3 Appointing Appointments to the posts in the cadre in the Service shall be

Appendix I.

4 Composition of The service shall comprise the posts specified in column 2


Service. of the Appendix I and such other posts as may be specified
by the Authority by a general or special order from time to
time.

5 Method of a Subject to the provisions of rules 3 and 7 of these Rules,

Service shall be as indicated in column 3 of Appendix I.

basis of seniority cum fitness, 5th vacancy will be filled
in by a candidate who deserves accelerated promotion
by virtue of his being head and shoulders above his
colleagues in professional competence (which covers
knowledge and experience), integrity and honesty and
devotion to duty, besides loyalty to WAPDA and the
Nation as per guidelines contained in Appendix II to
these Rules.

6 Age No person who is less than eighteen or more than twenty


five years of age shall be appointed to any post in the
Service by initial recruitment.

Note-I:
Upper age limit of 25 years is relaxable upto 35 years in
case of employees of Government / Autonomous / Semi
Autonomous Bodies or candidates with higher
qualifications or experience with the prior approval of
Managing Director/Member concerned in each case.
Relaxation in age beyond 35 years will rest with the
Authority

Note-II*
(i) (a) Upper age limit is relaxable upto maximum of 3
years for those Candidates belonging to scheduled
Castes, Budhist Community, Recognized Tribes
of the Tribal Areas, Azad Kashmir and Northern
Areas.

(b) Upper age limit is relaxable upto a maximum of 3


years for those Candidates belonging to Sindh
(Rural) and Balochistan for posts in BPS 15 and
below.

(c) **Upper age limit is relaxable 10 years upto the age


of 55 years for those Government Servants/Wapda
employees who have completed two years
continuous Government /Wapda Service on the
closing date for receipt of application.

(d) Upper age limit is relaxable upto a maximum of 10


years for disabled persons for appointment to posts in
BPS 15 and below.
(ii) Where a candidate is entitled to age relaxation under
more than one categories specified above, he shall be
allowed relaxation in age only in one category.
(iii) ***At the instance of Government of Pakistan on
account of Ban on Recruitment, Authority has
relaxed the maximum age limit prescribed for initial
recruitment in Recruitment Policy/Service Rules of
WAPDA for the time being in force, by a period of
five (5) years for appointment to all posts. This
relaxation shall be over and above the relaxation of
age admissible to candidates.
iv) ****Relaxation in upper age limit to the Officers
(BPS-17 & above) in respect of Central WAPDA
shall only be granted by Authority and case shall be
routed through respective Member / MD. Powers
delegated to Members / Managing Directors in
relevant Service Rules in connection with Age
Relaxation from BPS 1 to 16 employees shall

continue to be exercised by them. However, each


relaxation so granted may be intimated for
information of Chairman through GM (C&M) Water
/ Power / *DG (HR&A) so that a common treatment
prevails in all dealings of WAPDA / Corporate
Entities.
7 Qualification (1) No person shall be appointed to a post in the service
by initial recruitment unless he possesses the
qualifications and experience prescribed for the post
in column 4 of Appendix-I to these Rules.
(2) No person, not already in the service of the Authority,
shall be appointed to the Service unless he has
furnished a certificate of citizenship of Pakistan on the
appropriate form from the Authority competent to
issue such certificate and he has satisfied the
appointing authority with regard to his character and
antecedents by producing a certificate of character
from the :Head of the Academic Institution last
Attended, and also certificate of character from any
two of the following not being his relatives:-
(a) A Member of the Senate/National/Provincial
Assembly.
(b) A Magistrate of the First Class.
(c) A Government Officer of Grade 17 or above.
(d) An officer of an Autonomous or Semi
Autonomous Organization in Grade 17 or above.
(e) The Chairman/Mayor of Municipal Committee,
District Council/Corporation.
(3) No person, not already in the service of the Authority,
shall be appointed to the Service unless he gives a
written declaration to the effect that he has not been
previously convicted by a Court of Law for an offence
involving moral turpitude or screened out, or
dismissed** from the service of Government
(Provincial or Federal), Wapda or other Autonomous
Bodies or Corporations under Government control as
a result of disciplinary action or criminal proceedings
against him. If such a declaration is subsequently
found to be false, then, notwithstanding anything ,

contained in these Rules his services shall be liable
to be terminated forthwith without notice.

(4) No person shall be appointed to the service unless he


is declared medically fit by Medical Officer of the
Authority.

PART III – CONDITIONS OF SERVICE

8 Probation (1) A person appointed to the service or promoted therein


shall remain on probation for a period of one year in
the first instance.
(2) If the work or conduct of a member of the service
during the period of probation has been
unsatisfactory, the appointing authority may,
notwithstanding that the period of probation has not
expired, dispense with his services, if he has been
appointed by initial recruitment; and if he has been
appointed otherwise, revert him to his former post.
(3) On completion of the period of probation of a
member of the Service, the appointing authority may,
subject to the provisions of sub rule (4), declare him
regular in his appointment , or if his work or conduct
has, in the opinion of the appointing authority, not
been satisfactory or he has failed to fulfil the
conditions of probation.
(a) If he is a direct recruit, dispense with his
services, or
(b) If he is a promotee, revert him to his former
post;
(c) Extend the period of probation by a period not
exceeding two years in all, (including the period
of initial probation), and during or on the expiry
of such period pass such orders as it could have
passed during or on the expiry of the initial
probationary period..

EXPLANATION-1
If no order has been passed by the day following the
completion of the initial probationary period the
period of probation shall be deemed to have been
extended.

EXPLANATION-II
If no order has been passed by the day on which the
maximum period of the probation expires, the
probationer shall, subject to the provisions of
sub-rule (4) below be deemed to have been declared
‘regular’ in his appointment from the date on which
the period of probation was last extended or may be
deemed to have been so extended.
(4) No person shall be declared regular in his
appointment unless he sucdessfully completes such
training and passes such departmental examinations
as may be prescribed by the Authority from time to
time.
9. Seniority (1) The seniority inter se of the members of the Service in
the various grades thereof shall be determined:-
(a) In the case of members appointed by initial
recruitment, in accordance with the order of
merit assigned by the “appointing authority “.
Provided that a person selected for appointment
to the Service in an earlier selection will rank
senior to a person selected in a later selection,
Provided further that if two or more officials are
placed equal in the order of merit, the older
official shall rank senior to the younger official
or officials.
b) In the case of members appointed otherwise,
with reference to the date of their continuous
appointment therein ;
Provided that if the date of continuous
appointment in the case of two or more members
of the Service is the same, the older official, if
not junior to the younger official or officials in
the next below grade, shall rank senior to the
younger official or officials.
Explanation I
If a junior official in a lower grade is promoted to a
higher grade temporarily in the public interest, even
though continuing later permanently in the higher
grade, it would not adversely affect the interest of his
seniors in the fixation of his seniority in the higher
grade.

Explanation II
If a junior official in a lower grade is promoted to a
higher grade by superseding a senior official and
subsequently that official is also promoted, the official
promoted first shall rank senior to the official
promoted subsequently.
Explanation III
A junior official appointed to a higher grade shall be
deemed to have superseded a senior official only if
both the junior and the senior officials were
considered for the higher grade and the junior official
was appointed in preference to the senior official.
(2) The seniority in the various grades of the service of
the members appointed by initial recruitment vis a vis
those appointed otherwise shall be determined with
reference to the date of appointment to such vacancy
in the case of the official appointed by initial
recruitment and to the date of continuous appointment
against such vacancy in the case of the official
appointed otherwise, provided that if the two dates are
the same, the official appointed otherwise shall rank
senior to the official appointed by initial recruitment.

10 Change in place Notwithstanding anything contained in these Rules, or


of Service, in any other general or special order of the Authority,
Appointment, the whole time of member of the Service shall be at

A member of the Service shall also be liable to serve
anywhere in Pakistan, in any post under Federal
Government, or Provincial Government or local
Authority or a Corporation or a body set up or
established by any such Government, if so ordered by
the Authority, by general or special order.

Provided that where a member of the Service is required to
serve outside the Authority, his terms and conditions of
service as to his pay shall not be less favourable than those
to which he would have been entitled, if he had not been so
required to service.
11 Termination of (1) The services of the member of the Service may be

Retirement & a reduction in the number of posts in a cadre or grade.
Resignation. The person whose services are terminated shall be the
one who is the most junior in such cadre or grade;

(2) A member of the Service shall hold office until he


attains the age of superannuation unless he is sooner
retired under the Pakistan Wapda (Retirement from
Service) Rules, 1979, or is dismissed, or removed, or
retired from service in consequence of award of
punishment under the Pakistan Wapda E&D Rules, or
is removed, or retired from service under any other law
in force, or on acceptance of resignation by the
competent authority.
12 Punishments and In matters relating to discipline, punishment and appeals ,
appeals. members of the service shall be governed by such rules,
orders or instructions as may be issued by the Authority
from time to time.
13. General In all matters not expressly provided for in these rules
members of the Service shall be governed by such rules,
orders or instructions as have been or may hereafter be
prescribed by the Authority.
14 Amendment or The Authority shall have powers to amend or relax any or

15 Interpretation Interpretation of Rules by the Authority shall be final and


binding upon all members of the service.

16. Delegation Authority may delegate all or any of its powers under these
Rules to any officer subordinate to it.

Appendix II
GUIDELINES FOR ACCELERATED PROMOTIONS

Accelerated promotions shall be made only in case of exceptionally outstanding


employees mainly keeping in view the performance of the individuals, who fulfill the
following basic/qualifying conditions. No specific quota is fixed for such promotion.
However, an upper limit has been laid down. Accelerated promotion in a particular
grade shall not, in any case, exceed 20% of the over all promotion in that grade.
2. *These guidelines for accelerated promotions shall be applicable in case of
promotions to all the grades from Grade-5 onwards upto Grade-19.
3. An employee who fulfills the following basic/qualifying conditions will be
eligible to consideration for accelerated promotion:-
a. **Basic Conditions

(1) He must have completed the prescribed years of service in that


grade as laid down in the relevant Service Rules for promotion to
the next higher grade;
(2) In present rank during last five years, three ACRs should be
‘Very Good’ and two ACRs be ‘Outstanding’ by two different
officers.
(3) He should have passed the DPE in maximum two attempts
without failure.
(4) No inquiry/disciplinary action should be pending against him.
(5) No major penalty during entire service and no minor penalty in
present rank/grade have been awarded to him.

b. **Qualifying Conditions:- An employee must secure five points, from the


following list of grade points, to qualify for accelerated promotion:-

(1) One point for each ‘outstanding’ ACR in the 4 Points


existing Grade upto a maximum of four points.
(2) One point for advance increment in the existing 2 Points
grade for good work, upto a maximum of two
points.
(3) For securing First Prize (WAPDA’s Meritorious 3 Points
Performance Shield)
(4) For securing Second Prize (WAPDA’s Meritorious 2 Points
Performance Shield).

(5) For securing Third Prized (WAPDA’s Meritorious 1 Point
Performance Shield)
(6) Sanad Hussan-e-Karkardgi (Once in a grade). ½ Point
(7) Quarterly Performance Award ½ point
(8) Ph.D degree, if obtained during service, in any 2 Points
branch of Engineering, Scientific, Social Sciences
etc. in the relevant discipline.
(9) M.Sc. in Engineering (if obtained during service) in 1 Point
relevant discipline.
(10) Mandatory training is compulsory. No Point

**4. Other Conditions


a. An employee who is otherwise senior in the list of candidates being
considered for accelerated promotion and fulfills the above conditions shall
not be superseded by an employee junior to him in the service, who may
have otherwise obtained more points than the senior employee as
contemplated in para 1 of the Guidelines.
b. An employee shall not be allowed to get more than one accelerated
promotion through out his career in Wapda Service.
c. After accelerated promotion, the employee shall serve the department for at
least three years from the date of promotion.
d. A senior employee who subsequently gets promotion shall not claim
seniority in the higher rank over the employee who has been given
accelerated promotion.
**5. Promotion Board
a. Accelerated promotion cases upto BPS-15 to be dealt with by the CE/DG
Incharge of Administration
b. Accelerated from the BPS-16 to 19 to be handled by CM Cell concerned.
**6. Competent Authority: Competent authority and accelerated promotion board
shall be as under:-

a. BPS-16 to 19 : ‘Authority’ on the recommendation of following boards:-


(1) For Water and Power Wings
Member concerned and following four GMs:
(a) GM of employee concerned;
(b) GM of other wing (to be nominated by Member);
(c) MD (Admn)***;
(d) GM (M&S).

(2) For Common Services
Member (Finance) and following four GMs:
(a) MD (Admn)***;
(b) GM (M&S);
(c) GM (C&M) Power;
(d) GM Fin (Co-ord)*****

b. BPS-1 to 15: Member/Managing Director on the recommendations of


following boards:-
(1) For Water and Power Wing:
(a) GM (C&M) Power Convener for Power Wing
(b) GM to be nominated by M(W) Convener for Water Wing
(c) CE of employee concerned Member
(d) CE to be nominated by Member -do-
(e) CE (Admn) concerned -do-
(f) DG (Finance) concerned -do-

(2) For Common Services:
