NOTIFICATION

Dated Lahore the 25th, May 1971.

No.S/SO(R)/6(60)R&R/3610. In exercise of the powers conferred on it


by section 18 of the Pakistan Water and Power Development Authority
Act, 1958 (Pakistan Act No.XXXI of 1958), as amended, and all other
powers enabling it in that behalf, the Pakistan Water and Power
Development Authority (hereinafter) called the “Authority” / “WAPDA” is
pleased to make and notify the following rules regulating the procedure for
recruitment to the Pakistan WAPDA (Power Wing) Technical Subordinates
(Line Staff) Service as hereinafter defined, and the terms and conditions of
persons appointed thereto, namely:-.

SERVICE / RECRUITMENT RULES, 1971

1. SHORT TITLE (1) These Rules may be called “The

(2) They shall come into force at once.

2 EXTENT OF (1) Except as otherwise decided by the


APPLICATION Authority at any time by general or special
order, these Rules shall apply to all
persons employed in the Power Wing of
WAPDA holding posts included in the
service as hereinafter defined, who are
generally known as “Authority’s direct
recruits”.
(2) These Rules shall,subject to the provisions
of rule 22, also apply to all Government
Servants of the former Electricity
Department of the Government of Pakistan
transferred to WAPDA on and from Ist
April, 1959 who, on the date of this
notification, hold any of the posts included
in the service as hereinafter defined, in any
of the organizations under the Authority
within or outside the Power Wing of
WAPDA

(3) Unless otherwise decided by the Authority


at any time by general or special order,
these Rules shall not apply to:-

(a) Deputationists other than mentioned


in Sub-rule (2) above;
(b) Re-employed retired persons, and
(c) persons engaged for a specified period
or on contract.

3 DEFINITIONS In these Rules, unless there is anything


repugnant in the subject or context:-

(1) “The Act”: means the Pakistan Water


and Power Development Authority Act
(XXXI of 1958), as amended from
time to time.

(2) “Appointing Authority” means the


appointing authority prescribed in rule
12 of these Rules.

(3) “Board” means a Board of Secondary


Education established by law in
Pakistan or any other educational
authority or institution declared by the
Authority to be of an equivalent status
to the Board for the purpose of these
Rules.

(4) “Chief Engineer”, means a Chief


Engineer of the Power Wing.

(5) “Direct recruit’, means any person who is


recruited in the service of the Authority to a
post otherwise than by promotion or
transfer.

(6) “Executive Engineer” means an Executive


Engineer holding administrative and
executive charge of a division in the Power
Wing.

(7) “Initial recruitment”, means recruitment


made to a post in the service as hereinafter
defined otherwise than by promotion from a
lower post in that service or transfer from
any other service under the Authority.

(8) “Managing Director”, means the Managing


Director (Power) of the Power Wing.

(9) “Power Wing”, means the Power Wing of


the Authority/WAPDA.

(10) “Probation”, means the period for which an


employee is placed in a vacancy, on initial
recruitment or otherwise, on trail.

(11) “Regular member of Service”, means a


person other than an employee on
probation.

(12) “Superintending Engineer”, means a


Superintending Engineer holding
administrative charge of a Circle of
superintendence in the Power Wing.

(13) “University”, means a University


established by law in Pakistan, or any other
educational authority or institution declared
by the Authority to be of an equivalent
status to the University for the purpose of
these Rules.

4 CONSTRUC- (1) There shall be established a service to be

the “Service”.
*(2) “The service shall consist of the posts
enumerated below and such other equivalent
posts as the Authority may from time to time,
by general or special order, specify as being
included in the service:-

(1) Line Superintendent Grade-I


(2) Line Superintendent Grade-II
(3) Lineman Grade-I and Fitter Lineman in
Grid System Construction Organization.
(4) Linemen Grade-II
(5) Assistant Lineman.

Note:
“Non-matriculate or illiterate Lineman Grade-I/
Fitter Lineman in Grid System Construction
Organization and Line Superintendent Grade-
II promoted against the post of Line
Superintendent Grade-II and Line
Superintendent Grade-I shall be designated
as Line Foreman Grade-II and Line Forman
Grade-I, respectively”.

(3) The various posts included in the service


shall be borne on the different cadres
prescribed in Schedule “A” to these Rules.

(4) Notwithstanding the provisions contained in


Sub-rules (1) (2) and (3) above, it shall be
open to the Authority at any time to:-
(a) reconstitute the service or recognize the
different cadres;
(b) increase or decrease the strength of the
service or any part of the service;
(c) alter the nomenclature or grade or class
of any post included in the service;
(d) leave unfilled or hold in abeyance any
post included in the service; without

thereby entitling any member of the service


to compensation.

5 METHOD OF (1) Subject to the various provisions contained in


RECRUIT- these Rules, and unless otherwise decided by

posts included in the service shall be (a) by
initial recruitment, (b) by promotion and (c)
by transfer from another service as
hereinafter prescribed.

(2) The first three vacancies (out of every four


vacancies occurring at one time or
successively) in the posts of Line
Superintendent Grade-I borne on Chief
Engineer’s cadre shall be filled by promotion
on the basis of seniority-cum-fitness from
among the senior most members of the
service (who are at least matriculate) holding
the posts of Line Superintendent Grade-II on
the Chief Engineer’s cadre, and the fourth
vacancy shall, ordinarily, be filled by initial
recruitment (by selection on merit or by
competition) through any one of the following
sources, namely:-

(a) From among outside candidates in the


open market, possessing the minimum
qualifications and experience prescribed
for initial recruitment to the post in
Schedule “B” to these Rules.

(b) From among the senior most Line


Superintendent Grade-II borne on Chief
Engineer’ cadre, possessing the
minimum qualifications and experience
prescribed for initial recruitment to the
post in Schedule “B” to these Rules.
(3). A combined seniority list of all Line
Superintendents Grade-II borne on Chief
Engineers’ cadre shall be maintained in his
office by Chief Engineer for regulating their
further promotion to the post of Line
Superintendent Grade-I in accordance with
the various provisions contained in these
Rules.
*(4) The first vacancy (out of every four
vacancies occurring at one time or
successively) in the post of Line
Superintendent Grade-II borne on Chief
Engineer’s cadre shall be filled by promotion
on the basis of seniority-cum-fitness, from
among members of the service (who are at
least matriculate) holding the post of
Linemen Grade-I and Fitter Linemen in Grid
System Construction Organization on the
combined Superintending Engineers’ cadre.
The second vacancy in the post of Line
Superintendent Grade-II shall be filled by
selection on merit with due regard to
seniority from among members of the
service (non-matriculate or illiterate) holding
the posts of Lineman Grade-I and Fitter
Lineman Grid System Construction
Organization on the Combined
Superintending Engineers’ Cadre, and the
incumbent of this post shall be designated
as Line Foreman Grade-II

The remaining two vacancies, i.e third and


fourth, in the post of Line Superintendent
Grade-II, shall, ordinarily be filled by initial
recruitment (by selection) on merit or by
competition) through any one or more of the
following sources, namely:-

(a) From among outside candidates in the


open market, possessing the minimum
qualifications and experience
prescribed for initial recruitment to the
post in Schedule ‘B’ to these Rules.

(b) From among the Linemen Grade-


I/Fitter Linemen of Grid System
Construction Organization borne on
Combined Superintending Engineers’
cadre, possessing minimum
qualifications and experience
prescribed for initial recruitment to
the post in Schedule ‘B’ to these Rules.

*(5) Two separates seniority lists of all Linemen


Grade-I and Fitter Lineman in Grid System
Construction Organization (who are at least
matriculate), and of all Linemen Grade-I
and Fitter Lineman in Grid System
Construction Organization (non-matriculate
or illiterate), borne on the respective
combined Superintending Engineers’
cadres, shall be maintained in his office by
the Chief Engineer concerned for regulating
their further promotion to, or against, the
posts of Line Superintendent Grade-II/Line
Foreman Grade-II in accordance with the
various provisions contained in these Rules.
(6) A combined seniority list of all Linemen
Grade-I (including those designated as Line
Foreman) borne on combined
Superintending Engineers’ cadre shall be
maintained in his office by each Chief
Engineer for regulating their further
promotion to the post of Line
Superintendent Grade-II in accordance with
the various provisions contained in these
Rules.

(7) The first three vacancies (out of every four


vacancies occurring at one time or
successively) in the posts of Lineman
Grade-I borne on Superintending Engineer’s
cadre shall be filled by promotion on the

basis of seniority-cum-fitness, from among


the senior most members of the service
holding the posts of Lineman Grade-II on the
Superintending Engineer’s cadre, and the
fourth vacancy shall, ordinarily, be filled by
initial recruitment (by selection on merit or
by competition) through any one of the
following sources, namely:-

(a) From among outside candidates in the


open market, possessing the minimum
qualifications and experience
prescribed for initial recruitment to the
post in Schedule “B” to these Rules.

(b) From among the senior most Lineman


Grade-II borne on Superintending
Engineer’s cadre, possessing the
minimum qualifications and experience
prescribed for initial recruitment to the
post in Schedule “B” to these Rules.

(c) From among the senior most Linemen


Grade-I (workcharged) in a Circle
Superintendence, possessing the
minimum qualifications and experience
prescribed for initial recruitment to the
post in Schedule “B” to these Rules .

(8) Two separate seniority lists i.e one each in


respect of (1) All Linemen Grade-II (Regular)
borne on the Superintending Engineer’s
cadre and (2) All Matriculate Linemen
Grade-I (Workcharged) in a Circle of
Superintendence, shall be maintained in his
office by each Superintending Engineer for
regulating their further promotion to the post
of Line Grade-I (Regular) in accordance with
the various provisions contained in these
Rules.

(9) The first two vacancies (out of every four


vacancies occurring at one time or
successively) in the posts of Lineman
Grade-II borne on Superintending
Engineer’s cadre shall be filled by promotion
on the basis of seniority-cum-fitness, from
among members of the service holding the
post of Assistant Lineman on the
Superintending Engineer’s cadre, and the
remaining two vacancies, i.e third and
fourth, shall ordinarily be filled by initial
recruitment (by selection on merit or by
competition) through any one or more of the
following sources, namely:-

(a) From among outside candidates in the


open market, possessing the minimum
qualifications and experience
prescribed for initial recruitment to the
post in Schedule “B” to these Rules.

(b) From among the senior most Assistant


Linemen (regular) borne on the
Superintending Engineer’s cadre,
possessing the minimum qualifications
and experience prescribed for initial
recruitment to the post in Schedule “B”
to these Rules.

(10) Two separates seniority lists i.e one each in


respect of (1) all Assistant Linemen
(regular) borne on the Superintending
Engineer’s cadre and (2) all Matriculate
Linemen Grade-II (Work Charged) in a
Circle of Superintendence, shall be
maintained in his office by each
Superintending Engineer for regulating their
further promotion to the post of Lineman
Grade-II (regular) in accordance with the
various provisions contained in these Rules.

(11) All vacancies in the posts of Assistant


Linemen borne on the Superintending
Engineer’s cadre shall be filled by initial
recruitment (by selection on merit or by
competition) through any one or more of the
following sources, namely:-

(a) From among senior most Assistant


Linemen (workcharged) in a Circle
of Superintendence.
(b) From among outside candidates in
the open market.
(12) A combined seniority list of all Assistant
Linemen (workcharged) employed in the
various offices, Sub Divisions, and Sub
Offices under his administrative control and
jurisdiction shall be maintained in his office
by each Superintending Engineer for
regulating their recruitment to the post of
Assistant Lineman (regular) in accordance
with various provisions contained in these
Rules.
(13) In the matter of appointment to the various
posts included in the service which are
required to be filled by initial recruitment,
the surplus and retrenched personnel,
originally belonging to the cadre to which
recruitment is to be made, shall, if they are
otherwise equally qualified to hold the post,
have preference over the outside candidates
in the open market.
(14) When making selection for appointment to
the various posts included in the service,
which are required to be filled by initial
recruitment, the appointing authorities shall
determine the merit of each person to be
considered for appointment to a particular
post on the basis of the following factors,
namely:-
(i) his qualifications, if such qualifications
are distinctly superior to those
prescribed for initial recruitment to the
post in Schedule “B” to these Rules;
(ii) his past service or experience, if such
service or experience is conducive to
the more efficient performance of the
duties to be assigned to him; and

(iii) his maturity of age, personality, mental


stability alertness.

*6 ZONAL (6) (1) Unless otherwise decided by the Authority

(2) Subject to the provisions of sub rule (1) above,
the first vacancy (out of every three vacancies
occurring at one time or successively) in the
various posts included in the services, which
are required to be filled by initial recruitment
from outside candidates in the open market in
accordance with the various provisions
contained in these Rules, shall be filled from
among sons of WAPDA employees
possessing minimum qualifications and
experience prescribed for initial recruitment in
Schedule “B” to these Rules.

7. REPRESEN- Notwithstanding anything to the contrary contained

contained in these Rules from the other sources
prescribed in rule 5(11) of, and in Schedule “B” to,
these Rules.
8. ADVERTIS- Unless otherwise decided by the Authority at any

required to be filled by initial recruitment from
outside candidates in the open market, shall be
advertised by the appointing authorities in at least
two leading newspapers (English and Urdu and / or
other regional language) through the WAPDA public
Relations Directorate in the manner prescribed by
the Authority from time to time. In the advertisement
notice, a copy of which shall also be supplied to the
nearest employment exchange the appointing
authorities shall, inter alia, indicate the total number
of vacancies reserved for the bona fids residents of
the particular Zone from which recruitment is to be
made and, out of them, the number of vacancies
which are reserved for Ex-servicemen of that Zone
and sons of WAPDA employees.

9. PROCEDURE (1) Where any person is to be declared surplus or

(2) Where any person, instead of being
retrenched or declared surplus, opts to serve
against a lower post in the cadre to which he
originally belongs, the appointing authority
shall, ordinarily accept such option, if not
impracticable.

(3) Where any number of persons are declared


surplus or retrenched, and the appointing
authority later proposes to make fresh
recruitment, he shall give an opportunity to the
surplus and retrenched persons belonging to
the Zone from which, and the cadre to which,
recruitment is to be made, by sending notices
by registered post to their last known
addresses to offer themselves for selection or
competition along with other persons in
accordance with the provisions contained in
sub rule (13) of rule 5 of these Rules; each of
them having preference according to this own
merit as defined in Sub Rule (14) of rule 5 of
these Rules.

10 AGE *No person who is less than eighteen or more


than twenty five years of age shall be
appointed to any post in the Service by initial
recruitment.

Note-I:
Upper age limit of 25 years is relaxable upto
35 years in case of employees of Government/
Autonomous / Semi Autonomous Bodies or
candidates with higher post graduate
qualifications or experience with the prior
approval of MD / Member concerned in each
case. Relaxation in age beyond 35 years will
rest with the Authority.
Note-II*
(i) (a) Upper age limit is relaxable upto
maximum of 3 years for those
candidates belonging to scheduled
castes, Budghist Community,
Recognized Tribes of the Tribal Area,
Azad Kashmir and Northern Areas.

(b) Upper age limit is relaxable upto a


maximum of 3 years for those
Candidates belonging to Sindh (Rural)
and Balochistan for posts in BPS 15
and below.
(c) **Upper age limit is relaxable 10
years upto the age of 55 years for those
Government servants /Wapda
employees who have completed two
years continuous Government / Wapda
service on the closing date for receipt of
application.
(d) Upper age limit is relaxable upto a
maximum of 10 years for disabled
persons for appointment to posts in
BPS-15 and below.
(ii)Where a candidate is entitled to age
relaxation under more than one categories
specified above, he shall be allowed
relaxation in age only in one category.
(iii) ***At the instance of Government of Pakistan
on account of Ban on Recruitment, Authority
has relaxed the maximum age limit prescribed
for initial recruitment in Recruitment
Policy/Service Rules of WAPDA for the time
being in force by a period of five (5) years for
appointment to all posts. This relaxation shall
be over and above the relaxation of age
admissible to candidates.

iv) *Relaxation in upper age limit to the


Officers (BPS-17 & above) in respect of
Central WAPDA / NTDC shall only be
granted by Authority and case shall
be routed through respective Member /
MD. Powers delegated to Members /
Managing Directors in relevant Service
Rules in connection with Age
Relaxation from BPS 1 to 16
employees shall continue to be
exercised by them. However, each
relaxation so granted may be intimated
for information of Chairman through
GM (C&M) Water / Power / **DG
(HR&A) so that a common treatment
prevails in all dealings of WAPDA /
Corporate Entities.
CEOs of all DISCOs and GENCOs
shall continue to exercise powers for
age relaxation upto 03 years as per
PEPCO office order No.39-
58/C/DDA/PEPCO dated 14.02.2006.
However, cases for age relaxation
beyond 03 years upto 35 years shall be
referred to Member / Managing Director
concerned and cases beyond 35 years
age relaxation to Authority.

11. QUALIFI- Except as otherwise decided by the Authority


CATIONS by General or special order:-.
(1) No person shall be appointed to a post
in the service unless he:-
(a) Possesses the qualifications and/or
experience prescribed for the post
in respect of him in Schedule “B” to
these Rules.

(b) has passed such departmental


examinations and has completed
satisfactorily such training as may be
prescribed by the Authority by general
or special order as conditions
precedent to his appointment to the
post.
(c) has fulfilled such other conditions of
service, not covered by these Rules,
as may be prescribed by the Authority
from time to time by general or
special order.
(2) No person, not already in the service of
the Authority, shall be appointed to a post
in the service unless he produces a
certificate of character from the Principal
Academic Officer of the Academic
Institution last attended, and also
certificates of character from the
following, not being his relatives, who are
well acquainted with his character and
antecedents:-.
(a) A Class I Officer in the Service
of the Government (Provincial or
Central).
(b) A Grade I Officer of WAPDA or of any
other autonomous or semi-
autonomous body.
(3) No person, not already in the service of
the Authority, shall be appointed to a post
in the service unless he furnishes a
written declaration to the effect that he
has not previously been convicted by a
Court of Law of any offence involving
moral turpitude, or screened out,
dismissed* from the service of the
Government, WAPDA, or any other
Government, Semi-Government, or
Statutory body or Private Firm /
Organization, as a result of disciplinary

measures or criminal proceedings against
him. If such a declaration is subsequently
proved to be false, then, notwithstanding
anything contained in these rules, his
services shall be liable to be terminated
forthwith without giving him any previous
notice to that effect.

(4) No person, not already in the service of


the Authority, shall be appointed to a
post in the service by initial recruitment
unless he is declared physically and
mentally fit in all respects for active
outdoor duty and furnishes a certificate to
that effect on the appropriate form
prescribed by the Authority from such
Medical Officer as may be specified in
that behalf by the appointing authority in
pursuance of a general or special order
of the Authority.
(5) No person, not already in service of the
Authority, shall be eligible for
appointment to a post in the service, if
he:-.
(a) is not a citizen of Pakistan, or
(b) is married to a foreign national

Note: The restriction imposed in clause (b)


above may be relaxed by the
Authority in the case of a person who
is married to a Citizen of India.
12. APPOINTING (1) Except as otherwise decided by the Authority

13.PROBATION (1) A person, when appointed to a post in the


service whether by initial recruitment,
promotion, or transfer, shall remain on
probation in the post for a period of one year
in the first instance.

Explanation: Officiating service and


service spent on deputation to a
corresponding or a higher post shall be
allowed to count towards the period of
probation.

(2) If the work or conduct of a person appointed


on probation to a post in the service by initial
recruitment is, during the period of probation,
found to be unsatisfactory the appointing
authority may then, notwithstanding that the
period of probation has not yet expired,
dispense with his services without giving him
any previous notice to that effect.

(3) If the work or conduct of a person appointed


on probation to a higher post in the service
from a lower post in the service is, during the
period of probation, found to be
unsatisfactory, the appointing authority may
then notwithstanding that the period of
probation has not yet expired, revert him to
his former (lower) post without giving him any
previous notice to that effect or, if no such
post then exists, revert him to any equivalent
lower post under the Authority.

(4) If the work or conduct of person appointed on


probation to a higher post in the service from
any other lower post under the Authority is,
during the period of probation, found to be
unsatisfactory, the appointing authority may
then, notwithstanding that the period of
probation has not yet expired, revert him to
his former lower post or, if no such post then
exists, revert him to any equivalent lower post
under the Authority.

(5) On completion of the period of probation of a


person appointed on probation, the
appointing authority may, subject to the
provisions of Sub rule (6) below, declare him
regular in his appointment with effect from the
date of his initial recruitment, promotion or
transfer to the post, as the case may be, or, if
his work or conduct has, in the opinion of the
appointing authority, not been satisfactory, or
he has failed to fulfil the conditions of
probation, the appointing authority may:-
(a) if he was appointed by initial
recruitment, dispense with his services;
or
(b) if he was appointed otherwise (by
promotion or transfer) , revert him to
his former (lower) post, or, if no such
post then exists, revert him to any
equivalent (lower) post under the
Authority; or
(c) extend the period of probation by a
period not exceeding two years in all
(including the initial period of probation)
and during or on the expiry of such
period pass such orders as it could
have passed during or on the expiry of
the initial period of probation.

Explanation I If no order has been passed


by the day following the completion of the
initial period of probation, the initial period of
probation shall be deemed to have been
extended.

Explanation II If no order has been passed


by the day on which the maximum period of
the probation expires, the probationer shall,
subject, to the provisions of Sub rule (6)
below, be deemed to have been declared
regular in his appointment to the post in the
service with effect from the date of his initial
recruitment, promotion or transfer to the post,
as the case may be.

(6) Notwithstanding anything contained in Clause


5 above, no person shall be declared or be
deemed to have been declared regular in his
appointment unless he successfully
completes such training and passes such
departmental examinations as may be
prescribed by the Authority as conditions
precedent to declaring him regular in his post.

14.SENIORITY (1) Unless otherwise decided by the Authority at


any time by general or special order, the
seniority of the members of the service in the
various posts shall be determined as under:-

(a) In the case of persons appointed by


initial recruitment, in accordance with the
order of merit assigned to them by the
Appointing Authority at the time of
making selection, or if no such order has
been drawn up, in accordance with the
dates of their first entry into the service:
provided that where the date of entry into
the service of two or more persons is the
same, the person older in age shall rank
senior to the persons younger in age.

Note I Where two or more persons are


placed equal in the order of merit, the person
older in age shall rank senior to the person
younger in age.

Note 2 A person selected for appointment to


a post in the service in an earlier selection
shall rank senior to a person selected for the
post in a later selection.

(b) In the case of persons transferred from


another service, in accordance with the
dates of their continuous appointment to
a post in the service; provided that where
the date of continuous appointment of
two or more such persons is the same,
the person older in age shall rank senior
to the persons younger in age.
(c) In the case of persons promoted from a
lower post in the service to the next
higher post in the service, in accordance
with the dates of their continuous
appointment to the higher post in the
service; provided that where the order of
promotion of two or more persons is
issued by the Appointing Authority on
the same date, their seniority inter se in
the higher post in the service shall be
determined in accordance with the order
of seniority they held in the lower post in
the service from which they are promoted.

Explanation I A person holding a lower


post in the service, when promoted
temporarily to a higher post in the service,
shall not be considered, in the fixation of
seniority in the higher post, as senior to a
person otherwise senior to him in the lower
post.

Explanation II A person holding a lower


post in the service, when promoted to a
higher post in the service by superseding a
person otherwise senior to him in the lower
post, shall be considered as senior in the
fixation of seniority in the higher post, even
though the person otherwise senior to him in
the lower post is also subsequently promoted
to a higher post.

Note: A junior person shall be deemed to


have superseded a senior person only when
both the junior and the senior persons were
considered for promotion to a higher post
simultaneously and the junior person was
promoted to the higher post in preference to
the senior person.

(2) Subject to the above, the seniority inter se of


the members of the service appointed by
initial recruitment vis-a-vis those appointed
otherwise (by promotion or transfer) shall be
determined with reference to the date of their
continuous appointment to a post in the
service, provided that if the date of
continuous appointment to the post of two or
more members of the service is the same, the
members of the service appointed otherwise
(by promotion or transfer) shall rank senior to
the members of the service appointed by
initial recruitment.

15. CHANGE (1) *The transfer of members of the Service shall,

however, that he shall not be made to
suffer in basic pay or status.

(b) A member of the Service shall also be


liable to serve anywhere in Pakistan, in
any post under Federal Government or
Provincial Government or local Authority
or a Corporation or a body set up or
established by any such Government if
so ordered by the Authority, by general
or special order.

Provided that where a member of


the service is required to serve outside
the Authority, his terms and conditions of
service as to his pay shall not be less
favorable than those to which he would
have been entitled, if he had not been so
required to serve.

(3) In case of mutual transfers from one cadre to


another, both the transferees shall lose their
original seniority position in the parent cadre
and shall be placed junior most on the
seniority list pertaining to the cadre to which
they are transferred.

22. CONTI- (1) Notwithstanding anything contained in these


NUANCE Rules or in any other rule, order or

Servants of the former Electricity Department
of the Government of Pakistan transferred to

applicable with such amendments and
modifications as the Government may make
therein from time to time.

(2) Every rule, order or instruction already issued


by the Authority, in pursuance of Section 18
of the Act, in respect of any matter not
covered by these Rules, shall continue to
remain in force and shall be deemed to be
incorporated with, and to form part of, these
rules.

23. REPEAL Every rule, order or instruction already issued


by the Authority, in pursuance of Section 18
of the Act, in respect of any matter connected
with these Rules, which is inconsistent with
any or all of these Rules, shall, to the extent
of such inconsistency, be deemed to have
been rescinded from the date of this
notification.

24. AMEND- The Authority reserves to itself the right to

25.GENERAL In all matters not expressly provided for in
RULES these Rules, members of the service shall be
governed by such rules as have been or may
hereafter be prescribed by the Authority and

26. RELAX- Any of these Rules, may, for reasons to be

cases, if the Authority is satisfied that a strict
application of the rule would cause undue

27. DELE- The Authority may delegate all or any of its
