2 Overview
Background
With the increasing penetration rate of 2 ms TTI HSUPA intelligent terminals, the uplink
transmission rates of most online intelligent terminals are low and the actual user rate may be
lower than the guaranteed bit rate (GBR) or the rate at which one RLC PDU is transmitted.
After WRFD-010638 Dynamic CE Resource Management is activated, the RNC calculates
the credit resource usage of an admitted HSUPA UE with the following formula:
Credit resource usage = Max (Credit resources required for ensuring the GBR, Credit
resources required for transmitting one RLC PDU)
As a result, the actual CE resource usage on the NodeB side is lower than the credit resource
usage on the RNC side.
To enhance the RNC capability, you can use the CE Overbooking feature. This feature applies
only to uplink CE resources.
Introduction
The NodeB calculates the credit resources that have been consumed by an admitted UE,
includes the calculated amount into a private information element (IE) in the Common
Measurement Report message, and sends the message to the RNC at an interval specified by
the TenMsecForUlBasicMeas (BSC6900, BSC6910) parameter. The RNC calculates the
credit resource usage based on the reported amount. This feature maximizes the RNC
capability to perform admission control based on the credit resource usage.
3 Technical Description
The CE usage that the NodeB periodically calculates and reports to the RNC involves the
predicted CE consumption of R99 UEs and that of HSUPA UEs.
Because this feature applies only to HSUPA UEs, the RNC calculates the number of credit
resources that are consumed by admitted R99 UEs based on the maximum bit rate (MBR).
Table 3-1 describes the methods for calculating the credit resource usage before and after this
feature is activated.

Upon receiving a service setup request, the RNC makes an admission decision based on credit
resources as follows:
l For a radio resource control (RRC) connection setup request, the admission is successful
if the remaining credit resources at the local cell group (if any) and NodeB levels are
sufficient for the request.
l For a handover service, the admission is successful if the remaining credit resources at
the local cell group (if any) and NodeB levels are sufficient for the service.
l For other types of services, the RNC checks whether the number of the remaining credit
resources at the local cell group (if any) and NodeB levels is greater than or equal to the
UlHoCeResvSf (BSC6900, BSC6910) parameter after new services are admitted. If so,
the admission is successful.
The CE Overbooking feature performs service admission and optimization based on the
preceding decision procedure. Activating this feature brings the following advantages:
l The amount of credit resources reported by the NodeB decreases.
l The amount of remaining credit resources on the RNC side increases.
l The RNC can admit more UEs.
The following table describes how to calculate the number of CEs required for admitting
HSUPA UEs when CE Overbooking is activated and when it is not activated.

In Table 4-1:
l The GBR of BE services (background and interactive services) is specified by the
UlGBR (BSC6900, BSC6910) parameter in the SET USERGBR (RAN11.0) and SET
UUSERGBR (RAN12.0 and later) commands.
l The HsupaInitialRate (BSC6900, BSC6910) parameter is under the SET FRC
command in RAN11.0 and the SET UFRC command in RAN12.0 and later.
l Rateone RLC PDU indicates the rate at which an RLC PDU is transmitted in each TTI. If
the layer 2 enhancement function is enabled, the size of the RLC PDU in the preceding
formula equals that of the smallest RLC PDU. If this function is not enabled, the size of
the RLC PDU in the formula is fixed. For the size of the RLC PDU in the formula, see
HSPA Evolution Feature Parameter Description. Assuming that one RLC PDU contains
320 bits, then Rateone RLC PDU is 32 kbit/s for a 10 ms TTI HSUPA UE and 160 kbit/s for
a 2 ms TTI HSUPA UE.
l When CE Overbooking is activated, the VS.NodeB.ULCreditUsed.Mean (BSC6900,
BSC6910) counter provides the consumption of CE resources for UE admission, but the
VS.LC.ULCreditUsed.Mean (BSC6900, BSC6910) counter still works without any
changes to its calculation method. The value of the VS.LC.ULCreditUsed.Mean
(BSC6900, BSC6910) counter is not used for CE resource-based admission control.
l CERSVFOR2MSUSER provides the minimum number of CE resources reserved for
HSUPA UEs using the 2 ms TTI.
l In the preceding table, CE resource consumption for UE admission by SRBs is excluded.
For such consumption, see CE Resource Management Feature Parameter Description,
regardless of whether SRB over DCH or SRB over HSUPA is applied. For HSUPA
services, if SRBs are carried over DCHs, each SRB consumes an extra CE.
l Assuming that there is a 2 ms TTI HSUPA UE whose actual rate is 32 kbit/s, the
conditions for the UE are as follows:
– The UE transmits 40-byte packets using SF4 (mapped to 8 CEs) during 20% of its
online period, and does not transmit any data for the remainder of this period.
– CeReservedForNonEnh2msQos under the REVDPARA4 parameter (RAN14.0) or
CERSVFOR2MSUSER (RAN15.0 and later) is set to 1.
The average CE consumption of the UE is 8 x 0.2 + 1 x 0.8 = 2.4. For mapping
between the SF and the CE consumption, see CE Resource Management Feature
Parameter Description
The NodeB baseband processing unit uses different processing specifications for UEs with
different uplink bearer services, for example, HSUPA TTI 2 ms services, HSUPA TTI 10 ms
services, and R99 services. CE Overbooking enables the network to admit more UEs.
Therefore, it is good practice to select
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH under the
PerfEnhanceSwitch (BSC6900, BSC6910) parameter in the SET UCORRMPARA
command.
When multiple UEs access the network,
l If PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH is deselected under
the PerfEnhanceSwitch (BSC6900, BSC6910) parameter, the system attempts to admit
all new UEs employing the highest capabilities. Consequently, admitted UEs cause too
much uplink DSP load and the total number of admitted UEs decreases.
l If PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH is selected under the
PerfEnhanceSwitch (BSC6900, BSC6910) parameter, the NodeB baseband processing
unit dynamically selects proper uplink service bearers for UEs to maximize the number
of admitted UEs according to actual NodeB processing specifications. If the load of the
NodeB baseband processing unit is equal to a value from 82% to 87%, a new UE
supporting 2 ms TTI is allowed only to set up services with 10 ms TTI. If the load of the
NodeB baseband processing unit is higher than 87%, a new UE supporting HSUPA is
allowed only to set up services on R99 channels.

When the following condition is met, cell group-level or NodeB-level basic congestion is
triggered:
Remaining uplink credit resources at the local cell group or NodeB level < Credit resources
corresponding to UlLdrCreditSfResThd (BSC6900, BSC6910)

When a PS BE service is set up or reconfigured, TTI selection is implemented. The TTI for an
HSUPA UE is set to 2 ms if all the following conditions are met:
l The UE and the NodeB support 2 ms TTI.
l MAP_HSUPA_TTI_2MS_SWITCH under the MapSwitch (BSC6900, BSC6910)
parameter is selected.
l Credit resources are sufficient.
l If DRA_BASE_RES_BE_TTI_RECFG_SWITCH and
DRA_BASE_RES_BE_TTI_INIT_SEL_SWITCH under the DraSwitch (BSC6900,
BSC6910) parameter are selected, one of the following conditions must be met:
– The ResourceOption (BSC6900, BSC6910) parameter is set to RTWP and Uu
resources are sufficient.
– The ResourceOption (BSC6900, BSC6910) parameter is set to Iub and Iub
resources are sufficient.
– The ResourceOption (BSC6900, BSC6910) parameter is set to CE and CE
resources are sufficient.
l The MBR of the UE is greater than or equal to the value of BeHsupa2msTtiRateThs
(BSC6900, BSC6910).
After CE Overbooking is activated, remaining uplink credit resources rise and the number of
HSUPA UEs with the 2 ms TTI increases.

The TTI for an HSUPA UE processing BE services is switched from 2 ms to 10 ms when any
of the following conditions is met:
l The credit resources at the local cell group (if any) or NodeB level are less than those
specified by UlTtiCreditSfResThd (BSC6900, BSC6910), indicating that the credit
resources are insufficient.
l When adaptive retransmission (controlled by
PC_HSUPA_HARQNUM_AUTO_ADJUST_SWITCH under the
UpRatioFor2msTo10msBaseCE (BSC6900, BSC6910) parameter) is disabled, or when
adaptive retransmission is enabled together with small data retransmission, throughput is
lower than the value of the following formula: UpRatioFor2msTo10msBaseCE
(BSC6900, BSC6910) x BeHsupa2msTtiRateThs (BSC6900, BSC6910)/(1 +
EdchTargetLittleRetransNum (BSC6900, BSC6910)).
l When adaptive retransmission (controlled by
PC_HSUPA_HARQNUM_AUTO_ADJUST_SWITCH under the
UpRatioFor2msTo10msBaseCE (BSC6900, BSC6910) parameter) is enabled together
with large data retransmission, throughput is lower than the value of the following
formula: UpRatioFor2msTo10msBaseCE (BSC6900,
BSC6910)*BeHsupa2msTtiRateThs (BSC6900, BSC6910)/(1+
EdchTargetLargeRetransNum (BSC6900, BSC6910)).
8 Related Features

DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH under the DraSwitch (BSC6900,
BSC6910) parameter be selected.
If DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH is selected, the TTI for an HSUPA
UE can be switched from 2 ms to 10 ms when CE resources are insufficient.
If DRA_BASE_ADM_CE_BE_TTI_RECFG_SWITCH is deselected, CE resources may
be insufficient to transmit one RLC PDU, which may result in TRB reset and increase the call
drop rate.
9 Network Impact
System Capacity
This feature has the following impacts on system capacity:
l Reduces the uplink credit resources consumed by online UEs. In a network where a cell
has an average number of five or more HSUPA UEs using the 2 ms TTI, this feature
reduces the uplink credit resource consumption by 10% to 40%.
l Increases the number of UEs admitted to a cell. The more UEs rejected due to uplink
credit resource congestion, the more significant the effect. When resources over the air
interface or Iub interface are sufficient, CE Overbooking can increase the cell
throughput.
l Decreases the number of times that the TTI is switched or LDR is triggered due to basic
congestion of uplink credit resources.
Network Performance
l Reduces the number of admission failures due to credit resource congestion and
therefore increases the radio access success rate.
l Increases the call drop rate of HSUPA UEs because of the CE resource and air interface
resource insufficiency caused by an increase in the admitted UEs and the probability of
multiple UEs transmitting data simultaneously.
l Increases the call drop rate because HSUPA UEs using the 2 ms TTI are more likely to
experience call drops than HSUPA UEs using the 10 ms TTI in weak coverage areas.
The more HSUPA UEs using the 2 ms TTI, the higher the call drop rate.
NOTE
Once CE Overbooking is enabled, the number of credit resources consumed by admitted UEs is
related to the UEs' actual service rate. If the amount of credit resources consumed by admitted UEs
is large due to a high actual service rate, the handover success rate and the RRC connection setup
success rate may decrease because the reserved resources may be consumed by admitted UEs. The
probability of the handover success rate and RRC connection setup success rate being reduced is
low. Therefore, this function does not affect the performance of the live network.
l After CE Overbooking is enabled, there is a possibility of increased admission rejections
over the Iub interface if a large number of UEs have accessed the network. However, CE
Overbooking does not affect the radio access success rate.
NOTE
Before CE Overbooking is enabled, the RNC updates the consumption of CE resources for UE
admission when UEs access the network or release RRC connections. Once CE Overbooking is
enabled, the NodeB updates the consumption of CE resources for UE admission, calculates the
average consumption of CE resources every 640 ms, and reports the calculation result to the RNC
every second. During the report interval, the RNC cannot learn about the accurate consumption of
CE resources, resulting in inconsistent information between the RNC and the NodeB. Therefore,
there is a possibility that some UEs are admitted by the RNC but fail to be admitted by the NodeB.
l If WRFD-010638 Dynamic CE Resource Management and CE Overbooking are enabled
simultaneously, the number of consumed credit resources increases and CE resource
congestion occurs for HSUPA UEs using the 10 ms TTI before the two features are
enabled because the number of credit resources consumed by HSUPA 2 ms UEs is
greater than that consumed by HSUPA 10 ms TTI UEs.
10 Engineering Guidelines
10.3 Deployment
10.3.1 Requirements
l Hardware
Macro base stations must be configured with the UBBP, WBBPb, WBBPd, or WBBPf
board.
NOTE
The CE Overbooking feature can still be activated on a NodeB when the NodeB is not configured
as above. However, the feature does not bring benefits in this situation.
l Dependencies on other features
Before enabling this feature, you must enable the feature WRFD-010638 Dynamic CE
Resource Management.
l License
For details about how to activate the license, see License Management Feature
Parameter Description.
If RAN Sharing or MOCN is enabled, the licensed resource is allocated among the
primary and secondary operators according to the method listed in the License
Allocation for Multiple Operators column.
Method 1: Some license control items, such as Dynamic CE Function (per NodeB), can
be allocated only through the common group. For the NodeB license allocation among
multiple operators, see License Management Feature Parameter Description.
10.3.2 Precautions
The number of credit resources consumed by HSUPA UEs using the 2 ms TTI is greater than
that consumed by UEs using the 10 ms TTI. After CE Overbooking is enabled, the number of
HSUPA UEs using the 2 ms TTI increases and uplink coverage shrinks. To prevent CE
congestion, decreased access success rate, and increased call drop rate, ensure that
WRFD-01061403 HSUPA 2ms TTI and WRFD-010636 SRB over HSUPA are enabled as
required before enabling the CE Overbooking feature.
10.3.3 Activation
Step 1 Run the NodeB MML command SET NODEBALGPARA to set the
CERSVFOR2MSUSER parameter. Set the minimum number of CEs required for admitting
HSUPA UEs using the 2 ms TTI to the default value.
Step 2 (Optional) Run the RNC MML command SET UCORRMPARA. In this step, select the
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH option under the
Performance Enhancement Switch parameter.

NOTE
When configuring the CE Overbooking feature on the CME, perform a single configuration first, and
then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence in Table 10-1. For
instructions on how to perform the CME single configuration, see CME Single Configuration
Operation Guide.

Package PERFENH_RL_RECFG_SIR_CONSIDER_SWITCH
SRB : This check box controls whether the RNC considers
over the converged SIRTarget value that is used before
HSUPA radio link reconfiguration in outer loop power control
performed after radio link reconfiguration. If the
check box is not selected, the RNC sends the initial
SIRTarget value used after radio link reconfiguration
to the NodeB.If the check box is selected, the RNC
selects a more appropriate value from the initial
SIRTarget value used after radio link reconfiguration
