1 About This Document

1.1 Scope
This document describes Enhanced L2, including its technical principles, related features,
network impact, and engineering guidelines.
This document covers the following features:

2 Overview

2.1 Downlink Enhanced L2


HSPA+ features, such as downlink MIMO and downlink 64QAM, increase downlink rates
over the Uu interface. The original downlink L2 function cannot adapt to such high rates. To
prevent L2 from becoming the bottleneck of the network, 3GPP introduced enhancements to
downlink L2, including flexible PDU sizes at the RLC layer, and segmentation at the MAC
layer. This improves transmission efficiency over the Iub and Uu interfaces and increases the
cell-edge throughput and coverage radius.

Table 2-1 describes the requirements of downlink enhanced L2.

2.2 Uplink Enhanced L2


Uplink enhanced L2 allows for flexibility in the size of PDUs at the RLC layer and
segmentation at the MAC layer over the Uu interface.

l When a UE is located at the cell edge, data is transmitted in a small-sized PDU, reducing
the bit error rate (BER) caused by power insufficiency and improving data transmission
efficiency.

l When a UE is located in the cell center, data is transmitted in a large-sized PDU,


accommodating high-speed data transmissions and increasing data transmission
efficiency. As a result, the effective throughput of the entire system is increased.
Table 2-2 describes the requirements of uplink enhanced L2.

3.1 Basic Principle


L2 initially used fixed RLC PDU sizes. The typical fixed sizes are 336 bits and 656 bits. They
cannot meet the high-speed transmission requirements for larger RLC PDU sizes or the edge
coverage requirements for smaller RLC PDU sizes. The reasons are as follows:
l A small fixed RLC PDU size and a limited RLC sending window size limit the
maximum transmission rate at the RLC layer.
Figure 3-1 shows a typical example, in which the maximum bit rate (MBR) at the RLC
layer is limited to 13.4 Mbit/s. This rate is lower than the peak rates achieved by
downlink 64QAM (21 Mbit/s) and downlink MIMO (28 Mbit/s).

l A large fixed RLC PDU size limits the cell coverage because the RLC PDU cannot be
segmented at the RLC layer.
The enhancements to L2 in the downlink are as follows:
l Enhanced RLC entities support flexible RLC PDU sizes.
l A MAC entity is added, that is, the MAC-ehs, for data segmentation at the MAC layer
and for multiplexing the queues of different priorities
Figure 3-2 shows the basic principle of downlink enhanced L2.

Supporting flexible RLC PDU sizes, the RLC layer will not segment higher-layer packets
with sizes that are smaller than the maximum RLC PDU size. The RLC layer can flexibly
adapt to variations in traffic volume and reduce the overhead of the RLC PDU header. The
Length Indicator field in an RLC PDU indicates the size of the PDU. This field may consist of
7 or 15 bits. 7 bits are used to transmit a small amount of data; 15 bits are used to transmit a
large amount of data. For details, see section 9.2.2.8 "Length Indicator (LI)" in 3GPP TS
25.322 V10.1.0.
After the RLC PDU reaches the MAC layer, the MAC-ehs in the NodeB determines whether
to segment this PDU into smaller PDUs based on radio conditions. When the channel
conditions of the UE are poor (for example, on the cell edge) and the Uu interface fails to
transmit an entire RLC PDU, the MAC-ehs can segment the RLC PDU into smaller PDUs for
transmission at lower rates to ensure service continuity.
There is one MAC-ehs entity in the NodeB for each cell. For details about the MAC-ehs
entity, see section 4.2.4.6 "MAC-ehs entity UTRAN Side" in 3GPP TS 25.321 V8.17.0.
If the function of supporting the special value of the HE field in the RLC header in AM mode
is enabled, the value 2 of the HE field indicates the end of an upper-layer service data unit
(SDU). This only occurs if the last byte of an RLC PDU of a traffic radio bearer (TRB) is at
the end of the upper-layer SDU. In this case, a second RLC PDU is not required, effectively
reducing the number of control PDUs and improving transmission efficiency over the Uu
interface. After this function takes effect, the value of the VS.RLC.AM.Rtx.Trf.PDU.
1(BSC6900,BSC6910) counter decreases.

3.2 Radio Bearer


The RNC determines whether to apply downlink enhanced L2 on a UE based on both the
radio bearer scheme and the capabilities of the cell and the UE.
Downlink enhanced L2 is not used for the signaling radio bearer (SRB) during the RRC
connection setup procedure. The SRB is reconfigured with downlink enhanced L2 if the SRB

uses the HS-DSCH as the transport channel and downlink enhanced L2 is applied to the TRB.
Downlink enhanced L2 can be applied to the SRB even after the TRB is released.
During the service setup procedure, downlink enhanced L2 applies if the following conditions
are met:
l Downlink enhanced L2 is supported by both the network and the UE, and it is activated.
To activate downlink enhanced L2, select DL_L2ENHANCED under the
HspaPlusSwitch(BSC6900,BSC6910) parameter.
l The service type is a PS streaming service or a PS BE service.
l The HS-DSCH transport channel is used in the downlink, and the E-DCH/DCH transport
channel is used in the uplink.
When downlink enhanced L2 is applied to a UE, the maximum size of downlink PDUs can be
specified by configuring the MacPduMaxSizeForDlL2Enhance(BSC6900,BSC6910)
parameter.

4.1 Basic Principle


In RAN11.0 or earlier versions, the uplink RLC operates in fixed PDU mode only. In this
mode, a PDU's size never changes. Large fixed-size PDUs support higher rates but lead to
power insufficiency on the cell edge. Small fixed-size PDUs improve network coverage but
cause transmission efficiency to deteriorate owning to excessive encapsulation overheads. To
solve the problems caused by fixed-size PDUs, uplink enhanced L2 was introduced in
RAN12.0.

The basic principle of uplink enhanced L2, as shown in Figure 4-1, is described as follows:
l The RLC supports flexible AM/UM RLC PDU sizes, satisfying requirements for high-
speed data transmission and improving transmission efficiency.
l The MAC-i/is is used at the MAC layer. The MAC-i/is supports data segmentation and
concatenation at the MAC layer. It can also select an appropriate size for the PDU based
on the air interface quality, increasing the network coverage on the cell edge.
NOTE

The UE cannot use the MAC-i/is and MAC-e/es simultaneously.

4.2 Radio Bearer


The RNC determines whether to apply uplink enhanced L2 on a UE based on both the radio
bearer scheme and the capabilities of the cell and the UE.
During the RRC connection setup procedure, uplink enhanced L2 is not used for the SRB. If
uplink enhanced L2 is used for the TRB, it needs to be reconfigured for the SRB. Uplink
enhanced L2 is applied to the SRB even after the TRB is released.
During the service setup procedure, uplink enhanced L2 applies if the following conditions
are met:
l Uplink enhanced L2 is supported by both the network and the UE, and it is activated.
To activate uplink enhanced L2, select UL_L2ENHANCED under the
HspaPlusSwitch(BSC6900,BSC6910) parameter.

l The service type is CS service over HSPA, PS voice service, PS streaming service, or PS
BE service.
l All the links in the active set of the E-DCH support uplink enhanced L2.
l The E-DCH transport channel is used in the uplink.
l The ULL2PLUS parameter on the NodeB side is set to TRUE.
When uplink enhanced L2 is applied to a UE, the maximum and minimum sizes of uplink
PDUs can be specified by configuring the following RNC parameters respectively:
l RlcPduMaxSizeForUlL2Enhance(BSC6900,BSC6910)
l RlcPduMinSizeForUlL2Enhance(BSC6900,BSC6910)
The data in the RLC buffer can be sent even if the amount of data is smaller than the
minimum size.

6 Network Impact

6.1 WRFD-010685 Downlink Enhanced L2


System Capacity
This feature improves downlink capacity.

Network Performance
This feature increases the downlink peak rate of UEs.
After enhanced L2 is enabled, the header overheads at the RLC layer decrease when small-
packet data is transmitted, thereby reducing the data volume at the MAC layer. As a result,
UE throughput and cell throughput are slightly reduced. However, the RLC-layer rate and
user experience are not affected.

6.2 WRFD-010695 UL Layer 2 Improvement

This feature increases the uplink peak rate of UEs and the cell coverage radius.

7.1.1 When to Use Downlink Enhanced L2


Activate the Downlink Enhanced L2 feature before the following HSPA+ features are
activated because they require the Downlink Enhanced L2 feature to be active.

If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the License Allocation for Multiple
Operators parameter.
Method 3: It is recommended that the license allocation proportion of a feature be
consistent with that of the capacity license item "HSDPA Throughput-1KBPS". The
licensed values can be set by running the SET LICENSE command. If the
FeatureResAssignMode parameter in this command is set to AutoAssign, the licensed
values are automatically allocated among the primary and secondary operators. If the
FeatureResAssignMode parameter in this command is set to ManualAssign, you need
to specify the related license parameters to implement manual license allocation.
l Other requirements
The UE complies with 3GPP Release 7 or later and supports this feature.

7.1.2.2 Activation

7.1.2.2.1 Using MML Commands


Step 1 (Optional) Run the RNC MML command SET UFRC and set parameters as follows:
l Set parameters related to Downlink Enhanced L2 at the RNC level based on the network
plan. In this step, set Cell_DCH DL L2 enhance max PDU size. The default value is
recommended.
l Select DL_L2_ENHANCE under the HSPA Technologies Retried by UEs parameter
to enable periodic DRD for Downlink Enhanced L2.
Step 2 Run the RNC MML command MOD UCELLALGOSWITCH. In this step, select
DL_L2ENHANCED under the Cell Hspa Plus function switch parameter to enable
Downlink Enhanced L2 at the cell level.
Step 3 (Optional) Run the RNC MML command SET UCORRMALGOSWITCH with
CFG_AM_RLC_HE_SWITCH selected under the CFGSWITCH1(BSC6900,BSC6910)
parameter.

7.2.2.2 Precautions
The values of parameters related to reference power offset affect the E-DPDCH power. To
ensure that the peak rate reaches the expected value, check that the parameters related to
reference power offset are set to appropriate values when deploying UL Layer 2 Improvement
in the following scenarios:
l This feature is used together with the HSUPA 2ms TTI feature.
l Another feature (such as DC-HSUPA) that is dependent on this feature and used to
achieve a certain peak rate (for example, 11.5 Mbit/s) is to be activated.
The ADD UTYPRABHSUPAPC or MOD UTYPRABHSUPAPC command can be used to
specify the reference power offset. The parameters involved are as follows:

7.2.2.3.1 Using MML Commands

Step 1 (Optional) Run the RNC MML command SET UFRC and set parameters as follows:
l Set parameters related to UL Layer 2 Improvement at the RNC level based on the
network plan. In this step, set Cell_DCH UL L2 enhance max RLC PDU size and
Cell_DCH UL L2 enhance min RLC PDU size to appropriate values. Some UEs do
not support 15-bit "Length Indicator". Therefore, it is recommended that Cell_DCH UL
L2 enhance max RLC PDU size be set to 122.

NOTE

If the RNC includes 15-bit "Length Indicator" in air interface messages sent to UEs, the RNC
parses RLC PDUs based on 15-bit "Length Indicator." However, some UEs send RLC PDUs
including 7-bit "Length Indicator". Consequently, the RNC fails to receive data from the UEs,
leading to TRB resets.
l Select UL_L2_ENHANCE under the HSPA Technologies Retried by UEs parameter
to enable periodic DRD for UL Layer 2 Improvement.
NOTE

Before enabling periodic DRD for UL Layer 2 Improvement, enable periodic DRD for all the other
features on which UL Layer 2 Improvement depends. That is, select DL_L2_ENHANCE under the
HSPA Technologies Retried by UEs parameter.

Step 2 Run the RNC MML command MOD UCELLALGOSWITCH to enable UL Layer 2
Improvement at the cell level. In this step, select UL_L2ENHANCED under the Cell Hspa
Plus function switch parameter.

Step 3 Enable UL Layer 2 Improvement for a cell on the NodeB side.
