The features described in this document are implemented in the same way on macro, micro,
and LampSite base stations. The BTS3902E does not support any new and enhanced features

2 Overview
CN None
Downlink enhanced L2, which was introduced in 3GPP Release 7, is supported from Huawei
RAN11.0 onwards.
l When a UE is located at the cell edge, data is transmitted in a small-sized PDU, reducing
the bit error rate (BER) caused by power insufficiency and improving data transmission
efficiency.

Uplink enhanced L2, which was introduced in 3GPP Release 8, is supported from Huawei
RAN12.0 onwards.
This section describes the feature WRFD-010685 Downlink Enhanced L2 in more detail.
l A large fixed RLC PDU size limits the cell coverage because the RLC PDU cannot be
segmented at the RLC layer.
The enhancements to L2 in the downlink are as follows:
l Enhanced RLC entities support flexible RLC PDU sizes.
l A MAC entity is added, that is, the MAC-ehs, for data segmentation at the MAC layer
and for multiplexing the queues of different priorities
Figure 3-2 shows the basic principle of downlink enhanced L2.
Supporting flexible RLC PDU sizes, the RLC layer will not segment higher-layer packets
with sizes that are smaller than the maximum RLC PDU size. The RLC layer can flexibly
adapt to variations in traffic volume and reduce the overhead of the RLC PDU header. The
Length Indicator field in an RLC PDU indicates the size of the PDU. This field may consist of
7 or 15 bits. 7 bits are used to transmit a small amount of data; 15 bits are used to transmit a
large amount of data. For details, see section 9.2.2.8 "Length Indicator (LI)" in 3GPP TS
25.322 V10.1.0.
After the RLC PDU reaches the MAC layer, the MAC-ehs in the NodeB determines whether
to segment this PDU into smaller PDUs based on radio conditions. When the channel
conditions of the UE are poor (for example, on the cell edge) and the Uu interface fails to
transmit an entire RLC PDU, the MAC-ehs can segment the RLC PDU into smaller PDUs for
transmission at lower rates to ensure service continuity.
There is one MAC-ehs entity in the NodeB for each cell. For details about the MAC-ehs
entity, see section 4.2.4.6 "MAC-ehs entity UTRAN Side" in 3GPP TS 25.321 V8.17.0.
If the function of supporting the special value of the HE field in the RLC header in AM mode
is enabled, the value 2 of the HE field indicates the end of an upper-layer service data unit
(SDU). This only occurs if the last byte of an RLC PDU of a traffic radio bearer (TRB) is at
the end of the upper-layer SDU. In this case, a second RLC PDU is not required, effectively
reducing the number of control PDUs and improving transmission efficiency over the Uu
interface. After this function takes effect, the value of the VS.RLC.AM.Rtx.Trf.PDU.

Downlink enhanced L2 can be applied to the SRB even after the TRB is released.
During the service setup procedure, downlink enhanced L2 applies if the following conditions
are met:
l Downlink enhanced L2 is supported by both the network and the UE, and it is activated.
To activate downlink enhanced L2, select DL_L2ENHANCED under the
HspaPlusSwitch(BSC6900,BSC6910) parameter.
l The service type is a PS streaming service or a PS BE service.
l The HS-DSCH transport channel is used in the downlink, and the E-DCH/DCH transport
channel is used in the uplink.
When downlink enhanced L2 is applied to a UE, the maximum size of downlink PDUs can be
specified by configuring the MacPduMaxSizeForDlL2Enhance(BSC6900,BSC6910)
parameter.
This section describes the feature WRFD-010695 UL Layer 2 Improvement in more detail.
The basic principle of uplink enhanced L2, as shown in Figure 4-1, is described as follows:
l The RLC supports flexible AM/UM RLC PDU sizes, satisfying requirements for high-
speed data transmission and improving transmission efficiency.
l The MAC-i/is is used at the MAC layer. The MAC-i/is supports data segmentation and
concatenation at the MAC layer. It can also select an appropriate size for the PDU based
on the air interface quality, increasing the network coverage on the cell edge.
NOTE
l The service type is CS service over HSPA, PS voice service, PS streaming service, or PS
BE service.
l All the links in the active set of the E-DCH support uplink enhanced L2.
l The E-DCH transport channel is used in the uplink.
l The ULL2PLUS parameter on the NodeB side is set to TRUE.
When uplink enhanced L2 is applied to a UE, the maximum and minimum sizes of uplink
PDUs can be specified by configuring the following RNC parameters respectively:
l RlcPduMaxSizeForUlL2Enhance(BSC6900,BSC6910)
l RlcPduMinSizeForUlL2Enhance(BSC6900,BSC6910)
The data in the RLC buffer can be sent even if the amount of data is smaller than the
minimum size.

6 Network Impact
Network Performance
This feature increases the downlink peak rate of UEs.
After enhanced L2 is enabled, the header overheads at the RLC layer decrease when small-
packet data is transmitted, thereby reducing the data volume at the MAC layer. As a result,
UE throughput and cell throughput are slightly reduced. However, the RLC-layer rate and
user experience are not affected.
Network Performance
This feature increases the uplink peak rate of UEs and the cell coverage radius.

7.1.2 Deployment
7.1.2.1 Requirements

The prerequisite features for Downlink Enhanced L2 must be configured before
Downlink Enhanced L2 is activated. For a list of the prerequisite features, see section 5.1
Features Related to WRFD-010685 Downlink Enhanced L2.
l Hardware
Dependencies on NodeB hardware are as follows:
– 3900 series macro base stations must be configured with the WBBPb, WBBPd,
WBBPf, or UBBPd board.
l License

If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the License Allocation for Multiple
Operators parameter.
Method 3: It is recommended that the license allocation proportion of a feature be
consistent with that of the capacity license item "HSDPA Throughput-1KBPS". The
licensed values can be set by running the SET LICENSE command. If the
FeatureResAssignMode parameter in this command is set to AutoAssign, the licensed
values are automatically allocated among the primary and secondary operators. If the
FeatureResAssignMode parameter in this command is set to ManualAssign, you need
to specify the related license parameters to implement manual license allocation.
l Other requirements
The UE complies with 3GPP Release 7 or later and supports this feature.

activated.

Method 2: Some license control items, such as UL CE Num, can be allocated through
both the common group and private group. In this case, the licensed values specified by
the private group are preferentially used, and the licensed value specified by the common
group is used on a first-come, first-served basis. For the NodeB license allocation among
multiple operators, see License Management Feature Parameter Description.

The UE complies with 3GPP Release 8 or later and supports this feature.
7.2.2.2 Precautions
The values of parameters related to reference power offset affect the E-DPDCH power. To
ensure that the peak rate reaches the expected value, check that the parameters related to
reference power offset are set to appropriate values when deploying UL Layer 2 Improvement
in the following scenarios:
l This feature is used together with the HSUPA 2ms TTI feature.
l Another feature (such as DC-HSUPA) that is dependent on this feature and used to
achieve a certain peak rate (for example, 11.5 Mbit/s) is to be activated.
The ADD UTYPRABHSUPAPC or MOD UTYPRABHSUPAPC command can be used to
specify the reference power offset. The parameters involved are as follows:
l EtfciTabIdx(BSC6900,BSC6910): index of the E-DCH Transport Format Combination
Indicator (E-TFCI) table
l RefEtfciNum(BSC6900,BSC6910): number of reference E-TFCIs
l RefEtfciIdxn: index of the PDU size used by a reference E-TFCI in the E-TFCI table (n
ranges from 1 to 8; RefEtfciIdxn can be RefEtfciIdx1(BSC6900,BSC6910) to
RefEtfciIdx8(BSC6900,BSC6910).)
l RefEtfciPOn: index of reference E-TFCI power offset (n ranges from 1 to 8;

For the previously mentioned scenarios, it is good practice to set the parameters as follows:

7.2.2.3 Activation
Step 1 (Optional) Run the RNC MML command SET UFRC and set parameters as follows:
l Set parameters related to UL Layer 2 Improvement at the RNC level based on the
network plan. In this step, set Cell_DCH UL L2 enhance max RLC PDU size and
Cell_DCH UL L2 enhance min RLC PDU size to appropriate values. Some UEs do
not support 15-bit "Length Indicator". Therefore, it is recommended that Cell_DCH UL
L2 enhance max RLC PDU size be set to 122.
NOTE
If the RNC includes 15-bit "Length Indicator" in air interface messages sent to UEs, the RNC
parses RLC PDUs based on 15-bit "Length Indicator." However, some UEs send RLC PDUs
including 7-bit "Length Indicator". Consequently, the RNC fails to receive data from the UEs,
leading to TRB resets.
l Select UL_L2_ENHANCE under the HSPA Technologies Retried by UEs parameter
to enable periodic DRD for UL Layer 2 Improvement.
NOTE
Before enabling periodic DRD for UL Layer 2 Improvement, enable periodic DRD for all the other
features on which UL Layer 2 Improvement depends. That is, select DL_L2_ENHANCE under the
HSPA Technologies Retried by UEs parameter.
Step 2 Run the RNC MML command MOD UCELLALGOSWITCH to enable UL Layer 2
Improvement at the cell level. In this step, select UL_L2ENHANCED under the Cell Hspa
Plus function switch parameter.
