The conduct of research as a methodology is fundamental to assess the effectiveness of the training courses offered by the OCD. To achieve this, the OCD has to tap the services of universities and research institutions with technical expertise, facilities, and resources to conduct the DRRM training researches. In 2019, the OCD through the Capacity Building and Training Service (CBTS) partnered with the University of the Philippines Public Administration Research and Extension Services Foundation, Inc. (UPPAF) to conduct the research entitled "Impact Study of Community-Based Disaster Risk Reduction and Management Training Program: A Comparative Study of Two Local Government Units In Cordillera Administrative Region, Philippines.” The study primarily aimed to evaluate the impact of the OCD Community-based Disaster Risk Reduction and Management (CBDRRM) training program in the local government units (LGUs). Specifically, it ‘sought to measure the effectiveness and efficiency of the training programs in selected LGUs, evaluate the outcome of the training program, document the lessons culled from the evaluation and recommend improvements in the existing CBDRRM training program. This NDRRMC Memorandum is hereby issued to disseminate the write-up and findings of the above-mentioned research.
