REPUBLIC OF THE PHILIPPINES @ Sevac MINALSATER RK REDUCTION AD MAAGEMET COUN atonal ister Risk Reducon and Manager Cert, Camp Aqualo, Quezon Gly, Plppnes AUG 18 2020 MEMORANDUM No. 67, s, 2020 To e ALL CHAIRPERSONS AND MEMBERS OF DISASTER RISK REDUCTION AND MANAGEMENT COUNCILS AT THE NATIONAL, REGIONAL, PROVINCIAL, CITY, MUNICIPAL LEVELS AND BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT COMMITTEES SUBJECT : _ Dissemination of DRRM Training Research: Impact Study of Community-Based Disaster Risk Reduction and Management Training Program: A Comparative Study of Two Local Government Units in Cordillera Administrative Region, Philippines Pursuant to Section 9 (I) of Republic Act 10121, one of the mandated functions of the Office of Civil Defense (OCD) is to establish Disaster Risk Reduction and Management (DRRM) Training Institutes to conduct research programs, upgrade knowledge and skills, and document best practices on disaster risk reduction and management. The conduct of research as a methodology is fundamental to assess the effectiveness of the training courses offered by the OCD. To achieve this, the OCD has to tap the services of universities and research institutions with technical expertise, facilities, and resources to conduct the DRRM training researches. In 2019, the OCD through the Capacity Building and Training Service (CBTS) partnered with the University of the Philippines Public Administration Research and Extension Services Foundation, Inc. (UPPAF) to conduct the research entitled "Impact Study of Community-Based Disaster Risk Reduction and Management Training Program: A Comparative Study of Two Local Government Units In Cordillera Administrative Region, Philippines.” The study primarily aimed to evaluate the impact of the OCD Community-based Disaster Risk Reduction and Management (CBDRRM) training program in the local government units (LGUs). Specifically, it ‘sought to measure the effectiveness and efficiency of the training programs in selected LGUs, evaluate the outcome of the training program, document the lessons culled from the evaluation and recommend improvements in the existing CBDRRM training program. This NDRRMC Memorandum is hereby issued to disseminate the write-up and findings of the above-mentioned research.
