On behalf of the Steering Committee of the Institute of Environmental Technology Development


and Climate Change Vietnam, I would like to say hello to you and also propose some below
suggestions for our future cooperation:

1) Vietnam is an agricultural country with the population of nearly 90 million people and
nearly 70% of its population are farmers. Vietnam is in the tropical climate zone and is
one of the five most affected countries by climate change. The local climate in each
region of Vietnam is also very complicated and various among regions. Hence, it is really
critical and urgent for the Government of Vietnam to evaluate the intensity of the impacts
as well as identify adaptation and mitigation to climate change.
2) The Hydrology and Meteorology of Vietnam is under-developed: number of monitoring
stations are limited, the density of stations is too large, the application of automation
technology is low, the data monitoring and collection manually undertaken, thus the
process is slow and cannot meet the demand for updating information, the data is not
consistent and the accuracy is low. In fact, the data from the hydrology and meteorology
process of Vietnam have not met the demand for agriculture, forestry, aquaculture, salt
production and living activities.
3) After the presentation about your technology and services at the 2nd Global Conference
in Ha Noi from 3-8/9/2012, scientists, experts and technicians internationally and in
Vietnam high appreciate your products and show interests in this technology. Ministries
and organisations in Vietnam also want to have further understanding about your
technology and products in order to strengthen cooperation with your company and
promote the application of your products in Vietnam.
4) Vietnam is a developing country and agricultural production mainly exists at a small
scale with small land holders/farmers. Thus, the Government of Vietnam, State
organisations will take responsibility for giving funds to buy your products to apply them
in provinces in Vietnam.
5) In order to expand the market for your products in Vietnam, we have to introduce your
products to ministries, departments and organisations in order to attract their attention as
well as gain their support. The process of launching your products to Vietnam includes:
implementing a pilot/trial project in order to prove the efficiency and impacts of your
products in the Vietnamese context. The trial application of Pessl Instruments also aims
to obtain operation permission from legal Ministries in Vietnam and to be approved as
advanced technology.
6) In 2013, we can apply your weather stations to our projects in three provinces namely
Bac Ninh, Quang Ninh and Kon Tum.
7) By the end of this year 2012 or the beginning of 2013, we want to cooperate with Pessl
Instruments to organize a seminar in order to introduce your technology, products and
services to Ministries, departments, research institutions and enterprises in Vietnam. We
hope that this seminar will disseminate information about Pessl Instruments and give
more details about your products to potential customers in Vietnam. Our relationship
with Ministries and organisations in Vietnam can help us gather important key
stakeholders to the seminar.
In order to establish the Research Institute for Environmental Technology Development and
Climate Chance (RIEDC), we have obtained great support from leading experts, scientists in the
fields of hydrology, meteorology, agriculture, forestry, aquaculture and climate change; we also
received great support from government officials and authorities in Ha Noi.

The Institute aims to cooperate with Pessl Instruments to develop market for your products in
Vietnam as well as other countries that we have relationship with such as Laos, Cambodia and
the Philippines. We will fulfill procedures to become authorized supplier of your products in
Vietnam. We would like invite you to the Research and Technical Advisory Committee of the
Institute in order to take responsibility for technology transfer and technical issues of the
products in future.

We look forward to receiving your comments and/or suggestions toward our plans and
ideas so that we can implement them in next months.
