SOCIETY, ENVIRONMENTAL AND SAFETY REPORTS

The Government of the The Republic of Mozambique has secured a loan from the African
Development Bank (AfDB) towards the cost of Rehabilitation and Upgrading of the N13 Road
Between Muita and Massangulo (94Km) in Niassa Province. The project supervised by: LEA
Associates South Asia Private in JV with LUXCONSULT in association with COTOP.
The N13, between Cuamba and Lichinga, runs from city of Cuamba to the town of Lichinga in
Niassa province, a total of 313 Km. Lichinga is the provincial capital of Niassa. The project Road,
Muita to Massangulo, is a section of NH13, lying between Cuamba and Lichinga. At Mandimba,
along the Project Road, the R1213 prosodies the connection between the N13 and the M3
Mangochi-Liwonde road in Malawi.
Objectives of The Reports
The purpose of the report is to summarize and analyse the performance of safety and
environmental works carrying out for rehabilitation and construction of N13 roads, between
Muita and Massangulo during the month of August 2018.

Observation:-

IMPLEMENTATION OF THE ENVIRONMENTAL MANAGEMENT PLAN


1, Objectives Of The Environmental Management Plan.
1. Ensure that environmental requirement specified in the contract documents are adequately
performed .
2. Carry out construction and supportive activities in compliance with all relevant government
laws ,rules and regulation including environment laws in force.
3. Manage works, and operation to prevent or at least minimize adverse impacts on the
environmental .
4. Implement environmental and mitigation measures specified in the contract documents
5. Develop action plan for implementation mitigation measure where and when needed.
6. Provide safeguard to all works from any hazard associated with the construction operations and
ensure protection of their health of workers and vicinity.
7. Ensure protection of health and welfare of road side communities by minimizing nuisance
including pollution

2, Key environmental Issues Identified


The contractor shall enhance their environment awareness and take action to minimize or avoid any
adverse effects to the environmental .All construction activities and plant facilities under the
contractor shall comply with all national laws ,ordinances and regulation or of any other regulatory
bodies having proper jurisdiction over the works.
Most of the environmental impact identified in this project appear to be temporary in nature and
association with the construction phase and soil conversation practice as well as by taking
appropriate prevention mitigation measures.

KEY ENVIRONMENTAL ISSUES INDETIFIED ON E.M.P


1. Erosion and instability of cut faces Quarry and borrow areas associated with road
excavation ,embankment formation and road realignment.
2. Impacts on hydrology from erosion and landslides ,bridge works ,culverts and road run off
drainage
3. Construction or traffic related noise and dust impacts
4. Soil and water contamination by oil at the machine garage and left over concrete at the site
5. Excavation of borrow areas
6. Failure to suppress dust in the villages by watering the diversion

SUMMARY OF ACTION TAKEN

The contractor shall take necessary measures on the closed borrow areas to control water
inundation on site, returning the top soil In the borrow pits that may be used for agriculture since
they will act us water collectors.

B. QUARRY SITE AND MIX PLANT


At the crusher machine, dust and noise control are complied the crusher is installed with water pipes
and on ground watering is done water tracks
No dust the measurement at this site are lower.

C. WASTE MANAGEMENT
Necessary precaution are implemented to ensure effectiveness of environmental appropriate
system of collecting transporting and depositing of waste are implemented.
Waste came from workers accommodation are deposited in designated places within the camp
before delivery to the approved local camp site.
Used oil and other machinery waste are deposited on the approved location
Oil is keened in tanks to prevent it from contamination of soil.

D. NOISE AND DUST CONTROL


1. NOISE;
Noise pollution at the construction area were minimized through proper maintenance of equipment
and vehicles in accordance with the relevant standards precaution shall conform to standard of less
than 90dB(A)
All vehicles and construction machinery shall be monitored regularly with particular attention to
silencer and mufflers to maintain noise levels within specified limits.
Special consideration shall be provided to protect workers from harmful and long exposures to noise
originating from construction machinery.

NOTE;
STILL SAME WORKERS DO NOT HAVE PROTECTIVE EQUIPMENT ON THE SITE THIS
ALRADY REPORTED TO THE CONTRACTOR WITHIN THE REPORTING MONTH.

DUST;
In dusty areas such as the new embankment construction areas or temporary unpaved deviation
and access roads the surface is sprayed with water using trucks equipped with sprinklers.

NOTE;
Watering is only done in the working sections only, I recommend that at the mandimba town roads
should be watered always all because same road are used as road diversions consider this facts
that their have schools,hospital,government offices, market,houses. For this reason ,
ALL ROAD SHOULD BE WATERED,

SAFETY AND SECURITY PRECAUTION.


 Drinking and use of drug is strictly prohibited in the camp site and on duty ,if any breaks the rule
then punishment is imposed to warn the staff.
 Traffic sight ,warning and direction sign were elected at crossroad points diversion road culverts
and bridge construction areas.
 Workers are requested to wear safety helmet and reflecting clothes on working construction
field such as bridge ,culvert and embankment working areas .for the all workers is an obligation
 Fire extinguishers are provided to the camp site ,office building and the vehicles,

 Special cleaning activities ware held at the vehicle and equipment maintenance areas.
 Temporary warning boards such as (Danger, Authorized personnel is allowed ,No smoking
etc)were erected at the storage areas of fuel and dangerous materials.
 Construction activities were stopped when there is a bad weather condition to prevent accident.
 Construction vehicles had technical inspection and proper maintenance on regular basis.

H.I.V and AIDS


Awareness campaign were held at the camp site and villages both workers and community
participate the campaign.

Background:
LEA Associates have contracted Mr. Eduardo Langa to undertake Environmental Supervision
Services of a total of 91 km of road construction between Massangulo and Muita in Niassa province.
The scope of activities include also the following:
 Rehabilitation of the road section between Muita to Mandimba;
 Rehabilitation of a 3,5 km of road section from the center of Mandimba town to the border
gate between Mozambique and Malawi;
 Construction of a 6,5 km of a by-pass road section from the Mandimba border to link directly
to the N13 road without going through the Mandimba town;
 Rehabilitation of an approximately 1 km of Town-link between Mandimba by-pass to Km 0
road;
 Rehabilitation of a total of 5,1 Km of road within the town of Mandimba;
 Rehabilitation of the road section between Mandimba and Massangulo.

The scope of services comprises all activities pertaining to Environmental and Social management
of the Main Contract as provided for Phase II Contact Supervision Services as well as those under
technical proposal for carrying out of Works on Environmental and Social management of the main
contract.

1. Road section Massangulo-Muita. 2. Aspect of the road between Muita and


Mandimba.

Objectives of the Site Visit:


This site monitoring visit was carried out as part of the Contract and aimed at verifying how the
Contractor has been integrating environmental and social considerations as prescribed on the
detailed Terms of Reference for this component. Specifically, this site visit was for the Consultant to
verify how the Contractor is implementing the environmental mitigation measures aimed at
minimizing negative environmental and social effects associated to the projects activities during the
construction and operation phases of the project.

Methodology:
The key methodology for the site visit was based on direct observation as well as discussions held
with the representatives of the Contractor, Supervising Engineer and the workers in different work
fronts, whereby staff involved in the activities provided inputs on the various aspects of
environmental, health and safety of the project.

Observations:
Work Progress – The Contractor’s representative indicated that a good progress has been made,
however, part of the equipment is not yet on site and is expected to reach the site by September.

Despite this delay in equipment mobilization, the road works have progressed significantly, having
completed the cement stabilization work between Muita to Mandimba (15 km), and with ongoing
progress on this activity on the road section between Mandimba and Massangulo (18 km). In
addition, 40 of the total 70 culverts have been completed and clearing and grabbing and
construction of detour toads has been completed in all fronts. The quarry site remains productive
and at least one active borrow site is supplying the inserts materials for the active work fronts.

Dust Emission:
Dust emission remain a significant challenge given that the works are continually stretching, making
it difficult to control dust emission effectively in all the road sections. Vehicles were seen in priority
areas suppressing dust with water sprinkling, however, effective dust emission control will remain a
challenge particularly during the coming hot and dry season. Dust emission is an issue of concern
since many families sell their products (beans, maize, vegetables among others) along the roadside
markets and in general dust issue is not taken into account. It is recommended that the Contractor
and Supervision work to identify sensitive areas and ensure dust suppression on daily basis. Local
communities should also be warned about the need to protect their food,water, market products
against dust emission.

Signage:
Road signage shall be reviewed to ensure that more visible and communicative signs are placed in
all adequate locations. Signage should at all times be translated into to ensure that road users as
well as workers follow the instructions and minimize the potential for hazards. Chinese and English
signage may not be understood by local workers and road users who are Portuguese speakers.

On the other hand, and in general, the project observes good road signage with clear instructions for
the road users, and allocation of flagman to direct traffic in critical areas. In order to improve road
signage, it is recommended that the Contractor work effectively to translate to Portuguese all road
signage as well as other signage in the different areas of the project.

Work Best Practices and Use of Personal Protective Equipment:


The bridge work at km 1 and 400 was found to be having good ladder railing and scaffolding system.
Generally, staff were using the basic safety equipment. Harnesses were however not used by
workers working in heights. Lack of effective use of Personal Protective Equipment remain an issue
in most work fronts. Workers were found to be working without the required personal protective
equipment (PPE), including safety boots, gloves, goggles, ear plugs, masks among others. This
issue was critical at the bridge pilling fron at Km 1 450 were two workers were working digging a,

almost 1.5m hall with no masks or ladder to facilitate their exit in case of collapse. The Contractor
took an immediate action, having stopped the works and instructed the site Team Leader to make
the necessary corrections. Risk assessment needs to be undertaken and adequate use of PP shall
be enforced to minimize the potential for hazards in carrying out of works.

Housekeeping and waste management:


The Contractor is urged to review the waste management practices. Domestic and industrial (used
filters, batteries and vehicle parts) and potentially hazardous waste were found to be dumped in an
open space outside the construction camp site. This issue is of concern since members of
communities are engaging in waste collection, some of which is likely to be hazardous to human
health. Used oils and lubricants storage at the quarry site should be reviewed, Oils and lubricants
spills were also clearly visible at the workshop area, and there were signs of soils contamination,
and the likelihood of groundwater contamination. Recommendations were made to ensure that all
vehicle repairs works are carried out in appropriate areas at the workshop area, with a view to
minimize oils and lubricants spills at the project site, as well as ensuring that used oils are stored in
drums and placed under a roof to ensure protection against heat and rain. Used oils and lubricants,
used filters and batteries should be considered as hazardous waste and they should be adequately
stored and protected against rain and their disposal should be in designated site. Recycling options
should also be investigated by the Environmental Site Officer who should make recommendations to
identify an adequate site for waste storage and recycling. Waste final deposition should be in an
authorized site and should be fenced to restrict access and avoid having local communities
collecting waste materials.

Borrow pit sites


During the visit, the only active borrow pit site at km 12 900 was visited and it was observed that
most of the top soil materials were separated and would be adequately used during the site
recuperation process. One key issue to be addressed is the slope reduction at the entrance of the
borrow pit as they are too steep and likely to collapse. Restriction of access to these site should be
imposed to minimize potential hazards in this site.

Construction of project’s campsite

Both the Contractor and the Supervising engineer will be located at the same construction work
camp. The new workshop area will also be located inside the camp, and will be equipped with all
needed facilities including wastewater management to separate used oils from water and ensure
that no contaminants are released to the environment. The camp includes also a fuel storage that is
well built in a bounded location to restrict access and to avoid spills of fuels that would contaminate
the soils and groundwater.

Good progress in the construction of bridges and culverts along the project. Challenges are with
regards to the need to control soils erosion and sedimentation as a result of storm water during the
current rain season.
