SCHOOLS UNDER THE NEW NORMAL for
Elementary and Secondary School Guidance
Coordinator/Designate
NARRATIVE REPORT
The Department of Education has continuously showed its commitment
to protecting learners also via its numerous child protection policy issuances,
which include DO 40, series of 2012 (Child Protection Policy), DO 55, series of
2013 (Anti Bullying) and DO 18, series of 2015 (Children at Risk and Children in
Conflict with the Law). With DepEd’s Learning CP and the temporary stoppage of
face-to-face, school-based classroom sessions, there is a need to look at how to
continue child safeguarding in the context of the new normal.

With regards to this, the Santa Fe District conducted the Re-echo of

Webinar on Child Safeguarding under the New Normal last September 2, 2020,
using Google Meet platform. The participants of the webinar were the 14
Guidance Coordinators, wherein 10 from the Elementary and 4 from the
Secondary department, the District HR Manager, Mrs. Angelina S. Gumahad, and
monitored by the District Supervisor, Dr. Cleofe V. Papango. The Webinar started
with the preliminaries and followed by the re-echo of the main topics which are
the following: Online Safeguarding or Social Media Policies (including behavioral
guidelines), Child Safeguarding in Education Delivery, Education Prevention
Interventions, and the Child Protection Committee under the changed
circumstances. The purpose of conducting this webinar is to help the participants
understand the Child Safeguarding in schools in the new normal, develop full
understanding of the concept of Child Safeguarding, share information and
knowledge on the role and functions of parents in the new normal, and to have
each Schools construct a Contextualized School Social Media/Online Child
Safeguarding Policy. It is also necessary for the participants to re-echo the
Webinar on Child Safeguarding to their respective schools.

In order to assure that learners feel safe, each schools in Santa Fe District,
headed by Dr. Cleofe V. Papango, has taken a proactive approach to ensure that
bullying is not tolerated even if there are different kind of learning modalities
under the new normal. This information is also shared with staff, parents, and
