2800. REGIONAL TENNIS TEAM CHAMPIONSHIPS
A Regional Boys and Girls Team Tennis Championship will be held following the completion of Section playoffs.

CIF Central Section Sports Governing Rules


Tennis
A. GOVERNING RULES REVISED 6/12
a. All tennis competition in the CIF-Central Section shall be conducted in accordance with the
United States Tennis Association Rules except where they conflict with the Central Section CIF
rules recommended by the Section's Tennis Advisory Committee and approved by the Board of
Managers.
i. The CIF-Central Section Tennis Advisory Committee shall be composed of one
representative from each league who shall be selected by their league president.
1. The Chairperson of the Tennis Advisory Committee is appointed by the Central
Section President.
b. All leagues (boys and girls) will participate in divisional (team) and Section finals (individual).
i. All teams are eligible for the Divisional play-offs
ii. The first, second, third and fourth place winners of each league (boys and girls), will
represent their league in the individual Section finals.
B. GENERAL RULES
a. Players must at all times be under the supervision of a certified or certificated employee of the
Board of Education.
b. There must be 10 days of practice prior to the first scrimmage/game.
c. Entry fees for all meets must be in accordance with current rules. (See Awards and Entry Fee
Chart).

d. Medals and other individual awards at CIF sanctioned tennis meets, shall be given in accordance
with current rules. (See Awards and Entry Fee Chart).
e. All invitational meets must be sanctioned by CIF Central Section.
f. All invitational meets must be conducted in accordance with all CIF Central Section Rules and
Procedures.
g. There shall be no paid officials for dual meets.
h. CIF Central Section will furnish each tennis coach with an USTA Rule Book.
i. In dual league matches, there may be more than one entry in each event at the discretion of the
league.
j. Junior varsity matches should be encouraged.
k. Foot faults may be called in dual varsity league matches and shall be called in the league
divisional and CIF Central Section finals whenever an umpire is provided.
i. The umpire will call foot faults. He/she may request a linesman for this purpose. (See
USTA Rule Book).
l. Practice before all tennis contests is limited as follows:
i. The time allowed for practice before each doubles match is fifteen minutes, (including
service warm-up).
ii. The time allowed for practice before each singles match is ten minutes, (including
service warm-up).
m. Two new USTA approved balls shall be supplied at the beginning of first and third sets or
whenever conditions warrant changing more frequently. (Decision to be made by the host
schools).
n. A rest period, not to exceed 10 minutes, shall be taken between the second and third sets.
i. During the rest period, players may converse with other persons.
o. During the playing of a match in a team competition, a player may receive coaching when he
changes ends at the end of a game, but not when he changes ends during a tie-break game.
Since rules prohibit non-players in the immediate court area, such coaching would be done
through the fence. Also, since USTA Rule 30, Section A, states that only 90 seconds are allowed
when changing ends, the coaching must be brief enough to be within this time frame. (9/18/91).
p. Dual matches: The host school will furnish the balls.
q. In each event, play consists of two (2) six game sets.
i. Game will be regular scoring.
ii. A 12-point tie-breaker will be used when a set is tied at six (6) games all.
iii. If opponents split the two seats, a 10-point tie-breaker will be used to determine a
winner.
r. Continuous play and rest periods.
i. Players have 30 seconds between points to put the ball in play.
ii. When changing ends, players have one minute thirty seconds to start the next game.
iii. If players split sets they are allowed a five minute rest period before starting the tie-
breaker.
s. A team must win at least five of the nine events to win the team match.
t. Coaches will exchange a singles ladder that includes the positions of all players on the varsity
team. The purpose of the ladder is to prevent stacking.
i. A ladder ensures that all singles matches will be positioned according to strength of
player, (e.g. A player who occupies ladder position #5 cannot play above the player who
occupies ladder position #4).
ii. Ladders to Prevent Stacking for Playoffs. All second round ladders are sent to Tennis
Advisory Chair and the Commissioner then sends those ladders to be posted online

at www.cifcstennis.org. Those ladders MUST be turned in by the first Saturday of the
second round of league. Playoff ladders must be submitted via www.cifcstennis.org by
midnight Saturday BEFORE the team draw comes out. If your playoff ladder is not
submitted by the deadline you MUST use your second-round league ladder. Any
variation of this playoff ladder will result in your team forfeiting the ENTIRE team playoff
match.
iii. A coach not playing his/her line-up correctly (according to his/her ladder) will forfeit the
team match.
iv. Criteria for establishing ladder position: A challenge match must consist of at least one
regular set.
v. The doubles line-up is based upon the singles ladder.
1. The total for combined ladder position numbers of the two doubles partners for
the first doubles team must be equal or less than the total of the second
doubles individual ladder position.
2. The seconds double combined total must be equal to or less than the total of
the third doubles individual ladder position.
3. The seconds double combined total must be equal to or less than the total of
the third doubles individual ladder position.
4. The doubles line-up is exchanged between coaches after the singles matches
are completed.
5. Player Injured returns to lineup
a. If a player is injured after playing a match during the season, when that
player comes back they are automatically put back on the ladder where
they were originally at in the match they played.
u. All division matches (when a division team plays a team from the same division) will be played
using the 6 singles and 3 doubles format during preseason, and postseason match play. Need 5
total matches to win.
v. Rules and injuries, absences and substitutes.
i. If a team cannot field eight (8) players, the number six singles position of third doubles
position must be forfeited.
ii. A coach who plays a player who most likely will not complete the match because of a
current injury will forfeit the team match. The intent of this rule is to prevent a coach
from placing an injured player into the line-up so that he is not forced to move his lower
players up.
iii. A player who begins a singles match and forfeits the match due to injury or illness may
not compete in a doubles match.
iv. A three-minute timeout is allowed for an injured player to ascertain ability to continue
the match.
1. Each coach should have on hand at all times an emergency medical card for
each player and a first aid kit for the team.
v. It is the duty of the host school to point out any potential court hazards.
w. Match Procedures.
i. The tennis coach will exchange the ladder of the tennis players ranking and the line-up
for the match.
ii. Singles will be played first, followed by the doubles.
iii. In doubles, the doubles team may use after singles, no more than four of the six singles
players to make up the doubles teams.

iv. A team may use six new players for doubles, as listed on ladder — who have not played
singles.
v. All matches will be played. A team will not default matches if the team has won five or
more matches. Failure to comply may result in a team default which will be determined
by CIF Central Section Board of Managers.
vi. Each match will be two out of three sets with the third set being a 12-point tie-breaker.
Regular scoring throughout the match.
x. Each league representative must have each team in their league who will be in the playoffs,
send a copy of their ladder to the CIF Advisory Chairperson. The ladder may not change
throughout the playoff.
C. LEAGUE TOURNAMENTS
a. There shall be participation in singles and doubles. Competition shall be on such level or levels
as the league may determine.
b. At least two entries should be seeded.
c. Tournaments shall take place on one of the two Saturdays preceding the first day of the CIF
Central Section finals.
d. Tournaments shall be held at a site determined by the league.
e. Awards must be within the price range and number determined by the CIF Central Section Board
of Managers. (See Awards and Entry Fee Regulations).
i. Leagues may provide medals for the first four place winners in each event.
ii. Team Championships will be determined by each league.
f. Any player delaying a match more than:
a. Fifteen minutes shall be penalized one set.
b. Thirty minutes shall be defaulted.
g. The Tennis Advisory Committee representative shall report the results of the league tournament
to the Section Commissioner and the Chairperson of the Tennis Advisory Committee.
D. ELIGIBILITY
a. All participants must meet the CIF State and Central Section Eligibility Rules.
E. SEASON OF SPORT
a. The season of the sport of tennis is defined as that period which starts with the first interschool
competition and ends with the last regularly scheduled league meet, except for those
participating in the playoff competition.
b. First organized practice shall be in accordance with rules and regulations of CIF Central Section.
Boys in spring, girls in fall (1995).
Note: Any athlete who was not involved in the prior sports season must have ten (10) days of
practice before he/she can participate in an interschool contest.
i. A Saturday may be counted as one of the ten (10) practice days.
ii. The student-athlete may not participate in an interschool contest until the eleventh
calendar day (excluding Sundays).
c. A school shall be limited to a maximum twenty-four (24) contests per season. Playoff contests
are excluded.
d. Refer to Article 6, Outside Competition Rule 604, in the CIF Central Section Constitution and
Bylaws for clarification of unattached competition.
e. No teams will be allowed to go to the mountains, beaches, etc. during the “conditioning two-
week period” prior to the start of the season.
F. CLASSIFICATION
a. There are two divisions of events in tennis, (boys and girls).
i. Singles and doubles.

b. Competition shall be on the varsity level only.
c. Appropriate tennis attire must be worn (no cutoffs).
d. There shall be three types of playoffs:
i. Division Playoffs (team) — Divisions I-V.
ii. The divisions will furnish the top 16 teams for the playoffs. The selections made by the
three Area Supervisors, Section Assistant Commissioner and the Section Commissioner.
iii. The Seeding Committee will use the mandatory coaches rankings as a starting point for
determining the seeding placement of teams. A team that receives a preponderance of
the votes for a position shall receive the seed. If a no team gets a preponderance of the
votes in the opinion of the committee, the committee will use the point system listed
below to determine the seed. The process will remain as currently done with each
criteria worth 1 point.
1. Coaches mandatory rankings to be considered for a seed
2. Head to head results
3. Overall record
4. Record vs. common opponents
5. MaxPreps strength of schedule
6. Place in same league
7. MaxPreps rankings
8. If MaxPreps does not have a Strength of Schedule, that criteria WILL NOT be
used. Coaches Mandatory Rankings will be used as a starting point. If a coach
does not turn in their division rankings, they will not be considered for a seeded
place in the bracket.
e. Section Playoffs (individual) — Singles and doubles.
i. The format for the Valley Individuals from a two-weekend tournament to a one
weekend tournament by taking the first Saturday of Valley Individuals and turning into a
Friday/Saturday Area individual tournament to become just like every other individual
sport in the CIF. Valley Individuals location would still rotate between the three areas.
Schools would now only need eight courts to host the Valley Individual Tournament. The
details of this area tournament are below.
ii. There will be three separate area tournaments made up of the following leagues.
1. Entry fee for Area Tournaments would be one unopened can of tennis balls per
entrant.
2. Each area tournament will receive 4 automatic qualifiers into the Valley
Individual Tournament (the semifinalist of each area tournament). Each area
tournament are then allowed to present up to four names (those who lost in the
quarterfinal round of the area tournament) to be eligible to receive one of the
four wild card entries into the tournament. Those four wild card entries will
then be decided upon by the coaches at the Valley Individual Seeding Meeting.
3. Each league is allowed to send six singles players and six doubles teams to their
Area Tournament. In the current system each league is only allowed four teams.
The number of participants and the draw size are listed for each area below.
Next to the area name is the minimum number of courts needed for
Friday/Saturday.
a. Northern (8/8)
b. Central (8/8)
c. Southern (8/8)
d. 24 players (8 byes)

e. 30 players (2 byes)
f. 24 players (2 byes)
4. Area coaches would meet the Monday after League Individuals to determine the
draw for the Area Tournament. The following Monday coaches would meet to
determine the draw for the Valley Individual Tournament. Any school can apply
to host the area tournament providing they have eight playable courts -
locations can be set, rotated, or voted on by leagues each year.
5. There would be one round of singles and doubles played simultaneously at an
eight-court site on Friday for both the Northern and Southern Area
tournaments. Match start time could be at 4:00 p.m. to keep students in school
most of the day Friday. The Central tournament would need either two eight-
court sites to have all matches start at 4:00 p.m. or could have start times of
4:00 p.m. for singles and 5:30 for doubles at one eight-court site.
6. On Saturday there would be two rounds of singles played at an eight-court site
at 8:00 and 11:00 a.m. Two rounds of doubles would be played at the same
eight-court site at 9:30 a.m. and 12:30 p.m.
iii. Play for individual playoffs shall begin at noon on the first day of the finals, due to the
large number of matches involved. Play shall begin at 10:00 a.m. on the second day.
1. Host schools must have twelve (12) courts available.
2. Entries: League individual tournament finalists (first, second, third and fourth
place).
a. Entries in the Central Section individual tournament shall be seeded and
placed.
b. The Tennis Advisory Committee shall meet the Monday preceding the
first Saturday of tournament play to seed players.
c. Tennis Advisory Committee representatives should be present with the
results of their league tournaments.
d. Each representative should endeavor to develop comparisons among
players in his league.
e. The first and second place winners from each league will be placed in
the opposite halves of the draw. Third place and fourth place winners
will be placed according to draw.
f. First round of play in each event shall have 48 entries.
i. Eight entries in each event will be seeded and eight (8) placed.
ii. The remaining entries will be drawn.
g. Alternates and/or changes: If a league tournament finalist is unable to
compete, an alternate entry shall be selected.
i. A singles finalist will be replaced by the fourth-place finalist.
ii. Should one member of the doubles entry be unable to
participate:
1. The member's school may replace him with a player
who did not participate in the league tournament or:
2. The member's school may request that its team be
replaced by the fourth-place finalist.
iii. Should both members of a doubles entry be unable to
participate they will be replaced by the fourth place finalist.
iv. No changes are permitted after an entry reports for play the
opening day of the Central Section finals.

G. Entries: Team division tournament finalist (boys and girls) — Divisions I-V
a. Team entries will be power seeded within each Division
b. In all divisions, the winners, runner-up and at-large teams will be seeded in a 16-team bracket.
c. The higher seeded team will always be home throughout the playoffs.
d. Procedure and Mechanics:
i. Events will be six singles and three doubles.
ii. The tennis coach will exchange the ladder of the tennis players ranking and the lineup
for the match.
iii. Singles will be played first, followed by the doubles.
iv. In doubles, the team may use no more than four of the six singles players to make up
the doubles teams.
v. A team may use six new players for doubles, as listed on ladder who have not played
singles.
vi. All matches will be played. A team will not default failure to comply may result in a team
default which will be determined by CIF Central Section Board of Managers.
vii. If after singles a playoff match is over both coaches may agree to play 8 game pro set in
doubles or may also agree to not play doubles at all. If both coaches do not agree to one
of those options than 2 out of 3 sets must be played. (Approved Board of Managers
April 2012)
viii. Each match will be two out of three sets with the third set being a 10-point tie-breaker.
Regular scoring throughout the match.
ix. Each league representative must have each team in their league who will be in the
playoffs, send a copy of their ladder to the CIF Advisory Chairperson. The ladder may not
change throughout the playoffs.
x. USTA Officials for Valley Team Playoff Matches
1. Officials may be used and requested by both the home and away team. Team
providing official pays for official. If an away team wants to bring an official that
official MUST provide own transportation to the match. Coaches need to let the
other coach know before the day of the match if they are planning to have an
official at the match. ALL officials MUST be roving officials AT ALL TIMES.
Officials are not to be selected for one court regardless of the number of
officials present. (Does not apply when there is the same number of matches
playing as officials present.)
e. Awards
i. School plaques shall be awarded to the school winning in each division team playoff.
Two plaques will be awarded, one for the winner and one for the runner-up
ii. Individual medals will be awarded in the individual Section playoffs for each of the first
four places.
1. A medal will be awarded to each member of the first four place winners in
doubles.
f. Finances.
i. Fees will be determined by the CIF Central Section. (See Awards and Entry Fee
Regulations Chart).
a. A fee for singles and doubles entry will be payable to the host school. Fees are $15
for Singles and $17.00 for doubles.
ii. Central Section Individual Finals.

1. Two new balls shall be supplied at the beginning of the first and third sets or
whenever conditions warrant changing more frequently. (Decisions to be made
by the host school).
iii. The host school for the individual Central Section finals must submit a financial
statement along with the final results of the tournament to the CIF Central Section
within two weeks after the finals.
iv. The host school of the division team playoffs will furnish the balls.

ARTICLE 290
TRACK AND FIELD
2900. EXHIBITION EVENTS
Exhibition events may be staged by the host Section, if approved by the Federated Council, using athletes from that Section only.
The javelin event, hammer throw and steeplechase are not to be conducted in CIF track and field competition.
2901. LANDING SECTOR FOR DISCUS AND SHOT PUT
For safety reasons, the landing sector for both the discus and shot put will be changed to 34.92 degrees and, furthermore, a clearly
marked safety area will be maintained at 60 degrees in order to increase safety for participants, officials and spectators. The
present width of area for restraining spectators and other athletes, not throwing the shot or discus, will remain the same as per
National Federation rules.

2902. AT-LARGE ENTRIES
An athlete shall earn an at-large entry into the State Championship if his/her mark at the final Section competition (which
qualifies entrants to the State Championship) is equal to or better than the average of the ninth-place qualifying marks to the State
Championship Finals from the three (3) most recent years.

Track and Field

1. GOVERNING RULES REVISED 10/18


A. All track and field competition in the CIF Central Section shall be conducted in accordance with
the National Federation Track and Field Rules, along with the special rules and regulations
adopted by the Board of Managers of the CIF Central Section.
B. The CIF Central Section Track and Field Advisory Committee shall be composed of one
representative from each league who shall be selected by the league president.
a. The Chairperson (s) of the Track and Field Advisory Committee is appointed by the CIF
Central Section Commissioner and approved by the Board of Managers.
2. GENERAL RULES
A. A copy of the results of all CIF Central Section championship meets must be sent to the Section
Commissioner within 24 hours. This must include the total points scored by each school and the
first and last names of all place winners, including relay teams.
B. Individual participation - maximum of four events. Participants may enter any four events.
C. Recommended Meet Officials:
a. All officials for CIF Central Section championship meets shall be selected by the host
school.
b. Judges of Relay: Use four persons on each passing zone; two on each side.
