On 03/17/17 at approximately 1654 hrs, I Officer K. Marshall #2168 was dispatched to apartment #2217 at The
Commons, located at 6530 Annie Oakley Drive, Henderson, NV reference a report of an illegal shooting. Details
from dispatch included that the person reporting advised he accidentally discharged his handgun inside of his
apartment.

Upon arrival, I made contact with Khalil Carter (09/25/95), the person reporting. Khalil advised the following.
Today he just bought his first firearm, described as a 9mm Glock 19 (Serial #BDLM851), from Big Gun gun shop
located at 6250 Mountain Vista Street Suite D, Henderson, NV. He took the loaded magazine out of the gun and
then racked the slide to remove the round in the chamber. He stated that he is sure he saw the round leave the
chamber at this time. He began messing around with the gun in his apartment bedroom and posed in the master
bathroom mirror with his girlfriend, Lyjha Goodman (06/05/97). He pointed the gun at the mirror and pulled the
trigger, intending to dry-fire the weapon. The gun discharged into the mirror and wall, which is a shared wall with
the apartment next door. Khalil and Lyjha immediately went to the apartment next door to see if everyone was
okay and found that no one was home. They left a note on the door explaining what had happened. Khalil
completed a witness statement.

I made contact with Lyjha who advised the same as Khalil. Both parties advised that there was no argument or
altercation between them prior to or after the accidental discharge.

I observed a hole in the master bathroom mirror which appeared to be consistent with a bullet hole. I observed a
9mm shell casing which Khalil had picked up and put on the dresser. I observed the firearm and receipt for it
which advised it was purchased today at Big Gun gun shop and a background check was conducted. I later
made contact with the neighbor at apartment #2216 who advised no one was home during the incident, but the
saw the note left by Khalil and noticed the damage. I observed a hole in the master bathroom mirror in apartment
#2216 similar to the entry hole in apartment #2217. I was unable to locate bullet fragments or slugs after
searching. I took photographs of all of the above and uploaded them to the Henderson Digital Evidence Vault.

It should be noted that Khalil originally advised me that he dropped the gun, causing the discharge, but later
confessed to his above statement that he accidentally discharged it into the mirror while thinking the chamber
was clear of any rounds. Khalil advised he said he dropped it because he thought there would be less chance
of him getting in trouble if he stated that it was dropped.

Due to the fact Khalil advised the discharge was accidental, the fact Lyjha advised she witnessed the discharge
and advised it was accidental, and the fact that the evidence did not contradict these statements, I do not have
probable cause to believe Khalil intentionally and maliciously discharged his firearm inside of his residence,

therefore I did not charge him with Discharge Firearm Within Structure Within Prohibited Area, a violation of NRS
202.287.1.
