TECHNICAL SPECIFICATIONS

SCOPE OF WORK

The work completed under this contract consist of:

1. Furnishing of all materials, labor, equipment, and tools and other


facilities necessary for the complete repair of the building in
accordance with the plans and specifications herewith submitted.

2. All works to be done shall be in the highest quality of workmanship


to the fullest intent and meaning of the plans and specifications
unless otherwise specified by the engineer.

I. CONCRETE REINFORCEMENT

A. Scope of Works

The WORK includes fabrication and installation of all steel bars and steel tie
wire, clips, supports, chairs, and spacers required for the reinforcement of
concrete as shown on the Drawings.

B. Specifications and Standards

Except as otherwise indicated, the current editions of the following Standards


apply to the WORK of this Section:

ASTM A82 Steel Wire, Plain, for Concrete


Reinforcement
ASTM A615 Deformed and Plain Billet – Steel Bars for
Concrete Reinforcement
PNS 49 Philippine National Standard – Steel

C. Submittals

a. Detailed working drawings and bending schedules of all reinforcement.

b. Samples and test certificates as required by the applicable Reference


Standards.

D. Quality Assurance

The Contractor is responsible for the performance of all tests and inspection
required by this Standard Specification. However, the owner reserves the right
to perform any or all prescribed tests and inspection where such is deemed

necessary to ensure that delivered materials conform to the specifications,


and shall be paid for by the Contractor. The Contractor shall furnish the owner
certified copies of records showing that each material has been pre-tested,
and complied with all applicable requirements of this Standard. The
Contractor shall, at his own expense, replace all rejected materials for failure
to comply with this Specification.

E. Products

E.1 Materials

a. Reinforcement steel shall be deformed, new billet steel bars conforming to


ASTM A615, Grade 60, 40, and 30, substantially free from mill scale, rust
dirt, grease or other foreign matter.

b. Chemical Composition: The percentages of carbon, manganese,


phosphorus, sulfur and silicon on finished bars shall conform to the
specified values in PNS 49 as shown in Table 2.

Rail –steel bars will not be permitted in the Work.

Reinforcement steel shall bear a mill identification symbol, shall be tagged


with the size and mark number so that different types may be identified, and
shall be stored off the ground to protect the steel from moisture and dirt until
placed in final position.

Steel wire for tying reinforcing bars and waterstops shall conform to ASTM
A82.

The following reinforcing steel bar sizes shall be used for all reinforced
concrete design under this Contract.

c. Should the Contractor wish to use reinforcing steel bars having areas
different from those shown (with consequent different designations), the
following requirements shall apply:

 If the proposed substitute bar has an area from 97% to 105% of the
designated bar, a direct substitution may be made without changes to bar
spacing.

 If the proposed substitute bar has an area less than 97% of the designated
bar, substitution may be allowed provided bar spacing is reduced to not
less than the minimum clear distance between bars.
 If the proposed substitute bar has an area more than 105% of the
designated bar, changes in spacing is limited to a maximum spacing of
300mm. All proposed changes shall be submitted to the Engineer for
approval.

 Changes shall be implemented upon approval by the Engineer of the


reinforcing arrangement Drawings, required as shop drawings, which shall
be finalized upon issuance by the Engineer of the guidelines on related
criteria, as maximum and minimum spacing and bond strength.

 Approval by the Engineer of bar size substitutions does not relieve the
Contractor of other specified requirements, including steel grade and bar
deformations.

d. Bar splices shall be made at points of minimum stress splices shall be


securely wired together. Stagger splices at least 600mm. Whenever
possible in beam and slabs splice top bars at midspan and bottom bar
near support splice of reinforcement shall be made only as required or
permitted on design drawings or as allowed by the ACI Code or as
authorized by the engineer.

e. Bars noted as “CONT.” shall have a minimum splice length of 42 bar


diameter but bar diameters but not less than 600mm, unless otherwise
noted.

f. Reinforcing bars shall be spliced only as indicated on the drawings.

F. Execution

F.1 Fabrication of Reinforcement

a. Reinforcement steel shall be accurately fabricated to the dimensions


shown on the shop drawings and bar schedules.

b. All reinforcing bars shall be bent cold around a pin with a free revolving
collar having a diameter of the bar of not less than the following:

 Two times for stirrups


 Six times for bars up to and including 25mm diameter

 Eight times for bars over 25mm diameter

c. Reinforcement steel shall not be straightened nor rebent. Bars with kinks
or bends not shown on the Drawings will not be accepted.

F.2 Installation of Reinforcement

a. All reinforcing bars shall be accurately placed as shown on the Drawings,


and in accordance with the shop drawings and bar schedules. The
reinforcing bars shall be secured against displacement with annealed iron
wire ties of minimum 1.0mm diameter or suitable clips at the intersections.

b. Except as otherwise indicated on the Drawings reinforcement steel shall


be installed with a clearance for concrete cover as follows:

 Concrete placed directly on earth 75 mm


 Formed surfaces in contact with the soil, water or 50 mm
exposed to the weather
 Concrete cover of main reinforcement steel for 38 mm
columns and beams
 Walls not in contact with the soil, water or exposed 38 mm
to the weather
 Underside of slabs over water surface, but not in 50 mm
contact with the water
 All other slab surfaces 25 mm

c. Any welding to be performed must have prior written approval of the


engineer.

d. Welding of reinforcing steel is not permitted unless otherwise shown on


the drawings. Welding of reinforcing steel shall conform to AWS D1. 4-79
“AWS Structural Welding Code – Reinforcing Steel” of the American
Welding Society Reinforcing steel which is welded shall conform to ASTM
A 706. Reinforcing steel not conforming to ASTM A 706 may be used if
material properties of the reinforcing steel conform to AWS D1. 4-79.

e. Welded wire fabric (WWF) shall conform to ASTM A-185. Welded Wire
Fabric in suspended slabs shall have Fy = 60 Ksi. Lap 152mm. Minimum
or one full mess, whichever is greater for slabs on grade.

f. All reinforcing bars in slabs shall be supported on concrete cubes or chairs


of the correct height, containing soft steel wires embedded therein for
fastening to the reinforcement steel. Such spacers or chairs shall have a
minimum compressive strength of 24 MPa.

g. Reinforcing bars for vertical surfaces in beams, columns and walls shall be
properly and firmly positioned from the forms by means of stainless steel
(tipped) bolsters or other equal methods approved by the Engineer
h. Reinforcement steel projecting from structures that are to be concreted or
where concrete has already been poured shall not be bent out of its
correct position.

II. CONCRETE

A. Standard Specifications References

The work to which these specifications refers shall be performed in


the recommendations of the “National Structural Code for Buildings”
published by the Association of Structural Engineers of the
Philippines together with the latest editions including all provisions
of the following standards:

Reinforcement.

B. Scope of Work

The scope of work includes all operations necessary for the supply
and delivery of materials, labor, plant and equipment for the
manufacture and the forming, mixing, placing, finishing and curing
of concrete works required by the contract, be it a job mixed
concrete or a ready-mixed concrete.

C. General

Concrete shall not be placed until all form work, installation of


reinforcement, embedded parts and the preparation of surface in
the placing have been approved by the CO. Prior to commencing
work the contractor shall submit to the CO a proposed schedule for
the various stages of the work. No concrete shall be poured prior to
the approval of this schedule. Subsequently, the contractor shall
give the CO twenty-four (24) hours’ notice of his intentions to
proceed with the stages of the work.

D. Materials

1.) Cement
Cement to be used shall be Portland cement.

2.) Aggregate

Fine aggregates shall be washed sand and coarse aggregates


shall be crushed stoned of clean hard gravel (3/4” dia.).

3.) Water

Water shall be potable and free from deleterious amount of acid,


alkali, oil, and organic matter.

4.) Reinforcement

Reinforcement to be used is 1”x1”x1/16” wire mesh with nominal


dimension of 4’x8’.

E. Concrete Quality

The quality of concrete shall comply with Section 5.04 of the


“National Structural Code for Buildings” and with the specific
requirements outlined in the various sections of this specification.

F. Construction

1.) General

No concrete shall be placed until the depth and character of the


foundation materials, the forms and the false work and the
placement of the steel reinforcement have been inspected and
approved by the CO. Before depositing concrete, all debris
foreign matter, dirt and water shall be removed from the forms,
and the surface of any concrete previously placed shall be
cleaned and brushed with cement paste.

2.) Deposition

The placing of concrete shall be evenly regulated to avoid the


depositing of a large quantity at any one point. Concrete in
horizontal layers shall be deposited as near practicable to its
final position in the forms.

Concrete shall be deposited in a continuous operation as far as


it is practicable to do so and shall be bought up evenly on all
sides in a manner that will avoid initial set stabbing in any part of
the work before fresh concrete can be placed against it.
3.) Compaction

Compaction of concrete shall be by approved immersion type


vibrations. Vibrations shall be limited to the time necessary to
produce thorough compaction of the concrete without
segregation. Under no circumstances shall vibrators be used to
move concrete laterally.

4.) Protection and Curing

During placing and until curing as specified in completed all new


concrete shall be protected against the harmful effects of
exposure to the elements and to running water as specified or
as directed by the CO.

As soon as the concrete hardens sufficiently it shall be covered


with damp, close-woven burlap or similar material, or clean
sand, which shall be kept thoroughly saturated over a period of
ten to fourteen days. Where wood forms are used they shall be
kept wet for the same period to prevent openings at the joints
and drying out the concrete.

5.) Hot Weather Requirements

The following requirements shall apply when concreting in hot


weather:

- Precautions shall be taken to avoid premature stiffening of


the fresh mixed and to reduced water absorption and
evaporation losses.
- If the temperature of the surrounding air is higher than 32
degrees Celsius, the following shall apply unless otherwise
documented by the CO.

1) The form work shall be continually sprayed with cold


water in advance of the concreting and excess water
shall be removed from the inside of the forms
immediately prior to the placement of concrete.

2) The reinforcement and the form work if metal forms


are used, shall be protected from the effects of hot
winds and direct sunlight.

3) Suitable barriers shall be provided to protect the


freshly placed concrete from wind, until the concrete
has hardened sufficiently to allow it to be covered.
4) The concrete shall be held to a temperature of 32
degrees Celsius when placed by

a) using chilled mixing water of


b) spraying the coarse aggregate with cold water or
c) covering the container in which the concrete is
transported to the forms of
d) using any combination of these methods

5) The concrete shall be mixed, transported, placed and


compacted as rapidly as possible and shall be then
covered.

a) an impervious membrane or
b) sand kept wet for the curing period.

6.) Finishing

Allowable deviations from plumb or level and from the alignment


profile grades and dimensions shown on the drawings are
defined as “tolerance” and are to be distinguished from
irregularities in finish. Surface irregularities are classified as
abrupt or misplaced from sheeting form lining, form section,
loose knots or otherwise defective form timber will be tested by
direct measurement. All other irregularities will be considered as
gradual and be tested by either a straight edge or its equivalent
for curved surfaces.

7.) Surface Defects

Immediately after removal of the forms, all fins and loose


material shall be removed, “Honey-combing” aggregates
pockets, void and holes shall be cut back to solid concrete.
Unless otherwise approve by the CO, repair of imperfections in
concrete shall be completed within twenty-four (24) hours after
removal of forms.

i. Dry pact concrete shall be used for filling holes having at


least one surface dimensions, title if any, greater than the
hole depth and for narrow slots but for repair or cracks.

ii. Mortar filling shall be used for repairing defects which are
too wide for dry pack filling, too shallow for concrete filling
and no deeper than the far side of the reinforcement that
is nearest to the surface.

iii. Concrete filling shall be used for holes extending entirely


through concrete sections for holes that are greater in
area 0.1 square meter and deeper than 100 mm and for
an area greater than 0.5 square meter and which extend
beyond the reinforcement.

Surface of work carries out in accordance with clause TS II.F.7


above shall be prepared by thoroughly roughening and cleaning
so that all loose soft materials free from water, foreign matter
and substance are removed at the time of placement of the
fresh concrete the joint surfaces of the hardened concrete shall
damp but there shall be no free water.

G. Formworks

1.) General

The contractor shall be responsible for the design erection and


adjustment of all form work and false work in accordance with
Section 5.06, “National Structural Code for Buildings”.

2.) Materials

All materials used in the construction and support of form work


shall be timber or pre-fabricated metal forms. Alternative
materials other than the above shall only be used with the CO’s
approval.

3.) Construction

It shall be the contractor’s responsibility to ensure that the forms


are placed to shape, lines and dimensions as indicated on the
drawings, and they shall have sufficient strength to withstand the
pressure resulting from placement and vibration of the concrete.
The contractor shall ensure that the forms are maintained rigidly
in position and be sufficiently tight to prevent excessive leakage
of mortar.

All debris, particularly chipping, shaving and sawdust, shall be


removed from the interior of the forms before the concrete is
placed, surface to be cleaned and thoroughly wetted.

5.) Inspection of Materials and Forms

Before the placement of any concrete the CO shall inspect the


form work and may, at his discretion, reject any materials or
forms that do not conform to these specifications.

6.) Deflection

The deflection of forms between points and/or studs shall not


exceed one five-hundredth (1/500) of the joints of stud spacing.
If greater than this maximum tolerance, the CO will reject the
work.

7.) Removal of Forms/scaffoldings

The recommended minimum stripping items, as laid down


below, shall be observed unless otherwise approved by the CO.
The contractor shall obtain the approval of the CO prior to the
removal of any forms. All communications must be in writing.

Construction joints shall comply with Section 5.06 (d) of the


“National Structural Code of the Buildings” and as specified in the
drawing.

I. Construction Tolerance

Form work shall be so constructed/installed so that the finished


concrete is within the following tolerance. Cumulative tolerance
shall be considered as well as tolerance on single members.

III. MASONRY

A. Materials

1. Concrete Hollow Blocks shall have a minimum face thickness of


one (1) inch or (0.025) meter. Nominal size to be used shall be
4”x8”x16”. Minimum compressive strength shall be as follows:
a. Class A – 900 psi
b. Class B – 750 psi

All units shall be stored for a period of not less than 28 days
(including curing period) and shall not be delivered to the job site
prior to that time unless the strengths equal or exceed those
mentioned in these specifications.

2. Reinforcement shall be 12mm. diameter Steel Bars.

3. Sand shall be river sand, well screened, clean, hard, free loam,
silt or other impurities, composed of grains of varying sizes
within the following limits:

4. Cement shall be standard and high quality Portland cement.

Mortar – Mix mortar from 3 to 5 minutes in such quantities as


needed for immediate use. Tempering will not be permitted if
mortar stiffens because of premature setting. Discard such
materials as well as those which have not been used within one
hour after mixing.

Proportioning: Cement mortar shall be one (1) part Portland


cement and two (2) parts of sand y volume but not more than
one (1) part cement and three (3) parts sand by volume.

B. Erection

1. All masonry shall be laid plumb, true to line, with level and
accurately spaced courses, and with each course breaking joint
with the source below. Bond shall be kept plumb throughout;
corners and reveals shall be plumb and true. Units with greater
than 12 percent absorption shall be wet before laying. Work
required to built-in with masonry, including anchors and
accessories, shall be built-in as the erection progresses.

2. Masonry Units. Each course shall be solidly bedded in Portland


cement mortar. All horizontal and vertical points shall be
completely filled with mortar when as laid. Each course shall be
bonded at corners and intersections. No cells shall be left open
in face surfaces. All cells shall be filled up with mortar. Units
terminating against beam or slab soffits shall be wedged with
mortar. DO NOT lay cracked, broken or defaced block.

C. Workmanship

Plastering: Clean and evenly wet surfaces. Apply scratch coat with
sufficient force to form good keys. Cross scratch upon attaining its
initial set; keep damp.

D. Scaffolding

Provide all scaffolding required for masonry work, including


cleaning down on completion, remove.

IV. METAL AND STEEL WORKS

A. Scope of Works

The work under this section shall include the furnishing of all
materials, labor, equipment and other facilities necessary to install
and complete all steel and iron works shown in the plan, details and
as specified herein.

B. Materials

Structural steel and reinforcing bars shall be of standard quality.


Fabricated metal works shall not be installed without prior approval
of the CO or Engineer.

C. Workmanship

All installation works shall be done by a skilled worker only under


the supervision of a master welder. The CO or Engineer shall be
the judge of the fitness and quality of men and materials for the
work. The contractor shall conform the work in accordance with
good workmen practice to the satisfaction and approval of the CO.

Joints shall be accurately cut, fitted and soldered sufficiently that


will ensure at fix or tight hold and workmanship.

D. Cleaning

All exposed metal surface shall be rid of grease, dirt or other foreign
materials. Chrome or nickel-plated pipings, fittings and trimmings
shall be polished upon completion.

E. Guarantee

The contractor shall guarantee that the metal works are free from
improper installation and defective materials for a period of one (1)
year from the date of final acceptance of the work. Any defects
within the aforesaid shall be remedied by the contractor at his own
expense.

V. PAINTING WORKS

A. Scope of Work

The work shall include the furnishing of all materials, labor,


equipment, tools and other facilities necessary to complete all
painting of exterior surfaces throughout the building except as
otherwise specified.

Stainless Steel Breaker Enclosure, G.I. Plain Sheet Gauge 16x8’


shall be applied with epoxy lead primer paint and two coats of
enamel paint.

B. Inspection of Surfaces

Before applying any finishing works, the contractor shall inspect all
surfaces to be painted and all defects shall be remedied. For

concrete surfaces and efflorescence shall be removed by scrubbing


affected surfaces with a solution of muriatic acid and water (add a
half part of acid to a gallon of water) and rinse with clean water and
allow to dry thoroughly. All nail holes, cracks or open joints shall be
puttied, caulked or grouted. Written painting permit shall be issued
by the CO.

C. Materials

All paint materials shall be delivered to the job site in original


containers with seals unbroken and labels intact. Materials that are
damaged during delivery shall be replaced by the contractor at his
own expenses. With the exception of ready-mixed materials in
original containers, all mixing shall be done at the job site.

All paint shall be applied in accordance with the manufacturer’s


printed instructions.

D. Colors and Samples

Colors shall be subject to the approval of the CO.

Samples of the colors to be used shall be submitted and those


approved shall be strictly followed. No painting shall be started
before these color samples are approved by the CO.

E. Preparation Surfaces

E.1 General

All wood, concrete, masonry and other surfaces shall be in a


condition necessary to receive satisfactory paint finish. All nail
holes, crack or open joints shall be puttied, caulked or grouted.
Putty where necessary shall be applied with a knife after the
primer coat have been applied.

E.2 Concrete and Masonry

Scraped off loose mortar surface contaminants, then steel brush


to remove chalk, dust, dirt and surface deposits.

All concrete masonry surfaces must be thoroughly neutralized


either by brush or spray with a solution of three pounds of zinc
sulfate to each gallon of water. Treated surfaces shall be coated
with litmus paper to ascertain that alkalinity is removed.
Otherwise, a second washing with that solution shall be applied.

After drying, all crystals on the neutralized surface must be


brushed off before applying the priming coat.

F. Painting Application

No exterior painting shall be done in rainy, damp weather or until


surfaces are thoroughly dry.

Finish shall be applied only over preceding coats which are hard
and dry. Finish shall be evenly and smoothly applied and shall be
free from runs, sages or crawling.

Paints shall be thoroughly stirred so as to spread the pigment


evenly while paint is being applied. Except where otherwise noted
or specified, all paints shall be applied in (3) coats priming body and
finished coats. Each coat shall be brushed-applied or spray spread
evenly.

G. Painting Schedule

The items to be painted listed herein are intended as a guide only


and shall be performed in conjunction with the drawing for the exact
location and types of painting.

a. Exterior Painting

All exterior concrete walls shall be painted with 3 coats of latex


paint.

H. Cleaning

Upon completion of the work the contractor shall remove from the
building, all used materials, debris, all paint spots on the floors,
washing of the window glass, hardware fixture, etc. All work
performed under this section shall be left clean and acceptable to
the CO.

I. Guarantee

The contractor shall guarantee his work for a period of one (1) year,
when using the materials specified by the CO. The contractor shall
repair any defect or defects due to the faulty materials or
workmanship caused by him, without any additional compensation
for the period specified.

VI. WATERPROOFING

A. Scope of Work

This section includes elastomeric membrane waterproofing system,


complete.

B. General

The membrane waterproofing shall be a complete system of


compatible materials supplied by the manufacture to create a
seamless waterproof membrane.

C. Product Delivery, Storage and Handling

Delivery: Materials shall be delivered in original sealed containers,


clearly marked with brand name and type of materials.

Storage: Materials shall be stored at 85°F with normal handling to


prevent damage to container.

Do not store long periods in direct sunlight.

Materials: Manufactured coating materials shall be delivered to the


site in the original sealed containers or package bearing the
manufacturer’s name and brand designation.

D. Elastomeric Waterproofing Coating

Elastomeric waterproofing coating shall be from heavy duty fluid-


applied high solid contents polyvinyl acetate elastomer, water-
based, high elasticity, abrasion resistant and chemical resistant to
most acid. The elastomeric coatings shall have a world-class quality
distinction and have been in service for a period of 20 years to
prove its adaptability, reliability and dependability in the area of
application.

E. Surface Preparation

All surfaces to which coating is to be applied shall be dry, clean,


smooth, and free from oil or grease and from projections that might
puncture the coatings. Final cleaning method, if necessary, shall be
treating the concrete surfaces with 10% to 15% solution of muriatic
acid to remove laitance and impurities. After acid has stopped
foaming or boiling, immediately, rinse thoroughly with water. Keep
the surfaces that will receive application completely dry prior to and
during slop to drain shall be checked and approved before

installation of any coating is started; all defects or inaccuracies in


the surfaces manner to eliminate poor drainage, hollows, and low
spots.

F. Inspection

Verify that the concrete work done under other section meets the
following requirements:

a. That the concrete slab surface has sloped to the drainage


system and is free of ridges or sharp projections;

b. That the concrete be finished by a wood or hand steel trowel


followed by soft hair broom to obtain light textured finish.

G. Application

a. At all integral flashing, apply 40-mil film thickness of elastomeric


coating to the surface to be flashed extending 150mm unto the floor
slab and up the vertical wall.

b. Apply a minimum of 40 dry mills of elastomeric coating at


protrusions or projections, such as service pipes, to a height equal
to desired wearing surface height.

c. Membrane waterproofing coating:

1. Apply elastomeric coating for six coats as top coating,


approximately 7 mils thick per coat (at 10 square meters per 4-liter
container) after other coat has completely dried. Total thickness of
membrane waterproofing shall be approximately 40 mils. Mortar
setting beds for tile works to cover the membrane waterproofing
shall be done by others. Provide an average of 38mm thickness
and this shall slope to drain.

d. Material application shall be made by roller, brush or squeegee.

H. Field Quality Control

I. Flood Testing (Optional)

a. Waterproofed area shall be given a 24-hour flood test upon


complete installation of the waterproofing system. Allow system to
cure 48 hours prior to flood test.

b. Plug drains and place barrier to contain the water.

c. Repair any leak that may appear.

J. Cleaning

All debris resulting from completion of work shall be removed from


the project site.

K. Performance of Waterproofing

Waterproofing works shall be done in a skillful manner, completely


watertight, and free from loose applications. The contractor shall
submit a guarantee certificate against water leaks for a period of
five (5) years.

L. Submittal Requirements

Prior to procurement and delivery, the Contractor shall submit


brochure and sample of elastomeric waterproofing materials to be
used for approval by the CO. Work shall not be started until
approval of materials is received.

VII. ARCHITECTURAL WORKS

A. Scope of Works

The work shall include the furnishing of all materials, labor tools and
other equipment/ facilities to complete all the architectural works herein
included under this item.

B. Roofing and Accessories

a. Pre-painted GA. 24 Roofing sheet shall be minimum of 0.55mm


total coat thickness with base metal thickness, without any
coating, shall be minimum of 0.50mm. Accessories such as
ridge capping, corner closing pieces (barge capping), single
ridge capping with or without up-stand, apron flashings, cover
flashings/edge trimmings, louvres etc. shall be as per
manufacturer’s specifications to suit the type of roof sheeting.
The accessories shall have same specifications as of roof
sheets as far as colour, material, thickness, protective coating
etc. The shape of accessories shall be as per drawings and
generally shall suit the profile of the sheets.

b. Material for pre-finished stainless gutters shall have the same


specification and finish of the prefinished sheeting as specified
in Clause 5.1. The colour shall match the roofing or side
sheeting as applicable. The minimum total coated thickness
shall be 0.6 mm. The gutters shall be fabricated with lines and
angles sharp and true and plane surfaces free from
objectionable wave, warp or buckle. The use of exposed
fasteners shall be minimized.

c. Supply and installation of ¼”thk. Marine Plywood on roofing


eaves. It shall be coated with acrylic solvent-based coating at
spreading rate recommended by the manufacturer to achieve a
total dry film thickness. Provide 18 x 14 mesh aluminum insect
screen.
