*About the Position: Central Oregon Fire Management Service (COFMS) is seeking motivated individuals with
strong interpersonal and dispatch skills for the Central Oregon Interagency Dispatch Center (COIDC, OR-COC)
Center Manager position. *This vacancy will use Direct-Hire Authority. The position is open to the public. All
applicants who meet the minimum qualifications, to include any selective placement factor(s), if applicable, will be
referred to the selecting official. Before a certificate is issued to the selecting official, the resume’ is reviewed to
ensure that you meet all the qualification requirements. A rating will not be used; veteran's preference does not
apply due to the existence of the Direct Hire authority for this position.
COIDC provides service to federal and state agency partners in Central Oregon including: Ochoco National Forest,
Crooked River Grassland, Deschutes National Forest, Prineville District BLM, the Confederated Tribes of the Warm
Springs Agency, Oregon Department of Forestry and county cooperators who support the sub-geographic area in
wildland fire and other all-risk emergency responses.
The center serves as dispatch point of contact for the Central Oregon Fire Management Service (COFMS) and
provides wildland fire and all-risk incident logistic support to the Central Oregon partner agencies.
This position serves as a Dispatch Center Manager located in an interagency dispatch center. The position
oversees all dispatch center operations for a combination of federal, state, tribal, and private lands within the
dispatch center's area of influence. This position serves a high complexity program. The center is responsible
primarily for wildland fire preparedness and suppression support activities, and may support all-risk incidents
as needed or directed. This position is categorized as a Dispatch Center Manager (CMG) in the Interagency
Fire Program Management (IFPM) Standard and Guide as designated by the USFS W.O. Fire and Aviation
Management. Per IFPM, all candidates must have been qualified as EDSD (currency not required) and have
successfully completed S-491 Intermediate National Fire Danger Rating System. Additionally, 90 days of
experience as a primary/rigorous firefighter or equivalent experience outside federal employment is a basic
qualification requirement for this position. This is a covered secondary position description under the
provisions of 5USC 8336 (c) and 8412 (d), approved for secondary firefighter coverage by USDA under FERS
and CSRS on 05/18/2009, B2 FS1614.
The center manager position resides within the COFMS fire organization; however, the duties are to provide
support to all the COFMS partners. The duties include but are not limited to the following:
• Supervision of 19 permanent and seasonal dispatchers
• Accomplishing program priorities
• Developing/updating operating plans and mob guides
• Overseeing initial attack/extended attack operations
• Organizing mobilization of area resources
• Assisting the host agencies’ wildland fire training program
• Effectively communicating with partners, stakeholders and cooperators
A successful candidate for the Center Manager position must have proven interpersonal skills and a
commitment to provide service to internal and external partners.
Duty Station: This position is located at the Central Oregon Interagency Dispatch Center, in Redmond, Oregon.

ABOUT THE AREA: Redmond sits at the western edge of Oregon’s High Desert, just four miles from the Deschutes
River, a half hour from the Cascade Mountains, and within minutes of several lakes. The major highways intersecting
in town are US97 and State Highway 126. Current population is approximately 23,500 in the city and 158,456 in
Deschutes County. The community hosts one theater with four screens. There are many excellent restaurants, hotels
and bed-and-breakfast establishments. There are 15 public parks in town; a public library; full service medical and
dental facilities; shopping malls; several resorts; public and private golf courses, as well as 20+ public and private golf
courses in nearby Bend, Prineville, Sisters and Madras. Redmond has more than 29 houses of worship, representing a
variety of denominations. One of the leading reasons people are flocking to the region is our climate and abundant
public lands with diverse year-round outdoor recreation. Central Oregon offers many “big city” amenities such as
four-star restaurants, brewpubs, destination resorts and world-class recreation. At the same time, the region still
enjoys the benefits of small town America: low crime, excellent schools, quality yet affordable housing, and active
grass-roots civic involvement from its residents.

WEATHER: The climate is semi-arid and has four distinct seasons. Summer brings warm, sunny days with
temperatures in the high 80’s to 90’s. There can be a few days in August where the temperature will reach
the low 100’s. Fall is pleasant and mild with average high temperatures of 75 degrees, and nighttime lows
sometimes dipping into the 20’s. Winter is relatively mild with the snowfall in the neighborhood of 4 to 5
inches, but it usually melts quickly. Temperatures are normally in the low to mid 20’s. December and January
can bring a week or two of sub-zero temperatures. Spring is usually sunny, but cool. The growing season is
relatively short as the elevation of Redmond is 3,077 feet. The average yearly precipitation is 8.64 inches.

HOUSING: There is no government housing available. Rental apartments and houses are available. The
approximate monthly cost of rentals in the Redmond area is $600 - $900 for a 2-bedroom, 1 bath apartment.
The average rent for a 3-bedroom, 2-bath single family house is $900 and up.

Redmond is a rapidly growing community with many new subdivisions. The average price for a home in
Redmond is approximately $269,000. The average price for a single-family residence on rural acreage is
$350,000. The value of rural property is determined to a large extent on the availability of water (both
potable and irrigation).
