Job Title: Senior Finance Officer


Location: Freetown, Sierra Leone

POSITION SUMMARY

ICAP at Columbia University is an international non-governmental organization that aims to


ensure the wellness of families and communities by strengthening health systems around the
world. ICAP began working in Sierra Leone in 2014, collaborating with the Ministry of Health
and Sanitation (MOHS) to strengthen health systems by providing technical assistance, Quality
Improvement and Nursing capacity-building projects in Sierra Leone. In line with the broadened
scope and objectives of ICAP work, the need for increased staff capacity around new and
enlarged areas of focus have emerged. ICAP therefore, require the services of resourceful,
experienced and dynamic professionals for the position of Senior Finance Officer.

MAJOR ACCOUNTABILITIES

 Assist the Finance and Administration Director in managing the financial transactions in
accordance with ICAP policies and procedures.
 Participate in the preparation of financial reports as required
 Process payments, employee reimbursements and bank reconciliations.
 Verifies items billed against items ordered and received.
 Reconciles differences in invoices through follow-up with the vendor and/or other
employees
 Manages petty cash disbursements after receiving appropriate approvals

 Participate in the preparation, management and control of the budget


 Process and record transactions using QuickBooks

 Ensure adherence to government, donor, and ICAP requirements.

 Performs other related duties as directed

Requirements

Qualification/experience

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior


experience or on-the-job training:

 Minimum Qualification required: B.Sc. Accounting, CAT.

 Technical Skills & Abilities:
 Computer skills including Microsoft Office Suite
 Demonstrated ability in supervision
 Excellent writing and speaking skills in English
 Excellent negotiation and influencing skills.
