What is MRO?
 MRO (Mobility Robust Optimization) is one feature of SON

 The MRO feature achieves self-optimization functionality by


automatically optimizing handover-related parameters. This
improves the handover success rate and resource usage.

Identification of Premature & Delayed
Intra-Frequency Handover
 Triggering conditions:
 The function is enabled by MroSwitch parameter
 In the OptPeriod, the following conditions are meet:
 Sufficient handovers (specified by the StatNumThd parameter)
between a pair of neighboring cells , AND
 Proportion of RLFs ≥ Threshold for the proportion, AND
 Proportion of RLFs in the previous MRO period - Proportion of RLFs in
the current MRO period ≥ Threshold for proportion fluctuation
between MRO periods, AND
 Handover success rate < Inter-neighboring-cell handover success
threshold defined by the NcellOptThd parameter

Intra-Frequency Handover
 MRO handing: When the preceding conditions are met, if:
 Number of premature handovers > Number of delayed handovers,
then A3 CIO of neighbor cell is decreased by one step.

 Number of premature handovers < Number of delayed handovers,


then A3 CIO of neighbor cell increased by one step.

Intra-Frequency Handover (Cont.)
 A valid CIO value range makes MRO effective. The CioAdjUpperLimit
and CioAdjLowerLimit parameters define the CIO value range. If the
CIO is not in the value range, set the CIO to one of the values of
CioAdjUpperLimit and CioAdjLowerLimit when an MRO period
arrives. Set the CIO to the value that is closer to the current CIO value.

Optimization of Delayed Inter-
Frequency Handover related to A2
 Triggering condition: Inter-frequency MRO trigger has the same
conditions as intra-frequency, and with the following additional
conditions:
 The proportion of delayed handovers related to event A2 ≥ a specified
threshold, AND
 the threshold for event A2 < the threshold for the event A1,

 the handover is regarded as a delayed handover related to


event A2 and A2 threshold is increased by one step.

Inter-Frequency Handover unrelated to A2
 If the proportion of delayed handovers related to event A2 < the specified
threshold, the handover is regarded as a delayed handover unrelated
to event A2 or a premature handover:
 Number of premature handovers < Number of delayed handovers, then A4 CIO
of inter-frequency neighbor cell is increased by one step.

 Number of premature handovers > Number of delayed handovers, then A4 CIO


of inter-frequency neighbor cell is decreased by one step.

Identification of Ping-Pong Handover
 MRO for the ping-pong handover can only be performed, if no MRO
for premature or delayed handover has been performed for the
current MRO period. In other words premature and delayed handover
MRO has priority over pong-pong MRO.

 The key factor for performing ping-pong MRO is not the number of
Ping-Pong handovers, but the proportion of ping-pong handovers due
to following reasons:
 Ping-pong handovers are inevitable because of UE mobility between two
cells

 When the load balancing function is enabled, ping-pong handovers may


occur because of great load fluctuations in source and target cells.

 Trigger condition:
 Proportion of ping-pong handovers > PingpongRatioThd

 MRO handling: when the preceding condition is met,


 For intra-frequency MRO, decrease neighbor cell A3 CIO
parameters by one step

 For inter-frequency MRO, decrease neighbor cell A4 CIO


parameters by one step

Identification of Delayed Inter-RAT
Handover related to event A2 - type 1
 Triggering conditions:
 The eNodeB does not or fails to deliver the gap measurement
configuration, and does not receive intra-RAT premature or
delayed handover indication, AND

 The source cell has valid inter-RAT neighboring cells and the inter-
RAT neighboring cells support the ongoing services of the UE, AND

 The source cell deletes the UE context due to timer expiration.

Handover related to event B1 - type 2
 Triggering conditions:
 The eNodeB receives a measurement configuration for event A2
and successfully delivers a measurement configuration for setting
up a measurement gap.

 The eNodeB does not or fails to deliver a handover command, and


does not receive intra-RAT premature or delayed handover
indication.

 The source cell has valid inter-RAT neighboring cells and the inter-
RAT neighboring cells support the ongoing services of the UE.

 The source cell deletes the UE context due to timer expiration.

 is defined similarly as the intra-RAT premature handover
 Triggering conditions:
 Proportion of delayed handovers in type 1 < Proportion threshold

 the handover is regarded as a premature and the hysteresis for
event B1 is increased by one step.

Affected Features
 MRO is closely related to Handover Feature and Mobility Load
Balancing Feature (however MLB changes CIO values only
temporarily)

 If eRAN sharing is supported, only the primary operator


can modify handover parameters.
