Financial Narrative Report of Special Program for Agricultural Development

The Department of Agriculture (DA) Western Visayas’ Special Program for Agricultural Development (SAAD)
successfully utilized Php 48,192,171.12 of its 2020 budget allocation worth Php 49,499,930.00 despite the
far-reaching impact brought about the coronavirus disease 2019 pandemic.

The use of this fund – which translates to a 97-percent utilization rate – emanated from four packaged
livelihood programs of SAAD.

These projects include those for enhanced rice that provided interventions in the form of rice seeds,
fertilizers, farm machineries, and draft animals; (2) livelihood for enhanced corn which supported corns
seeds, fertilizers, pre and post-harvest equipment and draft animal; (3) livelihood for enhanced high-value
crops that gave seeds and seedlings, organic and inorganic fertilizers, pesticides, herbicide, garden tools, and
farm equipment; and (4) livelihood for enhanced livestock which handed goat breeding stocks, native chicken
breeding stocks, feeds, drugs and biologics, and other production related equipment.

From serving three municipalities during its inception in 2019, the SAAD program doubled its municipality
beneficiaries. It added the towns of Valderrama in Antique province and Calatrava and Moises Padilla in
Negros Occidental province in the succeeding years. Five out of these six municipalities (except Moises
Padilla) received support from the enhanced rice related program. The project was able to utilize 96 percent
or Php 10,159,199.50 from its Php 10,543,600.00 total budget and served 100 percent or 35 out of 35
targeted farmers’ associations.

The livelihood for enhanced corn program was able to utilize 97 percent or Php 7,751,109.75 from its
P7,994,930.00 budget. It as well served 100 percent of its targeted beneficiaries or 205 individuals and 19
groups. The program likewise covered five municipalities (excluding Valderrama).

Meanwhile, the livelihood project for enhanced high-value crops has utilized 99 percent or Php12,825,229.94
from its Php 12,908,000.00 budget. It was able to hit 100 percent of its beneficiary target or 40 individuals
and 57 groups.

The livelihood for enhanced livestock, on the other hand, was able to utilize a commendable 100 percent or
Php 10,266,290.00 of its total budget. It was able to serve 100 percent of its targeted beneficiaries or 57
individuals.###
