1.0 INTRODUCTION

1.1 PROJECT OVERVIEW

The Yetagun Field (Yetagun Main) is located in Andaman Sea, offshore of Myanmar in
Blocks M12, M13 and M14. PC Myanmar (Hong Kong) Limited (COMPANY) assumed
operatorship of the blocks on 12 September 2004. The participating interest in the
blocks is PCSB, MOGE, Nippon Oil and PTTEP.
Yetagun Main consists of 4 platforms namely, Yetagun A Wellhead platform, Yetagun
B Central Processing Platform and Living Quarters, Yetagun C Booster Compressor
Platform and Yetagun D Remote Wellhead Platform. Yetagun A, B and C is bridge-
linked. Sales gas is exported via 24-inch pipeline from Yetagun A to onshore Pipeline
Operating Centre (POC).
Stabilized Condensate is exported via 6-inch pipeline to Floating Offloading (FSO) from
Yetagun A. Full Well Stream (FWS) from Yetagun D is transported via 10-inch pipeline
to Yetagun C.
Yetagun Main is currently operating with Low Pressure (LP) Mode whereby limiting the
FWS from Yetagun-D to maximum 55 MMSCFD instead of 70 MMSCFD Pipeline capacity
due to high CO2 from Yetagun D.
The high CO2 gas with 34 mole% from Yetagun-D is blended with lean gas from
Yetagun Main to meet Gas Sales Agreement (GSA) requirement of less than 15 mole%
CO2 and GHV to be 950 - 1050 Btu/scf. However, Yetagun-A production has been
declining rapidly. This has resulted Yetagun-D gas production to be curtailed down in
order to meet the 15 mole% CO2, hence, lowering the potential of high Recovery
Factor (RF).
In order to maintain the overall production rate, COMPANY intends to install Acid Gas
Removal Unit (AGRU) at Yetagun-C to remove the CO2 from the Yetagun-D gas. The
product gas from AGRU (i.e. the Yetagun-D gas with CO2 content less than 15 mole
%) will be commingled with the low CO2 gas from Yetagun Main and send to gas
treating and conditioning system at Yetagun B prior to export.
As of June 2018, average production from Yetagun Main is 130 MMscfd whereas
Yetagun North is 30 MMscfd. Yetagun field is currently producing at average 160
MMscfd of gas and 3.3 kbd of condensate.
Field development activities which were executed at Yetagun facilities during the
different phases are described as below.
Phase 1: Installation of 20-slot wellhead platform (Yetagun-A), production platform
(Yetagun-B), and Floating Storage & Offtake (FSO) Vessel, with Daily Contract
Quantity (DCQ) of 200 MMSCFD of gas and 5400 BPD of associated condensate.
Phase 2: Capacity up gradation of the DCQ from 200 MMSCFD to 260 MMSCFD from
1st October 2002.
Phase 3: Facility Modifications to increase the production capacity to 400 MMSCFD
DCQ capacity from 1 April 2004.
Phase 4: Drilling of 4 new wells in 2008 and installation of Booster Compression
Platform in 2011/2012
Phase 5: Installation of 4- legged satellite wellhead platform (Yetagun-D) in 2014
with additional production of 70 MMSCFD.

Phase 6: Infill drilling of 3 new wells at Yetagun-A platform in 2015 and


upgrading of Yetagun-A with full SIPROD capability
Phase 7: Infill Drilling of 2 infill wells and 1 basement well at existing Yetagun-A
platform to increase production rate
Phase 8: Facility modification and Installation of Acid Gas Removal Unit, AGRU at
Yetagun- C Platform and tie-in at Yetagun-B platform

1.2 OBJECTIVE

The objective of this procedure is to provide the outlines of the scope of Testing, Pre-
Commissioning and Commissioning as well as system completion works to be
performed for Yetagun’s Acid Gas Removal Unit (AGRU) Project. In general, this
procedure shall serve but not limited to the followings:
• As a guide in performing testing, pre-commissioning and commissioning of the
system.
• To be used in conjunction with other relevant Calibration, Installation,
Inspection and Testing procedure.
• To follow Vendor recommendations and their relevant procedures.

2.0 SCOPE

This procedure is applicable for Yetagun’s Acid Gas Removal Unit (AGRU) Project and shall
be utilized in the project in order to define the necessary Testing, Pre-commissioning and
Commissioning activities for each system/equipment to be carried by CONTRACTOR during
both onshore and offshore phases.
In order to ensure smooth, systematic and satisfactory result of testing, pre-commissioning
and commissioning, the platform facilities and equipment are further categorized into Sub
System or Sub Sub-System and will enable the activity to be executed independently from
other Sub System or System.

2.1 SYSTEM DESCRIPTION

System Description will provide essential information on the system processes, the
system or sub system point of origin/ending and equipment involved within the
system.
All work activities required or to be performed by CONTRACTOR during testing, pre-
commissioning and commissioning phase will be in accordance with CSP-20: Testing,
Pre-commissioning and Commissioning Guideline. Detailed testing, pre-commissioning
and commissioning activities/scopes including vendor support, special
testing/commissioning tools, first filling, etc shall be elaborated further in each
system’s specific procedure.

2.2 SYSTEM DEMARCATIONS AND P&ID BOUNDARIES

A System is defined as a configuration of platform number (location), system and sub


system that fall within certain system boundaries which easily identifiable from the P
& ID’s marks up. The relevant systems on each unit installation area are identified by
unit/platform number and system number. The unique system numbering is very
essential for controlling and identification of documents for each unit installation. All
systems and sub-systems numbering shall be in accordance with CSP-20: Testing, Pre-
commissioning and Commissioning Guideline.

6.0 SAFETY

6.1 GENERAL

Safety is of paramount importance during all stages of the commissioning and


completion phase of the project. Therefore, all project safety standards, procedures
and guidelines must be compiled with.
Prior to commencement of this procedure, a proper inter-discipline coordination and
discussion as well as pre-job planning shall be practiced and take place with all relevant
parties. A valid and approved PTW and JHA must be obtained in accordance to the
appropriate PTW Procedure.
Note: The use of personnel protective equipment is mandatory.

6.2 PERMIT TO WORK (PTW) & JOB HAZARD ANALYSIS (JHA)


A Permit to Work (PTW) and Job Hazard Analysis (JHA) will be prepared and approved
before commencement of the work described in this document, if found necessary.
The JHA will be conducted by the Commissioning Superior and will include all personnel
who will be involved in carrying out the work.

6.3 WASTE DISPOSAL

All scheduled wastes to be managed as per HSE Waste Management Plan. Document

7.0 VENDOR SUPPORT


The vendor support shall be provided for onshore and offshore assistant through to the
end of performance testing and acceptance by Operations.

The vendor shall also provide following info and document prior to any construction, hook-
up and testing/commissioning activities;

• Number of personnel
• Detail scope of work and schedule (Work Pack)
• Manpower mobilization plan for Technician/ Specialist
• Site Acceptance Test (SAT) procedure and acceptance criteria
• Special tools and any temporary equipment requirements

8.0 TOOLS AND TEST EQUIPMENT

All the testing equipment to be used must be certified by authorized parties.


Only safe and PETRONAS certified tools and equipment applicable for commissioning work
shall be allowed for use by the Contractor.

9.0 COMMISSIONING SPARE PARTS AND FIRST FILL

Applicable spare parts and first fill materials shall be provided by CONTRACTOR in
accordance with contractual obligations. The details of the spare parts and first fill materials
are available from the following documents:

10.0 PRE-COMMISSIONING

Pre-Commissioning means that any activities undertaken upon achieving Mechanical


Completion (MC) milestone, but prior to commencing the dynamic component of
Commissioning. Pre-Commissioning activities prove and validate the functioning of
components. Pre-Commissioning activities are intended to verify that pieces of equipment
and the associated control loops, shutdown systems, utility supplies, etc., are in the
required state of readiness for full dynamic testing. Typically, these function-checks are
carried out and documented through discipline-specific check sheets known as Pre-
Commissioning ITR “B” Check sheets.
Pre-Commissioning activities typically comprise the following:

• Verification that documentation to support Mechanical Completion (MC) is in place.


• Minimizing repeat work carried out to achieve Mechanical Completion (MC).
• Execution by a multi-discipline team by system.
• Energizing materials, equipment, or systems under a Permit to Work system
(COMPANY's or CONTRACTOR).
• No requirement for the introduction of process fluids.
• Function testing of individual components or subsystems, e.g., instrument loop
checks, cause-and-effect testing, panel function test, solar system function tests,

energizing electrical equipment, equipment alignment validation and recheck,


motor no-load running, and control system interface testing.
• Documentation through discipline-specific check sheets known as Pre-
Commissioning ITR “B” Check sheets.
• Issuance of Ready for Commissioning Certificate (RFC) to signify that all the check
sheets and associated works in a particular system have been completed.
The following items shall be performed during Pre-Commissioning:

• Complete all loop checks as required


• Functionally test individual components of the FACILITY by discipline.
• Complete Pre-Commissioning ITR “B” check sheets.
• Clear/complete category "B" punch lists.
• Check and document the status of availability of materials, solvents, equipment,
personnel, etc., required for Commissioning.
• Verify that a Permit-to-Work (PTW) Plan has been put in place to govern the WORK
prior to commencement.

11.0 COMMISSIONING

Commissioning means those activities undertaken after Pre-Commissioning to verify that


the dynamic functioning of systems and subsystems is in accordance with specified
requirements, and to verify as accurately as possible that the system is ready for Start-up
activities.
Typically, this function checks are carried out and documented through the System Detail
Procedures, which contains detailed step-by-step commissioning procedures.

Commissioning activities will cover the followings:

• Demonstrate, as far as reasonably practicable, that the system is safe to operate


and function in accordance with the system’s design intent.
• Carry out necessary temporary modifications to a system and /or part of equipment
within the system to carry out commissioning of the system and/or part of the
system or equipment within the system.
• Carry out system/sub-system or part system test run comprising more than one
item of equipment conducted under conditions that mimic the normal operating
condition of the system.
• Be carried out by a multi-discipline team of engineers and Operations/Maintenance
staff.
• Be executed as a number of steps set out in a procedure using simulated
conditions.

CONTRACTOR shall perform the following:

• Functionally/dynamically test the FACILITY by subsystem/system.


• Execute all System Details Procedures.
• Perform appropriate system integration testing for the FACILITY.
