REGULATIONS FOR ADMISSION INTO MBBS & BDS COURSES FOR THE
ACADEMIC YEAR 2020-2021 UNDER COMPETENT AUTHORITY QUOTA SEATS
REGULATIONS
The following are the Regulations for admission into MBBS/BDS Courses in all
the Medical and Dental Colleges affiliated to KNRUHS for the academic year 2020-2021
under Competent Authority Quota seats i.e., the seats in Government Medical/Dental Colleges
(after exclusion of 15 % seats transferred to All India Quota ) and Category ‘A’ seats in Private
Un-aided Non-Minority and Minority Medical college and private Non-Minority Dental
College and Army Dental College under K N R UHS, W a r a n g a l .
1.1 Total number of seats expected for the academic year 2020-2021 in Medical / Dental
Courses at Government Medical / Dental Colleges and Private Medical / Dental
Colleges is given in the Annexure-I. Fee structure will be as fixed and notified by the
State Government.
1.2 In case any new MBBS/BDS seats are permitted by MCI/DCI in colleges affiliated to
the University for the Academic Year 2020-2021, those seats will also be filled up.
NO FURTHER NOTIFICATION WILL BE ISSUED.
2. ELIGIBILITY
b) The candidate should have passed Intermediate (10+2 pattern) or its equivalent
examination with Physics, Chemistry, Biology (Botany, Zoology) / Biotechnology
and English.
2.2. The candidates should secure marks of cutoff scores and above in National Eligibility-
cum- Entrance Test (NEET) UG -2020, conducted by CBSE, New Delhi as per section
(10) of Indian Medical Council Act, 1956.
2.2.1 The candidate shall satisfy Local / Non local status as per GO.No.646 Education
(W1)department dated 10-07-1979 and Presidential order. The procedure indicated in the
above G.O for selection of candidates as amended in G.O.Ms.No.42, Higher Education
(EC2) Dept., dated 18-05-2009, G. O. Ms. No. 114 HM& FW( C 1 ) Department
Dt.5.7 . 2017,subsequent amendments , relevant Hon'ble High Court/Supreme
court orders and University regulations shall be followed.
Non local candidates are eligible for 15% unreserved seats only. The local candidates
are also eligible for 15% unreserved seats along with 85% seats reserved for local
area.
2.2.2 The verification and registration fee once paid will not be refunded or adjusted to a future
date. Therefore candidates are advised to check eligibility conditions thoroughly before
applying for determining state merit position in respective categories for Competent
Authority seats.
3.1 Admission to 85% of the seats shall be reserved in favour of the local candidates in
relation to the local area as provided in A.P. Educational Institutions (Regulation of
Admission) order, 1974 for Non- State-Wide courses as given in Annexure-III of GO (P)
No. 646, Education (W1) Department, dt.10-7-1979.
3.3.3 The part of the State comprising the Districts of Ananthapur, Kadapa, Kurnool, Chittoor
and Nellore shall be regarded as local area for the purposes of admission to
Sri Venkateswara University and to any other educational institution (other than a State-
wide University or State-wide Educational Institution) which is subject to the control of
the State Government and is situated in that part.
3.4.1 A Candidate for admission shall be regarded as local candidate in relation to a local
area.
3.4.2 A candidate who is not regarded as a local candidate under sub-regulation (3.4.1)
Above in relation to any local area shall
i) If he/she has studied in educational institutions in the State for a period of not less than
7 consecutive academic years ending with academic year in which he/she appeared or
as the case may be first appeared for the relevant qualifying examination be regarded as
local candidate in relation to:
a) Such local area where he/she has studied for the maximum period out of the said
period of 7 years.
b) Where the period of his/her study in two or more local areas are equal, such local
area where he/she has last studied in such equal periods
or
ii) If during the whole or any part of the seven consecutive academic years ending with
academic year in which he/she appeared or as the case may be first appeared for
relevant qualifying examination, he/she has not studied in the educational institution in
any local area, but he/she has resided in the State during the whole of the said period of
7 years be regarded as a local candidate in relation to
a) Such local area where he/she has resided for the maximum period out of the said
period of 7 years.
or
b) Where the period of his/her residence in two or more local areas are equal, such
local area where he/she has resided last in such equal periods.
3.4.3 The following categories of candidates are eligible to apply for 15% of un-reserved seats.
ii. Candidates who have resided in the State for a total period of ten years excluding
periods of study outside the state or either of whose parents have resided in the State for
a total period of ten years excluding period of employment outside the State (Annexure-
III).
iii. Candidates who are the children of parents who are in the employment of the state or
Central Government, Public Sector Corporations, local bodies, Universities and
educational institutions and other similar quasi public institutions within the state.
and
iv. Candidates who are spouses of those in the employment of state or Central Government,
Public Sector corporations, local bodies, Universities and Educational institutions
recognized by the Government or University or other competent authority and similar
other quasi Government Institutions within the state.
N.B.: Relevant certificates must be attached to the application in respect of their claim, in
respect of residence. The certificate should be obtained from the Mandal Revenue
Officer.
Note: Candidates from other states are not eligible for Competent Authority Quota.
4. RESERVATIONS:
Out of the seats available under competent authority quota for admission by the University,
15% seats shall be reserved for candidates belonging to Scheduled Castes, 6% of seats
shall be reserved for candidates belonging to Scheduled Tribes in each local area.
4.1 Candidates of the Scheduled Castes and Scheduled Tribes belonging to the State of
Telangana and AP, for castes which are specified by the Govt. of Telangana from
time to time shall be considered for reservations.
29% of the available seats for admission by the University for MBBS/ BDS shall be
reserved for candidates belonging to Backward Classes as follows:
10% of total seats in specified Government Medical / Dental Colleges (Seats Specified for
EWS Reservation implementation by MCI/DCI ) are reserved for economically weaker section ( EWS
) category candidates who are not covered under the existing scheme of reservation for SC,ST &
Socially and Educationally Backward Classes. These reservations will be implemented from specially
sanctioned seats for implementation of EWS reservations which are exclusively permitted for
implementation of EWS Reservation by Medical Council / Dental Council / Ministry of Health
Government of India in specified Government Colleges. ( vide GO.Ms. No.47, HM&FW (C1),
Department, Dated 21.06.19.)
Open category candidates claiming reservation under EWS Category shall obtain
the relevant EWS certificate for reservation under economically weaker section
issued by Tahsildar after 1st April 2020, who is the Competent Authority in state
of Telangana for issue of EWS Certificate.
The number of seats available under EWS Category will be notified after
permission is received for those seats in specified Government Medical / Dental
Colleges from Medical Council of India / Dental Council of India /
Government of India before counseling.
33 1/3% of seats are guaranteed for women and candidates in each category, This regulation of
guarantee shall not be applicable if women candidates are selected on merit in each category
from 33 1/3% or more of the seats therein.
The candidates belonging to Scheduled Castes, Scheduled Tribes and Backward Classes shall
furnish a latest certificate in the prescribed proforma issued by Competent Authority in support
of their claims. The social status of Schedule Castes, Scheduled Tribes and Backward Classes
candidates shall be scrutinized in terms of G.O.M.s.No.58, SW (J) Dept. Dt. 12-05-1997 and
subsequent amendments and orders of Hon'ble High Court. The candidates are informed that
they will be not be considered for the caste claimed by them without the prescribed permanent
caste certificate issued by the competent authority.
No candidate seeking reservation for admission under the above categories be allowed
to participate in the Counseling for admission unless he produces the Integrated
Community Certificate prescribed by the Government and issued by the Revenue
Authorities in the Government (Vide G.O.Ms.No. 58, Social Welfare (J) Department,
dated. 12-05-1997). The castes notified by Government of Telangana for implementation of
reservations only will be considered.
Note :- The Social Reservation provided for BC’s SCs, ST’s in the ratio of 29%,15% and 6%
respectively shall be vertical reservation.
Seats shall be reserved in each course and in each category for the following to the
extent indicated against them:
1 CAP (Army) : 1%
2 National Cadet Corps : 1%
3 Persons With Disabilities (PWD) : 5%
4 Police Martyrs Children (PMC) : 0.25%
NOTE-1: The guidelines of Govt. of India and regulations of Medical Council of India shall be
followed in making admissions of Persons With Disabilities (PWD).
The candidate seeking admission under PWD reservation should apply under
PWD Category.
The Medical Board constituted by the University as per G. O. MS. No 27 HM&FW
(C1) Dated:10-4-2017 will assess the percentage of disability as per Medical Council
of India regulations. Candidates claiming reservation under PWD quota should present
themselves before the Board constituted by University for evaluation of PWD
percentage and confirmation of eligibility. The decision of Medical Board specially
constituted for this purpose is final and binding on the candidates. The schedule for
evaluation by Medical Board will be displayed on KNRUHS website.
7.1 The on-line application form for determining merit position in respective categories for
Competent Authority quota seats will be available on the website https://tsmedadm.tsche.in/
from 8.00 AM on 01 -11-2020 upto 5.00 PM. on 08-11 -2020
Note: The candidates are advised to take a print out of the Prospectus / Instructions to fill the
application from the website http://www.knruhs.telangana.gov.in/ or
from https://tsmedadm.tsche.in/ before proceeding to fill the application form.
7.2 The candidate should fill the online application form available in the Website with the data
required for through computer/mobile with data connection. The online application form can be
filled through any computer with internet connection or mobile with data connection. The
candidate is advised to fill the online application form after going through the Prospectus by
keeping all the Certificates, Scanned Photo and Signature in the jpg/.gif format separately (as
shown below) (step-1) and ready to enter his/her correct data and upload the necessary
certificates, photo and signature after the payment of application fee through Online.

3. Click on the Mobile and Email Registration. The candidate should have a valid /working Mobile and Email Id.
OTP will be sent to registered Mobile and Email Id at different stages. The candidate should keep the Mobile and
Email Id active till completions of the counselling process. The candidate has to enter OTP’s received to mobile
and Email Id for registration and Verification of Mobile and Email Id.
7. After entering the details click on validate button it will take you to the Payment Gate way for payment fee.
8. If all the details entered are correct your system will display payment reference number Button to proceed
for payment. Depending on your caste category the Registration fee is varied. Once paid you will not get any
refund. Hence, you are requested to double check the eligibility conditions mentioned in the Prospectus
yourself and pay the fee.
12. For updating the details of the candidate enter Roll Number and the Registration number and click on
validate button to enter into the Application form.
13. The application form will be displayed as shown below. You have to fill the details and upload Passport Size
Photo and Signature(Note: Scanned photo and Signature should be less than 100 KB and in JPEG or
JPG format)
14. After filling the form, click on Save
and Exit Button. This process can be repeated till all the data
you entered are correct using Data Updation link on the Home page. Then click on Upload
Certificates Button to proceed for document attachments.
15. After uploading all the required certificates, Click on Save and Print, You will get your filled in application
form, take printout of this form for further assistance. If you click on Print Application button you will get
earlier saved data.

Do's and Don'ts
Do not use mobiles, tabs & Ipads. Use Desk tops Computers or Laptops with Internet Explorer.
Do not select or enter false information which can be liable for Criminal Action.
Avoid using slow internet facility.
Keep your mobile with you while applying and do not block SMS.

PROCEDURE OF FILLING ONLINE APPLICATION AND PROCEDURE FOR ONLINE
PAYMENT:
I. Read the Notification, Prospectus / Regulations carefully.
II. Keep all the following required documents ready to up-load the details.
(o) EWS Certificate issued after 2019- 20 for claiming reservation under
EWS Categories issued by competent authority (Tahasildar) of State
of Telangana.
III. The fee can be paid through Debit card / Credit card or Net Banking
IV. The fee paid by the applicants is not refundable and not adjusted to a future date under any
circumstances.
8. Registration and Verification Fee:
The Registration and Verification fee Rs.3,500/- (Bank transaction charges extra) for OC &
BC candidates and Rs.2,900/- (Bank transaction charges extra) for SC/ST candidates shall
be paid online through Debit card / Credit card or Net Banking.**
**Registration and Verification fee once paid will not be refunded or adjusted to a further
date.
The candidates are advised to download and read the Prospectus of the course to verify for
eligibility under local/non local category.
9. ADMISSION RULES
9.1 The letter of allotment for admission of selected candidate will have to be
downloaded online from website after payment of University fee by payment
gateway.
9.2 The candidate should submit the print-out of the filled-in Online application form,
allotment order and original certificates along with (1) set of self attested copies to the
Principal of allotted college at the time of joining for final verification by the admission
committee constituted at each college. The admission committee is responsible for scrutiny
of the original certificates submitted by the candidate. In case of any discrepancy, the
provisional allotment order for admission will be cancelled.
9.3 Undertaking in the form of Affidavit on Rs. 100 /- Stamp paper by the Parent and
candidate stating that all the certificates including the caste and category certificates are
genuine and they will be held responsible for any further consequences as per law, if any
discrepancy noticed to be submitted at the time admission and the admission will be
cancelled.
10 MERIT LISTS:
THE FINAL MERIT POSITION OF THE CANDIDATES WHO HAVE APPLIED ONLINE IN
RESPONSE TO THE NOTIFICATION ISSUED BY KNR UNIVERSITY OF HEALTH SCIENCES
FOR COMPETENT AUTHORITY QUOTA SEATS SHALL BE DETERMINED BY NEET-UG-2020
RANK AND AS PER THEIR ELIGIBILITY CRITERIA, APPLICABLE REGULATIONS,
GUIDELINES AND RESERVATION POLICIES VIZ:
a. As per Medical Council of India, the candidates shall secure minimum of 50
Percentile for general category , 40 Percentile for SC/ST/BC category and 45
percentile for persons with disabilities (under general category) in NEET UG – 2020
as per the cutoff scores to be eligible for admission.
b. The University will release final merit list of eligible candidates for exercising web
options after verification of uploaded original certificates by the University and
officials of concerned departments.
11 COUNSELING
11.1 Provisional Final merit list will be displayed on KNRUHS website after scrutiny of
uploaded certificates ( in view COVID-19 pandemic) and application. Notification
for exercising web options will be issued separately on KNRUHS website only. No
individual communications will be sent. Candidates are informed to check the
website regularly for notifications.
11.2 On-line application form without uploading mandatory Certificates, Passport size photo,
without signature at declaration area, incomplete applications will be automatically
rejected and will not be considered for determining the Merit position in respective
categories using NEET– UG – 2020 Rank.

The admissions into the following colleges are subject to the permission for
the academic year 2020-21 by the Government of India / Medical Council of
India / Dental Council of India.
NOTE: a) The seat-matrix of all available seats in all the categories will be displayed on
KNRUHS website one day before of the counseling.
b) In case any Medical Colleges or Dental Colleges affiliated to the KNR
University are permitted later by the Govt. of India for the academic
year 2020-2021, the seats in those colleges also will be filled up. If any
colleges listed below are not permitted by Government of India for
the academic year 2020-2021, the seats into the colleges will not be
filled.
c) 15% of seats from Government Medical & Dental Colleges will be contributed to
All India Quota.
