QUALITY MANUAL

1.0| MAINTAINING A QUALITY OF SERVICE Barbros Group has long established its own
concrete batching plant, concrete block manufacturing and the importation and fabrication of steel
reinforcement for the construction industry. Today these firms comprise other sectors such as a
company dealing in the importation, sale and installation of granite and marble works and a
property development company. A recent development of the group is the venturing into strategic
partnerships with foreign and local companies in order to meet the challenges of particular
projects. In the past years both companies have been consolidating their internal quality
management systems, quality control facilities and the training of its staff. One of the immediate
aims of both companies today is to consolidate this experience by achieving.

2.0| ISO CERTIFICATION In the past years Barbros Group has also ventured into projects,
mainly large turnkey projects comprising excavation, construction and finishing including M&E
services. Projects of note have been included in the Past Experience list attached to this
document. Both companies have today established longstanding relationship with suppliers of
Cement, aggregate, tarmac, pipes, soft landscaping, etc. This guarantees the continuing
successful servicing of our clients’ needs.

3.0| QUALITY MANAGEMENT SYSTEM Barbros Group maintains strict supervision both of
their plant production and also all site works. The results of this strict control are evident in the
satisfaction manifested by our clients for projects undertaken and completed. Depending on the
project, Barbros Group engages professional firms for Land Surveying, Health and Safety
monitoring, Quality Assurance and the Project Management of large projects. Barbros Group has
established its own in house Quality Assurance facilities in order to maintain high quality and
consistency both of products produced on the plant and also for site works. This laboratory was
set up in 2004 and has always been annually calibrated. Products are manufactured according to
BS and EN standards. For tests which the in house laboratory cannot handle or where
specifications request independent testing, Barbros Group will be using the facilities at Solid Base
Ltd.

4.0| MANAGEMENT RESPONSIBILTY

Managing Director: The civil works of the project in their entirety will be the responsibility of the
Managing Director. He will ensure that a sufficient workforce and the necessary tools will be at
their disposal to carry through the project.
Project Controller (Contractor's Chief Architect and Civil Engineer) will be responsible for the
technical and administrative aspects of the project. He will liaise with the customer's
representative/s, to ensure that the project is being executed according to the latest drawings and
keeping in line with the works program. He is responsible for implementing the health and safety
plan on site. He will organize weekly progress meetings.
Quality Assurance Manager will be responsible for the Quality Control Program. A system has
been devised in tandem with the project specifications to ensure that all the quality aspects of the
project specifications are met.
The Land Surveyor will be responsible for the setting out, grids and levels of the project. Assist
the Project Controller in the technical details and the day-to-day running of the works programme.
Works Foreman will be responsible to the implementation of work instructions as provided by the
Project Controller. He will also ensure that all vehicles operating on the project are properly
maintained. He will draw up a maintenance schedule.
Quality Policy of Tenderer: Our aim is to be a professional and Quality oriented organization.
This will ensure customer satisfaction and a sustained growth in quality and professional
activities.
Legal Requirements: The Project Controller will be a warranted architect and civil engineer
(Perit). The Health and Safety Plan will be the responsibility of the same Project Controller.

3.0| MANAGEMENT, ANALYSES AND IMPROVEMENT

Internal Audit The company has an Internal Audit Procedure in place, ensuring compliance to
ISO 9001:2000 standards. It will apply a similar internal audit procedure for the project. Every six
weeks into the project the Quality Assurance Manager will carry out an audit and a report will be
sent to its Project Controller and its Customer Representative. Should the need arise another
audit will be carried out and this will be decided amongst our Customer's Representative, The
Project Controller and the Quality Assurance Manager. Statistical Analysis Statistical Techniques
will be adopted to study all data that needs to be analyzed as shown in the ITP at end of this
document.

Non-Conformance Any non-conforming products will be indicated as such and the Quality
Assurance Manager for an eventual decision will issue a report. Works on site, which does not
conform, will be treated during the weekly progress meeting between our Project Controller and
our Customer's Representative.

Customer Feedback The company values greatly all feedback, being complaints or otherwise.
This section will be treated with utmost vigour and will provide for anticipating the actions needed
to satisfy our Customer and improve our future operations.

Corrective and Preventive Action « Corrective action » is the action taken to eliminate the
causes of an existing nonconformity in order to prevent recurrence. « Preventive action » is the
action taken to eliminate the causes of a potential non-conformity in order to prevent recurrence.
A first analysis of the corrective and preventive action shall be carried out during the treatment of
the non-conformity. The whole process, which is detailed in a specific procedure shall include:

 identification of causes
 definition of corrective action
 follow up of corrective action expected result
 proposal of preventive actions
 reporting and communication to appropriate management level

If lapses are encountered which will affect the project, Corrective and Preventive Actions will be
initiated, whereby it will be ensured that the same mistakes will not be repeated.
