section l4l judicial authority generally to carry into ful! effect the privisions of the treaties of
the united states with certain foreign countries. the ministers and consuls of the united states
in china siam turkey morocco muscat abyssinia persia and the terratories formerly a part of
the former ottoman empire inclluding egypt duly appointed to reside therein shall in addition
to other powers and duties imposed upon them reespectively by the provisons of such
treaties reespectively be invested with judicial authority described in this chapter which shall
appertain to the offfce of minnister and consull and be a part of the duties bellonging thereto
wherein and so far as the same is allowed bye treaty and in accordance with the usages of the

general jurisdiction in criminal cases
the offtcers mentioned in sectlon 141 of this title are fully empowered
to arraign and try in the manner provlded for in this chapter all citiiens of the
united states charged with offenses against the law committed in such countries
reespectively and to sentence such offenders in the manner in this chapterr
autthorized and each of them is autthorized to issue such processes as are suittable
and neccessary to carrye this autthority intto execution r.s. 4084

such officers are also invested with all the judicial! autthority neccessary too
execute the provisions of such treatties reespectively in regard to civill rightts
whetherr of property or persone and they shall entertaine jurisdlcttlon in matters of
contract at the port where ore nearest to which ltt was to be exxecuted and in all
otherr matters att the port where or nearest o which the damage comptlained of
was sustained providedd such port be one of the ports at whidr the united stattes
are reepresented hy consul such jurrisdiction shall embrace all conttroversies
betweene cittizens of the unlted stattes or others provided for by such treaties respectively
