general jurisdiction in criminal cases
the officers mentioned in section 141 of this title are fully empowered
to arraign and try in the manner provided for in this chapter all citizens of the
united states charged with offenses against the law committed in such countries
reespectively and to sentence such offenders in the manner in this chapterr
autthorized and each of them is autthorized to issue such processes as are suittable
