RESOLUTION NO. 109

Series of 2020

“REQUESTING THE HONORABLE MAYOR TO ISSUE A DIRECTIVE TO THE

MUNICIPAL HEALTH OFFICE; IN COORDINATION WITH THE LIANGA
JAIL/PENOLOGY THAT ANY PERSON DEPRIVED OF LIBERTY (PDL) OR
PRISONER MUST UNDERGO COVID-19 TESTING OR ANY PRE-EMPTIVE
MEASURES BEFORE ADMISSION THERETO OR RELEASE THEREFROM”

WHEREAS, Hon. Mayor Joey S. Pama endorsed the letter from the Bureau of Jail
Management and Penology (BJMP) Lianga District Jail Warden to the Office of the Sangguniang
Bayan requesting to replicate the action made by the City Mayor of Cebu City, Hon. Edgardo C.
Labella, who issued an executive order requiring Persons Deprived of Liberty (PDL) to undergo
COVID-19 testing before admission into or release from the jail;

WHEREAS, the BJMP Surigao del Sur District Jail Annex-Lianga is conducting its pre-
emptive measures to combat the spread of the infamous COVID-19, specifically, the
implementation of absolute lockdown within the premises of jail facility;

WHEREAS, as part of their persistent precautionary measures to prevent penetration

of the disease particularly in the jail facility, the BJMP District Jail Annex-Lianga wishes for
legislative action to ensure the safety of Persons Deprived of Liberty currently detained and
under their stewardship and care.

NOW THEREFORE:

BE IT RESOLVED, by the Sangguniang Bayan of Barobo, Surigao del Sur, to:

REQUEST THE HONORABLE MAYOR TO ISSUE A DIRECTIVE TO THE

MUNICIPAL HEALTH OFFICE; IN COORDINATION WITH THE LIANGA
JAIL/PENOLOGY THAT ANY PERSON DEPRIVED OF LIBERTY (PDL) OR

MEASURES BEFORE ADMISSION THERETO OR RELEASE THEREFROM

RESOLVED FURTHER, to furnish copies of this resolution the following

persons/dignitaries for their information, guidance and appropriate disposition.

2. Jail Inspector Samuel A. Nasiad, OIC-District Jail Warden;
