“REQUESTING THE HONORABLE MAYOR TO ISSUE AN EXECUTIVE ORDER TO


ALLOW BACKRIDING OF SPOUSE ON PRIVATE SINGLE-MOTORCYCLES”

WHEREAS, the Department of Transportation issued an advisory on March 16, 2020


to temporarily ban backrides on motorcycles as part of the agency's guidelines for social
distancing in public modes of transport to suppress the spread of the novel coronavirus (COVID-
19) pandemic;

WHEREAS, Executive Order No. 19, series of 2020 issued by the Provincial Governor
of Surigao del Sur stipulates retention of prohibition of backriders in single-motorcycles as one
of the province’s precautionary measures to constrain further transmission of the disease;

WHEREAS, Motorcycles are the common means of transportation frequently used by


every household especially during quarantine in going to and from work, for purchasing food,
medicines and other home essentials, and run important errands; apparently, the inconvenience
of such prohibition caused the constituents of this municipality the need to ask consideration to
spouses of private motorcycle drivers;

PROVIDED, that, wearing of masks and other requirements on the prevention of


COVID-19 infection be strictly observed;

PROVIDED FURTHER, that, a proof be presented during inspection, the following:

1. Marriage Certificate for married couple;


2. Certification from the concerned Brgy. Captains that the husband and wife are
living together or live-in partners; and
3. ID for the husband and wife

NOW THEREFORE:

BE IT RESOLVED, by the Sangguniang Bayan of Barobo, Surigao del Sur, to:

REQUESTING THE HONORABLE MAYOR TO ISSUE AN EXECUTIVE


ORDER TO ALLOW BACKRIDING OF SPOUSE ON PRIVATE SINGLE-
MOTORCYCLES

RESOLVED FURTHER, to furnish copies of this resolution the following


persons/dignitaries for their information, guidance and appropriate disposition.
