Performance evaluations at General were made every 12 months, and the customary
procedure was for reports to be prepared and place in each employee’s mail box.
Employees could discuss them with their supervisors if they wish to do so, but they
were expected to sign them.
One day Christian found his appraisal in the mail box and became very upset over it.
Instead of superior and excellent rating on the scale, he found excellent and good
rating. There was no explanation given for the drop in rating, only the statement that
“Mr. Simmons continues to do good work as in the past”. Christian asked to see Dr.
Lee immediately.
The interview between Christian and Dr. Lee took place that afternoon. Christian was
quite blunt and wanted to know what was wrong with his work. Dr. Lee explained
that his work was fine and she could not understand why he was upset. Christian
pointed out the difference in his last rating compared with the other Dr. Lee had given
him in two years he had been there, he asked Dr. Lee to explain the difference. Dr.
Lee said that she thought it was a good appraisal and explained that she had changed
her method of appraisal. She refused to explain further, but assured to Christian that
his work was good and encouraged him to maintain this high standard. Christian
didn’t want to sign the appraisal but later conceded, inserting “sign under protest”
under his name. He then made plan for appealing against the rating to the Medical
Superintendent, and if necessary the Hospital Board.
