DILG, DOH launch ‘BIDA ang may Disiplina’

campaign; urge LGUs to organize Barangay

Disiplina Brigades
August 14, 2020
In a bid to change the behaviour and encourage discipline among
Filipinos to combat the global pandemic, the Department of the
Interior and Local Government (DILG) and the Department of
Health (DOH) today jointly launched the “BIDA ang may Disiplina:
Solusyon sa COVID-19” national advocacy campaign in Barangay
Jesus Dela Peña, City of Marikina.

DILG Secretary Eduardo M. Año said that the “BIDA ang may
Disiplina” campaign is a joint effort of the DILG and DOH brought
forth by the goal of encouraging people participation in the battle
against COVID-19 by living a life of discipline and earnestly
practicing the minimum health standards set by health authorities.
He also encouraged all local government units (LGUs) to organize
Disiplina Brigades in all barangays in the country to encourage
adherence to health standards in the community.

The Barangay Disiplina Brigades shall be composed of community

members, including barangay tanods, who will remind their
neighbours and friends of minimum health standards and call the
attention of those who violate health protocols.

“Ang laban kontra COVID-19 ay hindi lang laban ng pamahalaan, ito

po ay laban ng bawat Pilipino na maaaring mabiktima ng sakit na
ito kaya sa pamamagitan ng ‘BIDA ang may Disiplina’ ay hangad ng
DILG at DOH na iparating sa mga mamamayan na ang susi sa
pagsugpo sa virus na ito ay disiplina at pagsunod sa mga tamang
asal,”  Año said.

“It is only through concerted and unified efforts can we win this
battle,”  he added.

Año said that the “BIDA ang may Disiplina” campaign emphasizes
the importance of individual self-discipline and behaviour change,
practiced by the citizens down at the grassroots level, as a means to
beat COVID-19 in order to ensure the safety of families and of the
nation.

He said that the campaign is the harmonization of the #Disiplina

Muna campaign of the DILG and the “BIDA Solusyon sa COVID-19”
campaign of the DOH into a combined national advocacy program.

#Disiplina Muna is an initiative of the DILG launched last year which

seeks to rebuild the culture of discipline among Filipinos as a means
of fostering people’s participation while ‘BIDA Solusyon sa COVID-
19’ is DOH’s campaign encouraging the Filipino people to take an
active role in the fight against COVID-19 by practicing B.I.D.A: B -
Bawal walang mask; I - I-sanitize ang mga kamay, iwas-hawak sa
mga bagay; D - Dumitansya ng isang metro; and, A - Alamin ang
totoong impormasyon.

“Through the said campaign, the public, down to the barangays and
families, is encouraged to be self-disciplined and cooperative in
abiding with the minimum health standards (e.g. B.I.D.A.), and
other COVID-19 policies,”  Año said.

‘BIDA ang may Disiplina’ in LGUs

Meanwhile, DILG Secretary Año urged LGUs to support the ‘BIDA

ang may Disiplina: Solusyon sa COVID-19’ campaign to promote
discipline as the new normal and change people’s habit and lifestyle
to prevent contracting or spreading COVID-19.

“Malaki ang bahagi ng mga mamamayan sa kampanyang ito ngunit

ito ay magiging matagumpay lamang kung mahusay po itong
mapangungunahan ng ating mga pamahalaang lokal,” Año
explained.

He encouraged provincial, city, municipal, and barangay

sanggunians to enact their respective ordinances that prescribe
discipline in following health safety standards to prevent the spread
of COVID-19.

LGUs are likewise encouraged to incorporate the slogan "BIDA ang

may Disiplina: Solusyon sa COVID-19. Ligtas ang Bayan, Ligtas ang
Pamilya”; official hashtag #BIDASolusyon #DisiplinaMuna; and logo
BIDA ang may #Disiplina logo featuring Rizal wearing a face mask,
in their existing, ongoing, or planned advocacy on COVID-19
prevention using digital/ printed/ broadcast/ collateral materials.

Public Information Officers (PIOs) of LGUs are also urged to

participate in the online training programs to be led by the DILG
and DOH to promote responsible journalism and accurate reporting
to foster credible information amid the pandemic and discarding
fake news.

Through a memorandum, Año directs LGUs to encourage citizens to

exercise new normal minimum health safety standards prescribed
by the World Health Organization (WHO) such as frequent hand
washing; cough etiquette; avoiding touching one’s face; observance
of at least one-meter physical distancing in public; regular
disinfecting of frequently touched objects and surfaces; isolating
oneself from others if feeling unwell and seeking of care, if needed;
avoiding confined and closed spaces with poor ventilation; avoiding
crowded places; and, avoiding close-contact settings, especially
where people have close-range conversations.
