Democratic Leadership Among the Barangay Executives in Lucban,

Quezon

Abstract

This study aims to the Democratic Leadership among Barangay Executives of


Lucban, Quezon. The respondent of this study are the 158 barangay Officials in Lucban,
Quezon. They are two types of evaluation used for the Barangay Executive: first, is Self-
evaluation. The Barangay Executive evaluate herself/ himself as a Democratic Leader.
Second, is Peerevaluation; which he/she be evaluated by his/her members, if their leader
has the qualification in Democratic Leadership Style. A self-structure questionnaire is the
instrument used in data gathering. The findings of the evaluations reveal that the
Barangay Executives of Lucban, Quezon in terms of communication, planning, decision
making and organizing have a general weighted mean 3.34, 3.01, 2.88, and 3.50. The
study is focused in identifying/ helping the barangay executives to execute their good
leadership skills among their constituents for them to be able to meet their goals, the
execution of the procedures in decision making for his/her to become a transparent
leader. A good leader is a leader by deeds and principles, respects his/her constituents,
firm in his/her decisions

Each of the respondents has different duties, responsibilities and functions. Their
responses to the instrument used reveal that all the Barangay Executives of Lucban,
Quezon are qualified for Democratic Leadership Style, age and gender do not affect them
in executing better leadership and there are no barriers in making them united in
communication, planning, decision making, and organizing.

Background of the Study

In the past years that the Local Government Code of Philippines “RA 1991” has an
effect in the Barangay, as the basic unit of governance, has remained in the head of a
many governmental programs. Until now the assistance were not reaped by them
because of the permeating the culture of traditional political clout that has already now
unclean even the new type of people who are now in public offices, to include those
elected. Barangay is the smallest republic in a political unit. Micro-government promises
to give people, to the grassroots, to have more room to work for themselves in their future
and having been process waylaid.

As a sangguniang kabataan chairperson, this prompted the researcher to evaluate


the Barangay Officials which includes the Barangay Captain, Sangguniang Barangay
Members, Sangguniang Kabataan Chairpersons in Lucban, Quezon. This study
evaluates the Barangay executives if they have the qualities of a leader in Democratic
leadership style among their constituents in terms of communication, planning, decision
making, and organizing.

Objectives of the Study

This research a study aims to evaluate and determine who practices the
Democratic Leadership among the Barangay Executive of Lucban, Quezon.

Especially, it seeks to attain the following objectives:

1. To identify the types of respondents in terms of:

1.1 Urban

1.2 Rural

2. To conduct the democratic leadership style as to:

2.1 Self-evaluation

2.2 Peer-evaluation

3. To evaluate the democratic leadership style of the Barangay Executive


in:

3.1 Communication

3.2 Planning

3.3 Decision Making

3.4 Organizing
4. To establish the significant difference on the evaluation of Democratic
Leadership Style of Barangay Executives as to the type of respondents and
type of evaluation.

Findings

Based on the research study conducted by the researcher, the following findings
are hereby presented in Democratic Leadership Style among the Barangay Executives in
Lucban, Quezon.

1. 1.1 In the Urban composed of 10 Barangays; and with 49 respondent has


31% percent. In urban has a middle standard mean of 3 the high standard
because some of them do not practice a participative leadership.

1.2 In Rural there are 22 Barangays covered and with 109 respondent has
69% percent. In rural area the officials are more likely and enhancing a
democratic or participative leadership.

2. 2.1 In Self-evaluation, The Barangay Executives has 19.6%. As the captain


of the barangay herself/himself is qualified on Democratic leadership style.

2.2 In Peer-evaluation. The Barangay Kagawad and Sangguniang


Kabataan Chairperson has 80.4%. Which mean the Barangay Captain are
totally representing a Democratic or participative leadership style.

3. 3.1 In terms of Communication, the self-evaluation has a total mean 3.51 it


was respectively described as Very High standard; and the peer-evaluation
has a total mean of 3.41 was respectively described Very High standard;
and the total average weight mean of evaluation on communication is 3.43.

3.2 In terms of Planning, the self-evaluation has a total mean of 3.12 it was
respectively described as High standard; and the peer-evaluation has a total
mean 2.99 was respectively described as High standard; and the total
average weight mean of evaluation in planning is 3.01.

3.3 In terms Decision Making, the self-evaluation has a total mean of 2.93
it described as High standard; and the peer-evaluation has a total mean
2.87 was respectively described Very High standard; and the total average
weight mean of evaluation in decision making is 2.88.

3.4 In terms Organizing, the self-evaluation has a total mean is3.60 it was
respectively described as Very High standard; and the peer-evaluation has
a total mean 3.48 was respectively described Very High standard; and the
total average weight mean of evaluation on organizing is 3.50.

4. 4.1 In terms of communication, the significant difference as the type of


evaluation by the self-evaluation and peer-evaluation is .271 percent; and
the evaluation as to type of respondent the Urban and Rural is .256 percent.

4.2 In terms of planning, the significant difference as the type of evaluation


by the self-evaluation and peer-evaluation is .129 percent; and the
evaluation as to type of respondent the Urban and Rural is .052 percent.

4.3 In terms of decision making, the significant difference as the type of


evaluation by the self-evaluation and peer-evaluation is .340 percent; and
the evaluation as to type of respondent the Urban and Rural is .772 percent.

4.4 In terms of communication, the significant difference as the type of


evaluation by the self-evaluation and peer-evaluation is .277 percent; and
the evaluation as to type of respondent the Urban and Rural is .502 percent.

Conclusion

Based on the findings, the following conclusion were by:

1. The Barangays of Lucban, Quezon has 2 areas the Urban and the Rural. Urban
area is smaller area which composed the 10 Barangays Rural area comes 22
Barangays,

2. The respondents show that self-evaluation of the Barangay Executives is 19.6%,


while the peer-evaluation is 80.4% percent from the participation of the Barangay
Councilor/ Kagawad and Sangguniang Kabataan Chairperson.

3. Barangay Executives in Lucban, Quezon maintained and applied the democratic


leadership style in their leadership to their barangays. Communication between
the leader and member has improved and has maintained the good relationship in
organization. In planning, a decision making and organizing the Barangay
Executives are open to let their councilors/ Kagawad to participate.

4. There is commonly in the assessment of the Democratic leadership style as to


the types of evaluation and types of respondents.
Recommendation

1. From the foregoing of the study it is recommended that a participatory


framework of governance should be mainstreamed and adapted at the barangay
level in order to achieve good decision making.
