CHAPTER 1

THE PROBLEM

Introduction

Punong Barangay also known as a barangay chairman, is the highest

elected official in a barangay ,the smallest level of administrative divisions of the

Philippines..

“islands for good practices to an archipelago of good governance through the

Barangay” Masangkay(2012)

Barangay, type of early Filipino settlement, the word is derived

from balangay, the name for the sailboats that originally brought settlers of Malay

stock to the Philippines from Borneo. Each boat carried a large family group, and

the master of the boat retained power as leader, or datu, of the village

established by his family. Barangay villages sometimes grew to include 30 to 100

families, but the barangays remained isolated from one another. Except

on Mindanao, the part of the Philippines where Islām first got a foothold, no

larger political grouping emerged. This fact greatly facilitated Spanish conquest

of the Philippines in the 16th century, since resistance remained uncoordinated

and sporadic. The Spaniards retained the barangay as their basic unit of local

administration in the islands.

Barangay is the smallest unit of Local Government Unit. The barangay

was the basic political unit existing in the Philippines before the arrival of the

Spaniards. When the Spaniards began their 1951 Philippine adventure, there

was no central Philippine Government. But Filipinos then already have a system

of government for they lived in group of about a hundred and thousand people in

villages that could support themselves and their beast of burden which called

Barangay. It was through the barangay that our forebears consulted on matters

of community interest. The revival of the Barangay under Presidential Decree no.

86 has contributed considerably in awakening the interest of our people and

broadening their participation in Government affairs, the conduct of their official

and other matters of public interest. Both the 1986 provision constitutional and

the 1987 constitution recognize the barangay as the basic local government unit

in the country. The barangay serves as the primary planning and implementing

government unit policies, plans, program, project and activities in the community,

and as a forum wherein the collective views of the people may be expressed,

crystallized and considered and where disputed may be amicably settled.

Public administration belongs to Government officials or Public Leader.

These leaders must be effective, dynamic and skilled. Leaders who are good

example to everyone, leaders who have ability to establish unity among people

with different race, needs and beliefs and the most importantly, leaders are well

aware on how to passed laws, approve programs, promulgate policies and

implemented them for the benefits of the people and leaders who can perform

their duties and responsibilities regardless of their profile

Arris and Timminis (1989) as mention by Osinsao (2014) indicated the

education somewhat affect work performance. The lower the education is level of

the less likely people would like better performance

Kotur (2014) in his article, it said that Education is nothing but adjustment

to environment. It implies that a person upon education, will adjust or at least

capable of trying to adjust to the environment, education brings about a change

in the behavior of a person to environment. This concept applies equally well

even to a leader. Upon education the leader will try to adjust to his or her

followers and this brings about a change in the leadership behavior of the leader.

Similarly to idea of Ajinkya Taranekar (2016) in the debate site that

education is not necessary, she said that a good politicians must be a good

leader, who can make good decisions, sympathize with people, have a vision for

the future and of course must know the way to get there. It doesn’t really matter,

if the person owns some degree or not,” what matters is his love for the nation.

The person should be honest, patriot and devoted to the country. And

unfortunately, there is no such degree bestowed for exhibiting these qualities”.

But in contrary, in the study of Mascarenes(2016) as cited by Acharya(2010)

which stated that if the person is educated he/she is more positive towards

changes and they are more receptive to new ways as compared to those having

low level of education.

But the qualification for Punong Barangay never mention that they should

be a high level of education for the Punong barangay to be elected. They must

also be literate, have no criminal records, and be mentally fit and knowledge of

the Philippine law. All individuals who have been declared insane or have been

sentenced for corruption, rebellion or have received any sanction of more than

eighteen months will be automatically disqualified.

On the other hand, the Local Government Code of the Philippines stated

that in each Barangay, there shall be a Punong barangay ,seven (7)

Sangguniang barangay members, the Sangguniang Kabataan chairman, a

barangay secretary, and a barangay treasurer. There shall also be in every

barangay a Lupong Tagapamayapa. The Punong Barangay is the Executive

head of the smallest government. He\She was elected by most of the citizens in

the community. He\She has the power to lead one barangay. Punong Barangay

also are in charge of organizing community programs and promote the welfare of

the community. Leadership Styles have significant effect not only in small

government but also in the Local Government Unit.

Moreover, according to section 388 of Local Government Code of 1991, Person

in Authority, For purposes of the Revised Penal Code, the Punong Barangay,

Sangguniang barangay members, and members of the Lupong Tagapamayapa

in each barangay shall be deemed as persons in authority in their jurisdictions,

while other barangay officials and members who may be designated by law or

ordinance and charged with the maintenance of public order, protection and

security of life and property, or the maintenance of a desirable and balanced

environment, and any barangay member who comes to the aid of persons in

authority, shall be deemed agents of persons in authority.

Performance, according to Acosta And associates (1991) as cited by Cadorna

and Velasco (2008), is equated with the local government response to

community needs for basic and essential public service. High performance result

from rational decision-making, optimal use of resources such as funds,

personnel, equipment and the delivery of basic public services in a timely as

sustained manner.

In addition to this, they mentioned that local government performance is

measurable trough discernible improvement in the quality of life of individuals,

the society, and more importantly the poor. The authors recommend that

performance be assessed in terms of local government capability. They stressed

that “ since the level of the local government ‘s capability determines its level of

performance, the higher the level of capability, the higher is the performance”.

Additionally, Cadoma (2008) stated that performance equated with the local

government’s responses to the community’s needs, particularly the provision of

basic and essential public services. High performance is the result of rational

decision-making, optimal use of resources such as funds, personnel, equipment

and the delivery of basic public service in timely a sustained manner.

Performance can be assessed in terms of the local government’s capabilities to

respond to the community’s need for the basic essential services. Local

government performance is then measurable through discernible improvement in

the quality of life of individuals, the society, and more importantly the poor.

Researcher will help in IEC, of the function, Duties and responsibilities of Punong

Barangay.

SEC. 389. Chief Executive: Powers, Duties, and Functions. – Punong

Barangay

(a)The punong barangay, as the chief executive of the barangay

government, shall exercise such powers and perform such duties and

functions, as provided by this Code and other laws.

(b) For efficient, effective and economical governance, the purpose of

which is the general welfare of the barangay and its inhabitants pursuant

to Section 16 of this Code, the punong barangay shall: Chan robles virtual

law library

(1) Enforce all laws and ordinances which are applicable within the

barangay

(2) Negotiate, enter into, and sign contracts for and in behalf of the

barangay, upon authorization of the sangguniang barangay;

(3) Maintain public order in the barangay and, in pursuance thereof, assist

the city or municipal mayor and the sanggunian members in the

performance of their duties and functions;

(4) Call and preside over the sessions of the sangguniang barangay and

the barangay assembly, and vote only to break a tie;

(5) Upon approval by a majority of all the members of the sangguniang

barangay, appoint or replace the barangay treasurer, the barangay

secretary, and other appointive barangay officials;

(6) Organize and lead an emergency group whenever the same may be

necessary for the maintenance of peace and order or on occasions of

emergency or calamity within the barangay;

(7) In coordination with the barangay development council, prepare the

annual executive and supplemental budgets of the barangay;

(8) Approve vouchers relating to the disbursement of barangay funds;

(9) Enforce laws and regulations relating to pollution control and protection

of the environment;

(10) Administer the operation of the Katarungang Pambarangay in

accordance with the provisions of this Code;

(11) Exercise general supervision over the activities of the sangguniang

kabataan;

(12) Ensure the delivery of basic services as mandated under Section 17

of this Code;

(13) Conduct an annual palarong barangay which shall feature traditional

sports and disciplines included in national and international games, in

coordination with the Department of Education, Culture and Sports

(14) Promote the general welfare of the barangay;

(15) Exercise such other powers and perform such other duties and

functions as may be prescribed by law or ordinance.

In the performance of his peace and order functions, the punong

barangay shall be entitled to possess and carry the necessary firearm

within his territorial jurisdiction, subject to appropriate rules and

regulations.

“Influence of Age and Gender on the Performance” Bhargava Kotur (2014)

while ,people go with the notion older, adults are normally effective leaders

because of the many years of experience they have, yet results of studies in this

area have not been definitive.

However, Bhargava and Anbazhagan (2014) reported that the age of

leader does impact that leader’s leadership style. The authors suggested that

older leaders may behave differently from younger leaders given a similar

situation

According to Marx (2007) in their article entitled “ Effect of Gender,

education , and age upon leaders” use of Influence Tactics and Full Range

Leadership Behaviors” that the leader’s level of education produced a significant

main effect on the followers , perception of transactional and transformational

behaviors. Significant differences were found among educational level groups for

individuals consideration; those leaders who had earned an advanced degree

exhibited the highest rating level in this obstacle. Leaders educational level

showed no main effect on rating of influence tactics.

CONCEPTUAL FRAMEWORK

Barangay Governance Performance Management System (BGPMS) is an

assessment tool for barangays that measures the effective delivery of service

and accomplishments in the performance. BGPMS provides a clear picture of the

performance and productivity level of barangays in the area of Governance.

Statement of the Problem

This study assessed the competencies of Punong Barangays and

performance and its impact on the development of the barangays in the

Municipality of Balbalan, Kalinga.

1. What is the profile of the Punong Barangays in terms of:

a. Educational Attainment

b .Sex

c. Age

d .Civil Status

e. Length of service

f. Training Seminar Attended Related to Punong Barangay Functions and

Responsibilities

2. What is the level of competence of the Punong Barangays in the

implementation of the barangay programs?

2.1 Are there significant differences in the level of competence of the

Punong Barangays in the implementation of the Barangay Programs

3. What is the degree of seriousness of the problems encountered by the

Importance of the Study

This study assessed the competencies of Punong Barangay Profile and

performance its impact on the Development of Barangay in the Municipality of

Balbalan, Kalinga.

The findings of this study would be beneficial to the following:

Future researchers, This study may be used as reference research that is related

to this topic.

Local Government Unit. This may be used study as a basis to address the

problems drawn to this research.

Punong Barangay. The result of this study was provided them an additional

knowledge regardless of profile.

Sangguniang Barangay. The Barangay Kagawad was benefited this study and

they can have a good relationship as they served the people in their Barangay

Public Administration researches. The study encourages public administration

researchers to look further on the performance of the barangay captain of the

barangay of balbalan.

Definition of Terms

The following terms are defined in the context of its usage in the study

Barangay. This refers to the smallest political unit of the government

Development. This refers to a process that creates growth, progress,

positive change or the addition of physical, economic, environmental,

social and demographic components.

Impact . This refers to the strong effect or influence that something has on

a situation or person.

Municipality. This refers to a city or town that has its own government to

deal with local problems. The group of people who run such a

government.

Performance . This refers to the action or process of carrying out or

accomplishing an action, task or function.

CHAPTER II

METHODS AND PROCEDURE

The chapter presents the research design, population and locale of the

study, data gathering tools, data gathering procedure and statistical tools use to

analyse all data that were gathered to the study.

Research Design

This study made used of the Descriptive type of research in presenting the

data on the profile of the Punong Barangays in terms of: profile of the Punong

Barangays in terms of: Educational Attainment, sex, age,civil status,length of

service and training/Seminar related to Punong Barangay functions and

responsibilities, the level of competence of the Punong Barangays in the

implementation of the barangay programs, the degree of seriousness of the

problems encountered by the Punong Barangay in the implementation of

barangay program and the factors affecting the performance of the Punong

Barangays in the implementation of barangay program

Scope and delimitation of the study

The study focused on the Punong Barangays profile and performance

and its impact on the development of the barangays in the Municipality of

Balbalan, Kalinga, long three (3) barangays of Balbalan, Kalinga, namely,

Mabaca, Buaya and Tawang.

Locale and Population of the study

The respondents of the study composed of the (9) Barangay Council,

comprises of three (3) Barangay Council Officers in each Barangay, five (5)

Barangay Tanod in each Barangay with a total of (15) Barangay Tanod, and 76

community which comprises the (Barangay Health Workers, Women’s

Organization, Youth, People Organization, Religious and Elderly), and are

selected randomly.

The study was conducted at the Municipality of Balbalan, Kalinga.

Balbalan is politically subdivided into fourteen barangays and we had chosen (3 )

three barangays namely: Mabaca, Buaya and Tawang, Balbalan, Kalinga.

Municipality of Balbalan was chosen as locale of the study because

majority of the Punong Barangay in Municipality of Balbalan are High School

Graduate, also mostly of the Punong Barangay were male.

Research Instrument

The questionnaire was the main data gathering instrument. The

questionnaire consisted of four parts: Part 1-To look the profile of the Punong

Barangays in terms of Educational Attainment, sex, age, civil status, length of

service and training seminar attended, Part II- To determine the level of

competence of the Punong Barangays in the implementation of the barangay

program , Part III- Determine the degree of seriousness of the problems

encountered by the Punong Barangay in the implementation of barangay

program and Part IV- To determine the factors affecting the performance of the

Punong Barangays in the implementation of barangay program.

Validity and Reliability of the Instrument

The content of the questionnaires were lifted from the study of Marx,

David B. (2007) and other questionnaire was adopted by Pielago (2015) and also

some contents were revised in order to suit the present study. The questionnaire

being lifted from a previous study is deemed valid and reliable.

Gathering Procedure

Upon the approval of the thesis proposal a letter request was sent to the

office of the Punong Barangay for his approval to conduct the study and to float

the questionnaire in his area of responsibility.

The researchers explained to the respondents the purpose of the

proposed questionnaire and assured them of their responses. After securing the

permission, the researchers floated the questionnaire after which they retrieved,

tabulated and analyzed with the help of a statistician.

From the retrieved questionnaire the information were collated and

tabulated for statistical treatment:

This study will make use of the statistical technique in analyzing the data

gathered.

The simple frequency and percentage count will be used to analyze the

profile of the respondents. The formula is:

Analysis of Variance (ANOVA).This was used to test if there was a significance

difference on the responses when grouped according to variables of age, sex,

civil status, and educational attainment.

The null hypothesis was accepted if the computed F- ratio was lesser than the F-

tabular value at .05 level of significance . On the other hand, the null hypothesis

is rejected if the F-ratio is greater than the F-tabular value at .05 level of

significance

This chapter presents the salient findings, presentation and interpretation

of the study on the profile of the Punong barangays and performance.

As presented on the age grouping, 32% are from the 31-40 years old;

25% are from the 41-50 years old; 24% are from the 21-30 years old; and 19%

are from the 51 years old and above.

As presented on the gender grouping, the female group got the higher

percentage of 53% or 53 respondents while the male group got 47% or 47

respondents.

The civil status grouping revealed that there are 48% or 48 respondents

that are married; 45% or 45 respondents are single; and 7% 0r 7 respondents

are widows.

As gleaned on the table, 46% or 46 respondents are 7-8 years in service;

20% or 20 respondents are 1-3 years in service; 19% or 19 respondents are 9

year above in service; 15% or 15 respondents are 4-6 years in service.

The educational attainment grouping presented that 53% or 53

respondents are college graduate; 24% or 24 respondents are college

undergraduates; 11% or 11 respondents are high school graduate; 10% or 10

respondents are high school undergraduate; and 2% or 2 respondents are

elementary graduate.

The trainings/seminars attended grouping presented that 26% or 26

respondents attended the Barangay development program formulation; 25% or

25 respondents attended the Disaster risk reduction and management seminar;

23% or 23 respondents attended the strengthening of barangay anti-drug abuse

council seminar; 14% or 14 respondents attended the Legislative orientation of

Punong Barangay; and 12% or 12 respondents attended the local government

trainings/seminars.

As cited on the table, the barangay councils perceived that level of

competencies of the Punong Barangays in the implementation of the Barangay

programs in the Municipality of Balbalan, Kalinga is moderately competent based

from the obtained total average weighted mean of 2.47.

The first highest sub-area mean 3.00 was acquired by the “Citizens

Participation”. This implies that the punong barangays are much competent in

conducting barangay assemblies and that the community are highly supportive in

the assemblies as shown on the table.

Ranked second was acquired by the “Social Services” having a sub-area

mean of 2.70 which implies that the social services offered by the barangay

much competent with the presence of the different health and nutrition program

implementers. This also implies that they advocate Health and Nutrition

Programs much competently with the presence of the following programs

“Operation Timbang”; “Oplan Food Supplementation”; “4s dengue prevention”;

and

“Senior Citizen Program”. The barangay councils rated the aforementioned

programs as much competent with weighted mean of 3.00, 2.78, 2.67 and 3.00

respectively.

“Transparency” was ranked third having a sub-area mean of 2.67 which

implies that the punong barangays are much competent in implementing

programs that entails the value transparency.

“Economic Development” acquired the lowest sub-area mean of 2.03. This

manifests that the punong barangays were moderately competent on the

economic development of the barangay were the study was conducted. The

program under economic development which was “Presence of farm product

collection and buying station” was rated as never competent implying that there

is probably no farm product collection and buying station in the barangay.

barangay legislations. The development planning of the barangay or municipality

was also perceived as moderately competent although programs such as

“Conduct of barangay development council meetings at least once every six

months”; and “Implementation of barangay development plan” were rated as

much competent as revealed by their weighted mean of 2.67. However, the

“Formulation of Annual Investment Program of the preceding year” was not

effectively implemented as evidenced by the weighted mean of 2.33.

“Revenue Generation” was ranked first with a sub-area mean of 2.59

implying that the barangay or municipality was moderately competent in

conducting programs in the revenue generation. As revealed on the table the

punong barangays had successfully ennacted barangay tax ordinance with public

hearing; Conducted barangay fund raising activity; and Implemented financial

management system following Commission on Audit (COA) standards as

evidenced by the weighted mean of 2.78, 2.75 and 2.67 respectively. However,

they were not competent enough in updating the barangay revenue code, and in

generating income from barangay economic enterprises.

Ranked second was acquired by the “Barangay Legislation” having a sub-

area mean of 2.55. This implies that the punong barangays were moderately

competent in enacting or implementing the barangay legislations although they

were significantly competent in formulating the Sangguniang Internal Rules of

Procedure and in conducting regular sessions as evidenced by the weighted mean of 2.67

and 2.74 respectively.

“Transparency” was ranked as the lowest as evidenced by its sub-area

mean of 2.30 or moderately competent. This implies that the punong barangays

were not regularly posting the barangay annual summary of income and

expenditures the preceding year in conspicuous place and in posting barangay

ordinance and resolution of preceding year in at least three conspicuous place.

As gleaned on the table, the three respondent respondents perceived that

the level of competencies of the Punong Barangays in the implementation of the

Barangay programs in the Municipality of Balbalan, Kalinga is moderately

competent based from the obtained total average weighted mean of 2.39.

The table further showed that the three respondents first ranked the

citizens participation as much competent with an average weighted mean of 2.78

implying that barangay assemblies were highly executed by the implementers

and were remarkably supported by the community.

The table showed that the three respondents second ranked the Barangay

Legislation as Moderately Competent with an average weighted mean of 2.58

implying that the barangay internal rules and regulation and Adoption of

resolution were good executed by the implementers.

The table showed that the three respondents third ranked the Social services

have an average weighted mean of 2.57 which implies that the social services

offered by the barangays is Moderately Competent with the presence of the

different Health and Nutrition Programs Implementers.

‘’Environmental Management’’ was ranked as the lowest having an average

weighted mean of 2.25. This implies that Punong Barangays are Moderately

Competent on the Environmental Management of the barangay were the study

conducted. The Program under Environmental Management which is

‘’Implementation of Clean and Green activities’’ was rated as never competent

implying that there is probably no maintaining of Sewage / Drainage Canal in the

barangay. Thus the programs under Environmental Management were not

successfully implemented.

“Economic Development” was ranked as the lowest having an average weighted

mean of 2.12. This implies that competencies under economic development are

not fully or successfully implemented.

Based on the table, the comparison of perception of the 3 groups of

Respondents on the Competencies of the Punong Barangay on the

implementation of the barangay programs got rating varying degrees. Of the

three Respondents, Barangay Council, Barangay Tanod and Community

answered ‘’Moderately Competent’’.

lack coordination that could highly impede the success of the implementation of

the barangay programs. The annual executive and supplemental budgets of the

barangay were not regularly prepared as shown by the table.

“Lack of coordination within the barangay development council preparing

the annual executive and supplemental budgets of the barangay” acquired the

highest weighted mean of 2.71 or much affecting. This implies that barangay

council do not fully coordinate with their colleagues in the preparation of the

annual executive and supplemental budgets of the barangay that led to the

failure of their programs.

“Educational attainment” acquired the second highest mean of 2.58 or

much affecting. This implies that the educational attainment of the punong

barangay significantly affects its performance thus affecting the implementation

of the barangay programs.

affecting the performance of the punong barangays in the implementation of the

2.36.

The table further showed that “Educational attainment” acquired the

highest average weighted mean of 2.75 or very much affecting. This implies that

the educational attainment of the punong barangay is significant in implementing

the barangay programs effectively and efficiently.

“Lack of funds” ranked second with an average weighted mean of 2.49.

This implies that the programs of the barangay were not fully funded thus led to

the failure of the implementation of the program.

‘’Poor Participation of constituents’’ ranked third with an average weighted

mean of 2.4. This implies that the programs of the barangay poorly participation

to the community.

‘’Poor delivery of services /Public services in promoting of general welfare of the

barangay the lowest ranked with an average weighted mean of 2.16. This implies

that the services poorly of knowledge and skills to performed responsibilities in

promoting of general welfare of the barangay

‘’ .Lack of enforcing all laws and ordinance which are applicable with the

barangay an average weighted mean of 2.03 .This implies that the barangay

ordinance or laws are not strictly imposed.

Based on the table , the comparison of perceptions of the three groups of

Respondents on the Factors affecting the performance of the Punong

Barangays in the implementation of the barangay programs got a varying

degrees. Of the three groups of Respondents ,Barangay Council, Barangay

Tanod, and Community ,answered much action.

The table shows that the f-computed ANNOVA which is 0.2415415 is less

than the F-critical which is 3.4668 at 0.05 level of significance. Hence, the null

hypothesis that there is no significant difference on the perceptions of the

respondents on the the factors affecting the performance of the punong

barangays in the implementation of the barangay program in the municipality of

Balbalan, Kalinga is accepted.

In other words, there is no significant difference on the perception of the

respondents.

CHAPTER 5

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the summary of findings, conclusions and

recommendations suggested to improve the performance of the punong

barangay in the municipality of Balbalan, Kalinga.

This study looked into the performance of the punong barangays in the

municipality of Balbalan, Kalinga for the year 2018.

Specifically, the level of competencies of the Punong Barangays in the

implementation of the Barangay programs in the Municipality of Balbalan,

Kalinga; the degree of seriousness of problems encountered by the Punong

barangay in the implementation of their program in the municipality of Balbalan,

Kalinga; and the factors affecting the performance of the punong barangays in

the implementation of the barangay program inthe municipality of Balbalan,

Kalinga.

The null hypotheses tested in this study were:

1. The level of competencies of the Punong Barangays in the implementation of

the Barangay programs in the Municipality of Balbalan, Kalinga is moderately

competent.

1.1. There is no significant difference among the perceptions of the

respondents on the level of competencies of the Punong Barangays in

the implementation of the Barangay programs in the Municipality of

Balbalan, Kalinga.

2. The degree of seriousness of problems encountered by the Punong barangay

in the implementation of their program in the municipality of Balbalan, Kalinga

is moderately serious.

2.1. There is no significant difference on the perception of the respondents

among the respondents on the degree of seriousness of problems

encountered by the Punong barangay in the implementation of their

program in the municipality of Balbalan, Kalinga.

3. The factors affecting the performance of the punong barangay in the

implementation of their program in the municipality of Balbalan, Kalinga is

moderately serious.

3.1. There is no significant difference among the perceptions of the

respondents on the factors affecting the performance of the punong

barangay in the implementation of their program in the municipality of

Balbalan, Kalinga.

A total of 100 respondents were involved in the study, 9 Barangay

Council, 15 barangay tanods, and 76 from the community.

The study made use of the descriptive method. A questionnaire was used

as the main instrument in gathering the needed data.

Weighted mean was used to determine the level of awareness of the

respondents on the level of competencies of the Punong Barangays in the

implementation of the Barangay programs in the Municipality of Balbalan,

Kalinga; the degree of seriousness of problems encountered by the Punong

barangay in the implementation of their program in the municipality of Balbalan,

Kalinga; and the factors affecting the performance of the punong barangays in

the implementation of the barangay program inthe municipality of Balbalan,

Kalinga.

To determine the significant difference among the perceptions of the three

groups of respondents, the single factor ANNOVA with significance at .05 alpha

level was used.

FINDINGS

The following were the significant findings:

Profile of the Respondents

Age. Respondents having ages from 31-40 years old had dominated the group.

Gender. The female group dominated the male respondents.

Civil Status. The study found the majority of the respondents are married.

Length of Service. The study found that majority from the respondents is on their

7-8 years in service.

Educational Attainment. The college graduate group had dominated all the other

respondents.

Trainings/Seminars attended. Majority from the respondents are had attended

Barangay development Program formulation trainings/seminars.

Level of competencies of the Punong Barangays in the implementation of the

Barangay programs in the Municipality of Balbalan, Kalinga

a. The barangay councils perceived that the level of competencies of the

Punong Barangays in the implementation of the Barangay programs in the

Municipality of Balbalan, Kalinga is moderately competent based from the

obtained total average weighted mean of 2.47.

b. The barangay tanod perceived that level of competencies of the Punong

Barangays in the implementation of the Barangay programs in the

Municipality of Balbalan, Kalinga is moderately competent based from the

obtained total average weighted mean of 2.31

c. The community perceived that level of competencies of the Punong

Degree of seriousness of problems encountered by the Punong barangay in the

implementation of their program in the Municipality of Balbalan, Kalinga

a. The barangay councils perceived that the degree of seriousness of problems

encountered by the Punong barangay in the implementation of their program

in the municipality of Balbalan, Kalinga is moderately serious based from the

obtained total average weighted mean of 2.12.

b. the barangay tanod perceived that the degree of seriousness of problems

encountered by the Punong barangay in the implementation of their program

in the municipality of Balbalan, Kalinga is moderately serious based from the

obtained total average weighted mean of 2.11.

c. The community perceived that the degree of seriousness of problems

encountered by the Punong barangay in the implementation of their program

obtained total average weighted mean of 2.33.

d. The null hypothesis is accepted.

a. The barangay councils perceived that the factors affecting the performance

barangays in the implementation of the barangay program in the municipality

of Balbalan, Kalinga is much affecting based from the obtained total average

weighted mean of 2.29.

b. The barangay tanods perceived that the factors affecting the performance

barangays in the implementation of the barangay program in the municipality

of Balbalan, Kalinga is much affecting based from the obtained total average

weighted mean of 2.40.

c. The community perceived that the factors affecting the performance

barangays in the implementation of the barangay program in the municipality

CONCLUSIONS

Based on the foregoing findings, the following conclusions were drawn:

1. There is no significant difference among the perceptions of the respondents

on the level of competencies of the Punong Barangays in the implementation

of the Barangay programs in the Municipality of Balbalan, Kalinga.

2. There is no significant difference on the perception of the respondents among

the respondents on the degree of seriousness of problems encountered by

the Punong barangay in the implementation of their program in the

municipality of Balbalan, Kalinga.

3. There is no significant difference among the perceptions of the respondents

on the factors affecting the performance of the punong barangay in the

implementation of their program in the municipality of Balbalan, Kalinga.

RECOMMENDATIONS

The following recommendations are offered to effectively improve the

performance of the punong barangay and the implementation o f the barangay

programs.

1. They should do their duties and responsibilities as a barangay officials in

their community and implements more programs to improve the

barangay

2. As the Economic Development the barangay should add Income

Generating Projects in order to sufficiently fund all their programs.

3. The community shall consider the Educational background of the person

they will elect as the Punong barangay.

4. The barangay Council, Barangay Tanod and the Community should

observe the coordination of the programs implemented.

5. The barangay council shall add ordinances subject to the current

problems and/or needs of the barangay.

6. Regular meeting shall be conducted. If need be, they shall call for special

meetings with the initiative of the barangay Captain. Through that,

coordination will be developed among the Barangay Council
