Core Competencies of Public Administration League of Students

(PALS) in SLSU-Lucban Batch 2004-2015

Abstract

This study aimed to determine the core competencies of Public Administration League of
Students in SLSU Lucban, Specifically, it sought to determine the background
characteristics of the respondents in terms of name, gender, position on the organization
of the Executive Committee and position in present work; to assess the core
competencies of the executive committee of Public administration League of Students in
terms of: communication, critical thinking, character development and career and
vocational development; and to determine the significant difference on the core
competencies of executive committee as assess by the respondents where grouped
according to their developed profile. Majority of the respondents are females with a
numerical value of fifty eight (58) or 65.9% of the total surveyed respondents. It is followed
by the male with the numerical value of thirty (30) equivalents to 34.1%. all in all, there
are 88 respondents with a numerical value of 100.0%. showing the frequency percentage
of the respondents in terms of position in the organization; these positions summed up to
eighty eight (88) or 100.0%. President to Secretary have the same frequency and
percentage which is nine (9) or 10.2% and ten (10) or 11.4% PRO has the highest
frequency and percentage with eighteen (18) or 20.5%, and the lowest are from the Sports
Committee and Documentary with one (1) or 1.1%. Most of the respondents worked as a
administrative staff, representing the frequency and percentage of one (1) or 1.1%.
Administrative Support has its frequency of two (2) and percentage of 2.3%, followed by
the Call Center Agent three (3) or 3.4% with the greatest frequency and percentage;
Unemployed have the same result too, three (3) or 3.4%. Sum up to eighty eight (88) or
100.0% of their Present Work. The Core Competencies of Public Administration League
of Students in Southern Luzon State University, showed relatively positive responses with
numerical data of 3.61 weighted mean. Hence, it could be inferred that the communication
development is “highly competent”; with numerical data of 3.52 weighted mean. Hence,
it could be inferred that the provision of Critical Thinking are “highly competent”; the
respondents are strongly agree of all the statements with weighted mean to 3.42, 3.63,
3.25, 3.46, 3.65, and 3.48 in character development which fall under “highly competent”;
and reactions of group of respondents on Career and Vocational Development, as
described in the table above, all respondents strongly agree on the statements, resulting
in computed average weighted mean of 3.53, respectively. The significant differences in
the level of core competencies in terms of gender, as perceived by the respondents in
terms of communication has it p-value of .399, critical thinking.143, character
development .373 and lastly in career and vocational development .267, which they are
not significant, respectively. the level of core competencies in terms of relation to position
in communication; it has a p-value of 0.052, too close for the result of .05 to be able called
or having an analysis of significant. Next is critical thinking; with the p-value of 0.225, not
significant. Character Development and Career and Vocational Development are not
significant too, with the p-value of 0.151 and 0.159. Based on the findings and conclusion,
the following recommendations are: Actively participate in the activities that develop the
skills and talents of the students of PALS. And applying learned skills also to real life. The
faculty department and members of Public Administration should strengthen their
programs and advance their studies as it promote positive work attitudes. Practice further
accountability and transparency of Executive Committee within the member. To develop
and strengthen skills future careers.

Background of the study

Bachelor of Public Administration is a course that prepares and develops students


to assume professional positions in public service and management, including non-
government agencies. This course was approved by virtue of Resolution No. 221, s.1999,
BOT 61st Regular Meeting. August 5, 1999.

The course aims to provide a broad overview of the scope and complexity of both
phenomena of the government and Public Administration, to provide analytical and
comprehensive perspective in Public Administration, to acquire breeding for professional
careers in public service, and to provide training for responsible and effective future
leaders.

In the eighteen years of existence, the yearly Executive Committee of Public


Administration League of Students is a part of the department big success by contributing
their knowledge, skills and abilities to work on yearly activity and for serving the fellow
students. It proves that Public Administration students can apply their knowledge to
practical setting. It serves as their training field to enhance their knowledge in handling
an organization and develop leadership skills, to be effective future public servants and
active members in society. We are interested in this study to determine the Core
Competencies of Public Administration League of Students in Southern Luzon State
University.

Objectives of the Study

The foremost purpose of this study was to determine the Core Competencies of
Public Administration League of Students (PALS) in SLSU-Lucban Batch 2004-2015:
Specifically, this study sought to answer the following questions:
1. To know the demographic profile of respondents in terms of:
1.1 Name
1.2 Gender
1.3 Position in the Organization (Executive Committee)
1.4 Position in thePresent Work

2. To assess the core competencies of the executive committee of Public


Administration League of Students in terms of:
2.1 Communication
2.2 Critical Thinking
2.3 Character Development
2.4 Career and Vocational Development

3. To determine the significant differences on the core competencies of


Executive Committee as assessed by respondents were grouped according
to their profile.

Findings

Based on the gathered data, the following were the findings:

1. The respondents were eighty eight (88) former Executive Committee Officers of
Public Administration League of Students.

2. The level of core competencies developed by the Executive Committee Officers


of Public Administration League of Student Batch 2004-2015 are as follows:
2.1 In terms of communication, it showed relatively positive responses from
the respondents with numerical data of 3.61 weighted mean. Hence, it could
be inferred that the communication development is “highly competent” with
weighted mean, of 3.67, 3.64, 3.60, 3.58, 3.59, 3.59, respectively;

2.2. In terms of Critical Thinking, it showed relatively positive responses


from the respondents with numerical data of 3.52 weighted mean. Hence, it
could be inferred that the provision of Critical Thinking are “highly
competent” with weighted mean of 3.55, 3.55, 3.53, 3.48, 3.53, 3.47,
respectively.

2.3. In terms of Character Development, it shows that the respondents are


strongly agreed of all the statements with numerical data of 3.48 weighted
mean. Hence, it could be inferred that the provision of Character
Development are “highly competent” with the weighted mean of 3.42, 3.63,
3.25, 3.46, 3.65, and 3.48, respectively.

2.4. In terms of Career and Vocational Development, it shows the the


accumulated reactions of respondents strongly agree with all the
statements with numerical data of 3.53 weighted mean. Hence, it could be
inferred that the provision of Career and Vocational Development are
“highly competent” with weighted means of 3.35, 3.59, 3.64, 3.44, 3.66,
3.52, respectively.

3. There are no significant differences in the level of core competencies in terms


of gender, as perceived by the respondents in terms of communication has it p-
value of .399, critical thinking.143, character development .373 and lastly in career
and vocational development .267, which they are not significant, respectively. And
the level of core competencies in terms of relation to position in communication it
has a p-value of 0.052, too close for the result of .05 for it to be considered

Character Development and Career and Vocational Development are not
significant too, with the p-value of 0.151 and 0.159, respectively.

Conclusions

Based on the findings revealed, the following conclusions are drawn:

1. Respondents are equally and properly represented in this particularly study.

2. The recently concluded study revealed that the level of core competencies of
the respondents are fully developed; it shows that being part of Executive
Committee Officers in Public Administration League of Students Batch 2004-2015
greatly helped and developed their skills for their future careers.

3.There are no significant differences in terms of gender as related to their core


competencies such as communication, critical thinking, character development,
and career and vocational development. Finally, it has no significant differences
too, but in terms of relationship to position when it comes to the level of core of
competencies, it has a significant difference.

Recommendations

Based on the findings and conclusion, the following recommendations are:

1. Actively participate in activities that develop the skills and talents of the students
of Public Administration League of Students.

2. The members of Public Administration should strengthen their programs and


pursue advanced studies as this it promotes positive work attitudes.

3. The Executive Committee should practice dedicated service, accountability and


transparency especially among the members.

4.Develop and strengthen skills towards better career plan for them to attain their
vocation paths.
