What is GIDA ?
PHYSICAL FACTORS
 isolated due to distance, weather conditions and transportation
difficulties

Island Communities
- an island barangay/municipality belonging to the 4th to 6th class,
with an area of less than 50,000 hectares
Island Communities
Classified as:
• isolated at certain period of time due to weather conditions
• next higher level of care is inaccessible and hard to reach due to
transportation difficulties
• quality health care is limited
• prevailing health condition is poor
• indigenous capabilities of people/families to manage their health
needs
• existing resources are inadequate
Upland Communities
 group of people occupying, tilling or living within
lands/terrain classified as hilly to mountainous
 land comprising marginal lands with
slopes of 18% or higher
 lands within mountain zones including
table lands and plateaus lying at high
elevation
Lowland Communities
 coastal/riverbank communities where minority group of people
lives and make a living

Landlocked Communities
 cluster of communities in a valley where they are separated from
the center of activities providing basic services
Communities with poor access to basic
health services
Hard to reach

Why Identify GIDA/IP?

Roles/Deliverables for UHCIs:
1. Assist the Local Government Units (LGUs) in identifying and listing
of GIDAs and IP communities
2. Establish and maintain database on GIDA and IP at the city or
municipal level
3. Lobby to the MHO for the prioritization of GIDA and IP
communities in planning, resource mobilization and local policy
formulation
4. Select and recommend areas for GIDA/IP technical assistance and
fund augmentation
5. Coordinate with other agencies and stakeholders concerned in the
implementation of health programs and other health related activities
6. Document best practices for replication
