Regional Orientation on the

Revised Child-Friendly Local Governance Audit


What is CFLGA
• It is a mandatory audit system for measuring local governance performance in
the delivery of services that would generate positive results for children.
Objective
General
• To assess the performance of the LGU in implementing child-friendly policies,
programs, projects, and services.

Specific Objectives
• To determine the level of performance of the LGUs;
• To identify priority areas to improve the situation of children;
• To utilize CFLGA result as basis for planning and programming;
• To determine areas for technical and/or financial assistance; and
• To recognize good LGU performers
What it means to be child-friendly
The LGU gives priority to children in planning, budgeting, legislation and delivery of
services and is able to assure that all children’s needs are addressed and their
rights to SURVIVAL, DEVELOPMENT, PROTECTION and PARTICIPATION are upheld.

Scenario (1): In case the LGU reports the lack of supplies for immunization owing to
logistical concerns of the health system, the IMTF may give consideration provided the
LGU can show proof of received request for the supplies [vaccines] needed dated a
quarter prior to the audit.

Scenario (2): In instances wherein the child transfers to another LGU before being fully
immunized, the child is counted in the LGU where he/she completes the immunization.
The Target Client List (TCL) record in the Barangay Health Station (BHS) should be able
to show where the child’s immunizations were taken prior to his/her transfer. As to the
original LGU where the child came from, its total population should not include the
aforementioned child

Scenario: In cases wherein the LGU reports that the lack of recognized / accredited
CDCs/LCs is due to the lack of evaluators, the IMTF can look into the following MOVs:

• Result of the internal assessment conducted by the LSWDOO/ECCD Focal Person and
the CDT/W or Administrator/Principal/Director of the public or private CDC/LC,
respectively;
• Proof of request for the external assessment and reason for the delay in the site visit.
