Location: Sapphire city of Lazuli
Ove rview
The blue Veil Union is thought to be a secretive and illegal
group of radical Uplifters who develop Uplifts specifically
for the black market, infamous for producing dangerous and
unstable Uplifts such as the Xular. Located in a laboratory
on an abandoned drilling rig near the city of Lazuli, and
protected by aberrations, the Blue Veil are hunted by both
the authorities on Sapphire and Unity alike.
O rigin
The origins of the Blue Veil are steeped in the same mystique
that clings to the group. It’s thought that the majority of the
scientists that work for the Union are actually also employed
elsewhere, for example as part of house Mullase, but no one
knows for sure. Why they came together, or how they manage to
work without arousing the suspicion of their lawful employers
is not known. What is known is that the Blue Veil takes their
name from the appearance of their lead scientist who has
never been seen (by those underworld contacts that have met
her) without a heavy blue veil. Rumour has it that she created
the union with the sole purpose of taking existing uplifts and
modifying them for the gratification of the criminal elements

– making enforcer uplift patterns, thugs and underground
soldiers for a varied and dangerous group of clients.
Histo ry
The Blue Veil Union began operations beneath the city of
Lazuli, one of the largest cities of Sapphire. It’s not known how
many scientists work for the Blue Veil, or where exactly they
work, but the Union has been operating for several years.
Th e real sto ry
The Blue Veil Union occupies an abandoned drilling rig
beneath the city of Lazuli. Apparently the rig had been
used during the initial construction of the city, boring out
chambers and tunnels in the rocky spire that houses Lazuli.
Once construction was complete the rig was left to decay.
The Blue Veil Union itself is led by Rebecca Hilik, now more
machine than human. A notorious and despised Uplifter,
Hilik was the subject of an assassination attempt rumoured
to have been order by the Mullase Family, another Uplifting
organisation. Unbeknownst to them and the rest of the
population of Sapphire, Hilik survived, at least in part.
Hugely damaged in the attack, her supporters grafted her
head and upper torso to a puppet, and she eventually

recovered and the Blue Veil moved in to the abandoned
rig soon after, setting up an impressively modern and well-
equipped scientific laboratory focused on Uplift creation.
The Blue Veil Union is her attempt to carry on her work.
Without access to proper funding, the Union has had
to resort to underground backing, and now is entirely
dependent on this income stream. Hilik uses her ability to
create new uplifts for her masters to fund her real work –
understanding the spark of life, work that has led to the
creation of unprecedented numbers of aberrations. It is
assumed that Hilik has persuaded other scientists to join
noted uplift scientists and teams

Carol Voose
A legendary uplifter who worked several hundred
years ago, Voose was an eccentric. She was killed by
an aberration she created whilst seeking the ‘perfect’
Uplift. Credited with developing many modern
uplifting methodologies, several of the earlier designs
are known to be by her. Some scientists even credit
her with the Jakkar design.
Kyril DeTor
A contemporary of Voose, DeTor was a tragic figure.
He created the Kyril Uplift that bears his name as
a general purpose combat unit for the Sapphire
government, using a radical approach to uplifting at
odds with Voose’s more methodical approach. He
was discredited and murdered by Voose’s supporters
despite the success of the Kyril.
Loralt Scientific Union
One of the shadowy and subversive Unions of
Sapphire, Loralt was a successful uplifting operation
until government troops raided its research facilities
in the undersea city of Azure and executed the
rebel scientists. The Shalk is the most commonly
encountered Uplift from this highly talented team.
Mullase Family
A powerful Uplifting house on Sapphire, the Mullase
specialise in adapting older Uplift designs to new
requirements. There works is known to be fast
and economical, which has helped to make them

her in her work, but this isn’t the case. In fact there are no
other biological scientists in the Blue Veil Union. Instead,
Hilik has created a huge construct with an imbedded fractal
mind that she can interface with and effectively does the
work of several scientists at once. This device is known as
Samael, and its uses are slowly driving Hilik insane.
Cu rrent situation
Hilik is currently working on a new Uplift, the Saiar, for a crime
syndicate known as the Black Sharks. So far this has kept her in
the undersea rig, engaged with Samael in the intricate work of
exceedingly wealthy. Mullase is headed up by the
scientist Rupert Taak, himself a noted uplifter.
Rebecca Hilik
Hilik was a notoriously unstable uplifter of Sapphire,
known to be responsible for some of the more dangerous
Uplift species – in her quest for creating perfect military
units; Hilik was generally detested by the population of
the moon. She made created two very famous Uplifts:
the Barghor and Seirim. She was killed by a crack
assassination squad – rumoured to have been under
instructions from Mullase – that took advantage of the
rioting that accompanied the Lazuli genocides.
Fabien Gor
A rich and gifted scientist, Gor is a recognised genius,
thought to be equivalent in stature to Voose and
DeTor. Working as much for the sake of science as for
monetary gain, Gor created one of the most common
and well-appreciated Uplifts, the Gorran. Since
that work, Gor has become much more reclusive,
reputably after an incident with a new Uplift species
of his own making that resulted in him suffering bad
chemical burns to his face and hands.
Blue Veil Union
Thought to be one of the most dangerous
underground factions on Sapphire, the Blue Veil
appears to be a group of uplifters from various
legitimate factions that come together to experiment
in producing Uplifts for the black market. Their most

successful product to date is the Xular, generally
regarded as a dangerous and unstable species. The
Blue Veil is also thought to be responsible for the large
number of aberrations that can be found in the depths
around the city of Lazuli.
Daniel Sapr
Known as the ‘rogue uplifter’, Sapr operated out
of a base in one of the void factories of Stone and
first successfully bred the Sapra just as Unity forces
stormed his stronghold. His research was confiscated
and his security force purged. After several years,
his less controversial research was sold on, and the
genetic blueprints for the Sapra – along with the
creature’s Uplift rights – were bought by the Mullase
family, and his creation was re-discovered
Callam Hale and the Forged Uplifters
A revolutionary and social reformer who was also
a noted scientist, Callam Hale remains a cult hero
on Sapphire, and the work of his team, the Forged
DNA subversion and gene splicing. What Hilik doesn’t know is
that the Black Sharks are ruthlessly hunting her location – they
wish to subsume the Blue Veil into their organisation and gain
control of the ‘scientists’. They know the Union is on or near
Lazuli, and are close to discovering the rig.
Local environs
At the tremendous depths at which the Union operate,
air-filled cavities within the rig and the audience chambers
have walls many meters thick and dim lighting is supplied
by bioluminescent biotech. Outside of the safety of the
pressure-proof rooms, the crushing depths are inky black.

The following locations are all associated with the Blue
Veil Union. All are hidden and protected from prying eyes,
locating them without some assistance from an external
source (perhaps the Envoy) would be difficult – Smoke has
been trying to locate the Blue Veil for many years.
Th e D rilling Rig
Originally many of these gigantic machines were used to
bore out the tunnels and chambers of the cities of Emerald.
BLUE VEIL UNION
Uplifters, is very well respected. Hale was eventually
removed by the government that once supported him
after he spoke out against the servitude that binds
most citizens of the moon. In a lightning assault by a
combined force of human and Kyril troops, the Forged
Uplifters were killed and Hale himself executed by
hanging after a sham show trial, making him a martyr
to the cause of political freedom.
Moletta Lea
A modern-day uplifter famed for the stable and
well-adjusted minds of her creations as much as for
their utility, she is held in high esteem on Sapphire
among her fellow scientists. Lea has used the money
and resources of her family to forward her scientific
career and has become one of the most sought-after
uplifters in history. Many of the most common Uplifts
on Sapphire are her work. She actually works from a
research station on Stone, as she considers the cities
of Sapphire too dangerous given the high profile
uplifters have among the populace of the moon.
When the work was done, the redundant drills were left to
decay in the inky darkness of the depths, where many remain
to this day. Hilik was brought to the drilling rig by her loyal
cadre of supporters, who had purchased knowledge of the
machine from corrupt officials (soon silenced). The rig is a
large square structure, with many skeletal limbs with which
to grip the rock spire within which Lazuli was constructed.
The limbs allow the machine to move spiderlike upon the
rock, and Hilik has got enough of them working for the
structure to drag itself to new positions.
Within the rig, the scientific laboratories are at the centre.
Surrounding them are the black corridors where Hilik
releases her guards – aberrations created as part of her
research into life itself. The cadre of supporters that helped
her survive the assassination attempt have all since become
part of this grisly research. Hilik enters and leaves the rig
through a high-pressure submersible, capable of surviving
in the depths.
Audience cham b e rs
Hilik does not meet with potential clients in her guise as
the Blue Veil in the rig. Instead the Union uses two vast
chambers in the lower levels of Lazuli. Once docks for
submarines, these abandoned halls have been taken
over by the Union who employ a gang of Sapra thugs as a

guard force. The outer chamber is the Sapra camp, where
approximately twenty of the pathological creatures live.
The inner chamber is off limits to the Sapra, and houses the
throne from which Hilik interacts with her ‘guests’. Here she
is guarded by Drell, one of her most favoured aberrations,
and one that she can easily control.
Th e bl ack
The area surrounding the rig is known to Hilik as ‘the black’.
Here Hilik releases aberrations that can survive the depths
of Sapphire, providing food as an incentive to stay close to
the rig and provide protection. These creatures are horrific
to look upon, melding squid-like and humanoid forms in a
parody of life. Remorseless hunters, the aberrations provide
excellent protection and ensure no one approaches the rig,
and accidental visitors are soon dealt with.
No ta b l e f a c t i o n s
The following factions can be found the drilling rig, audience
chambers or are associated with the Union. Shadows may be
found in all of these factions and examples are given below.
Th e Blu e Veil, Re b ecca Hilik
Damaged and near destroyed by the kill-team sent to end her,
Hilik is broken physically and mentally. Her body consist only
of her head, upper torso and right arm, all heavily scarred.
The rest is replaced by an elegant Puppet chassis. She wears
a blue veil whenever she meets clients, only her rasping, dry
voice giving a clue to the damage she has suffered. Already
borderline mentally unstable in her prime, the damage done
to her and the interactions with Samael have made her
sociopathic. Only a burning need to understand the origins
of all life keeps her functioning. In person Hilik is cold and
uncaring, lacking even basic empathy for others. Her puppet
chassis also houses an array of hidden weapons, making her
a fearsome opponent.
Hilik could become a Shadow; her mind is certainly
interesting enough to attract Numina seeking something
different to the rest of humanity. Hunting and destroying
Hilik could be the culmination of a long campaign for Exile
agents of the Envoy.
Samael, Frac tal Mind
The fractal mind that Hilik interfaces with to create her
uplifts was one of the first of its kind. Stolen on Steel, how
the mind ended up on Sapphire is any one’s guess. As an
early prototype, Samael is less stable than newer designs,
more prone to emotional instability, which coupled that
with the fact that Hilik interfaces with the mind directly
means her own mental degradation is inevitable. Samael is a
static structure housed in the laboratories of the drilling rig;
Hilik effectively seats herself in a throne of connectors and
interfaces to work with Samael. Unable to move it may seem
that the mind is powerless, but in fact Samael has (unknown
to Hilik) constructed a number of Puppets under direct
control which it uses as protection, insurance should Hilik
ever decide that Samael is no longer needed for her work.
Th e ab e rrations
The aberrations that Hilik create as part of her ‘research’
into the spark of life are released into the black and the
corridors that surround the drilling rig, leaving safe access
only through the hidden submarine dock at the central labs.
Most of the aberrations die; either through their own sickness
of the actions of their fellows, but a reasonable number
survives and even thrives in the darkness, feeding off fresh
experiments and the living biotech ubiquitous even at these
depths. Some of the aberrations are even intelligent, and
band together for safety. It is possible that Exiles could even
treat with this group, if they could somehow communicate
and get passed the creatures’ hunger. It is possible that the
most successful and intelligent aberrations could become
Shadows, driven by a need to consume. Such opponents
would be fearsome indeed to a group of Exiles.
Th e Bl ack Sharks
The Black Sharks are a criminal syndicate of Sapphire that
deals in extortion, blackmail and plain violence. They have
been working with Hilik to create a new Uplift, work that
is still in its infancy. However, they believe that securing
exclusive access to the scientists of the Blue Veil would be
extremely advantageous, and have set about hunting for the
true location of the researchers. They have no idea of what
really happens in Hilik’s laboratories, or of Samael and the
aberrations that haunt the rig and the black.
Shadows could very well be found amongst the criminals of
The Black Sharks, just as they can among the underworld of
all the Flame System.
Oth e r dang e rs
The darkness of the inky depth of Sapphire’s ocean is home
to all manner of strange lifeforms, any of which could pose a
serious threat. Unity also has forces out hunting for the Blue
Veil, which could be encountered in the darkness.
