According to OECD, Covid 19 are  extremely damaging these impacts to agricultural


production, nutrition, as well as the livelihoods of farmers, fishermen and others in the
food supply chain would primarily rely on short, medium and long-term policy
responses. Governments must handle several demands in the short term: contributing
to the health crisis, managing the effects of the economic shock, and ensuring the
smooth processing of the food system. In the short term, the pandemic poses several
serious threats to the food system, It also offers an opportunity to drive improvements
throughout the agribusiness sectors in order to create strength and resilience of a
variety of challenges, including environmental issues.

As reported by reliefweb, on 8 March 2020, the Philippine government declared the


State of Public Health Emergency to address COVID-19. On 13 March 2020, the
government imposed enhanced community quarantine (ECQ) over Luzon.
Subsequently, similar measures were imposed throughout the country, including in
Mindanao, and especially in Bangsamoro Autonomous Region in Muslim
Mindanao (BARMM). Focusing on food security, the team comprising FAO, IFAD
and the Department of Agriculture (DA) emphasized first on the country's major
population centers with the highest concentration of households, namely: Manila
Metro, Cebu Metro, Davao Metro.

Several demand shocks are likely to promote variations between the predicted
normal increase and the major increase for the year during the short-term one-year
timeframe (2020). African Swine Fever (ASF), avian influenza (AI), fall
armyworm (FAW), and adverse climate outbreaks are the hits. For the first quarter
of 2020, the short-term development issues facing agriculture have been
sufficiently serious to affect the estimated  growth.
