Introduction
1.0 INTRODUCTION
1.1 Collooney Wastewater Treatment Plant.

The WWTP serving Collooney is located on Union Road, adjacent to the N4, it is an
extended aeration plant which was designed to cater for a population equivalent of 1,400.

The older parts of Collooney are served by a combined system with newer areas of the
town being served by a separate surface water drainage system. Pump stations at
Knockbeg, Riverwalk, Highwood Park & Radharc Na hAbhainn pumps into the system.

The existing WWTP consists of

There is also a storm water overflow facility from the treatment works, located at the inlet
to the plant. In periods where there are large stormwater flows, flows above the design
capacity of the plant overflows by weir to the Owenmore River.

Final Effluent Discharge from the treatment plant is to the Owenmore River
(TPEFF2700D0093SW001) which runs adjacent to the treatment works via a 300mm
discharge pipe ending in a flap valve.

1.2 Annual Environmental Report

This Annual Environmental Report (AER) has been prepared in accordance with the
requirements of Condition 6.10 of the EPA Wastewater Discharge License No. D0093-01
issued on the 9th March 2011 for the Collooney Agglomeration & Schedule D of the said
license reproduced below.

This is the third AER to be submitted under the Collooney License issued 9th March,
2011.

1.3 2013 Summary

This AER was carried out in accordance with the EPA document “Guidance on the
Preparation & Submission of the Annual Environmental Report for Waste Water
Discharge Licenses for 2012” revision no.1, issue no.3 and in compliance with Condition
6 and Schedule D of the WWDL which sets out the contents required of the AER.

Monitoring Reports
There was Seven (7) number compliance issues relating to this license for the 2013
reporting year, these related to 7no Ammonia, 1no T.S.S, 2 No. Orthophosphate ELV and
1 No. Suspended Solids exceedances (a record of which can be found in Section 3.2
Reported Incidents Summary

Operational Reports
There were no complaints relation to the agglomeration in 2013 and all reportable
incidents were made to the EPA via the online EDEN system as and when the incident
was noticed.

Infrastructure Assessment & Programme of Improvements


The SWO’s were inspected & assessed by Sligo County Council in January 2013 to
determine compliance with the requirements of DoEHLG Document ‘Procedures and
Criteria in relation to Storm Water Overflows, 1995’. Details of the inspection completed
are included in Appendix 6, as per Part 4
The Sewer Integrity Assessment Toolset (Appendix vii) was completed and a risk
assessment score of “Low Risk” was achieved. In order to further reduce this risk
assessment scores the items within Section 4.2.1 will need to be addressed.
The implementation of any outcomes from these assessments will be dependant
Departmental funding and approval.

Environmental Liabilities & Financial Provisions


The Owenmore River was assigned a biological quality rating of Q3 (Moderately
polluted) at the upstream monitoring station and Q4 at the downstream monitoring station
in 2009. The Owenmore River is classified as at risk of not achieving good status. The
water body must maintain 'Good' status in order to comply with the Water Framework
Directive (WFD).
It is considered that management procedures already in place are adequate to maintain the
discharge at a quality that complies with the license conditions and does not significantly
impact on the sensitive environmental receptors. The plant caretaker/technician have
implemented procedures which are continually reviewed to manage the identified risks at
their current levels and to reduce them further in as far as is reasonable possible

License Specific Reports


Based on the ‘Guidance on the Screening for Priority Substances for Waster Water
Discharge License’, it can be concluded that when the analysis was compiled by City
Analysts Limited in 2011 on behalf of Sligo County Council there were no elevated
levels or exceedances of the Priority Substances as outlined in the European
Communities Environmental Objectives (Surface Waters) (Amendment) Regulations
2012

2.0 Summary of Monitoring Reports
2.1 Summary Report on Monthly Influent Monitoring.

Condition 4.15 of the WWDL states “The licensee shall carry out monthly monitoring of
the influent stream to the waste water treatment plant for cBOD, COD, Suspended Solids,
Total Nitrogen and Total Phosphorus in order to measure the mass loadings and removal
efficiencies within the treatment plant.

Appendix 1 shows all Influent Monitoring Results for the year, together with all
available daily flows.

2.1.1 Discussion of Influent Monitoring Results

Table 1 shows an average Influent flow of 347m3/day (4l/sec) over the year and an
average influent BOD of 326mg/L, this equates to a BOD load of 113 Kg/day and a
population equivalent of 815 (@ 60g BOD/hd/day).

2.2 Discharges from the Agglomeration

Condition 4.1 of the License states “The licensee shall carry out such sampling, analyses,
measurements, examinations, maintenance and calibrations as set out below and in
accordance with Schedule B :Monitoring, of this licence.

There are three (3) discharges from the agglomeration, the Primary Discharge Point
(TPEFF2700D0094SW001) & two (2) storm water overflows (SW2 & SW3).

The primary discharge from the works is to the Collooney stream which is a tributary of
the Owenmore River.
The storm water overflow at the treatment works is in place should the inlet works
exceed the design capacity, overflow will take place and this overflow will rejoin the
treated effluent prior to discharge.

The Treatment Works and all discharge points are shown on the attached map.

There are no secondary Wastewater discharges in the Agglomeration.


Schedule B of the Discharge License sets out the Parameters & the Monitoring
Frequency with which testing/analysis has to be undertaken for the Primary Discharge
Point (TPEFF2700D0094SW001). The parameters to be tested & frequencies are as
follows:

shall be carried out at a frequency agreed by the Agency.

the Discharge License.

2.2.1 Discussion of Effluent Monitoring Results

pH
The Emission Limit Value (ELV) is 7.0 to 9.0. The average daily pH over the
year was 7.66. All pH samples were within the ELV.

Temperature
The Emission Limit Value (ELV) is 25Deg C Max. The average temperature over
the year was 8.36. All temperature samples were within the ELV.

Carbonaceous BOD
The ELV is 25mg/l. All samples taken during 2013 were in compliance with the
ELV with the average cBOD leaving the plant being 8.25 mg/l.

COD
The ELV is 125mg/l. All samples taken during 2013 were in compliance with the
ELV with the average COD leaving the plant being 41.33 mg/l.

Total Suspended Solids


The ELV is 25mg/l. there was one exceedance of the ELV on a sample taken on
the 05th November, 2013, showing a value of 50mg/l.
Ammonia
The ELV is 5 mg/l. there was 7 exceedances of the ELV on samples taken on
15/01 (6.645 mg/l), 12/02 (5.553 mg/l), 05/03 (36.143 mg/l), 09/04 (52.976 mg/l),
14/05 (11.770 mg/l), 18/06 (14.03 mg/l) and 09/07 (16.102 mg/l) which were
reported to the EPA.

Orthophosphate
The ELV is 1.5 mg/l. there were 2 exceedances of the ELV on samples taken on
05th March 2013 (result 1.55mg/l) and 09th April 2013 (result 2.76mg/l).

Organic Compounds & Metals


Condition 4.11.1 of the License states:
‘A representative sample of effluent from the primary discharge point shall be
screened for the presence of organic compounds and metals within six months of
the date of grant of this license. The list of parameters for analysis shall include
as a minimum, those organic compounds and metals identified as relevant having
regard to the Water Policy Regulations 2003 and amendments (S.I. No. 722 of
2003 and amendments) and any other relevant legislation. Such screening shall
be repeated at intervals as requested by the Agency thereafter.’

This screening took place on the 23rd September, 2011; see Appendix II for a
copy of the results.

Total Nitrogen
No ELV was set as part of the license. The average Total Nitrogen results leaving
the plant for the year were 21.91mg/l as N.

Total Phosphorous
No ELV was set as part of the license. The average Total Phosphorous results
leaving the plant for the year were 1.10mg/l as P.

Conductivity
No ELV was set as part of the license. The average Conductivity results leaving
the plant for the year were 639.75 us/cm.

Oils, Fats & Greases


No ELV was set as part of the license.
2.3 Treatment Efficiency Report

Condition 4.15 of the license requires that the works efficiencies be established for the
removal of pollutants. The below table outlines the removal efficiencies available
throughout the year

2.4 Treatment Capacity Report

The Collooney WWTP has a total design capacity of 1400 PE where 1PE is defined as
contributing 0.06kg/day of cBOD and a hydraulic load of 0.225m3/day.

The average daily Hydraulic Load to the plant in 2013 is currently 347 m3/day which is
recorded via the Outlet flow meter, the Organic loading is calculated as follows:

(347/day * 0.326.8 mg/l BOD (2013 mean)) / 0.06 = 1890 PE

The Collooney WWTP discharges to the Owenmore River which has been designated as
having “poor status” upstream and downstream of the conflagration with the Collooney
stream.

The average Ambient Monitoring Results results indicate that the receiving water is not
compliant with the Mean Environmental Quality Standards with respect to both BOD &
Ammonia for a Good Status river (≤1.5 mg/l & ≤ 0.065 mg/l).

2.6 Data Collection and Reporting Requirements under the Urban Wastewater
Treatment Directive

Sligo County Council Water Services has submitted this information via the EPA on-line
Wastewater returns website (EDEN – Waste Water Discharge Authorisations) prior to
drafting this report.
2.7 Pollutant Release and Transfer Register (PRTR) – report for the previous
year

Guidance on the Preparation and Submission of the Annual Environmental Report (AER)
for Wastewater Discharge Licenses for 2013.

The requirement to submit a PRTR only applies to Waste Water Discharge Licenses
granted to agglomerations greater than 2000 PE

3.1 Complaints Summary

As per Condition 6.4 of the Discharge License and in accordance with the National
Environmental Complaints Procedure, Sligo County Council records all complaints of an
environmental nature related to the discharge of effluent from the Treatment Plant.
During 2013, no complaints were received in relation to the discharge of effluent at the
Primary Discharge (TPEFF2700D0094SW001).

3.2 Reported Incidents Summary

Condition 6.1 of the License states “The licensee, shall notify the Agency by both
telephone and facsimile, to the Agency’s headquarters in Wexford, or to such other
Agency office as may be specified by the Agency, as soon as practicable after the
occurrence of any incident (as defined in this licence). The licensee shall include as part
of the notification, date and time of the incident, summary details of the occurrence, and
where available, the steps taken to minimise any discharges”.

Set out, are the incidents for 2013, there was five number compliance issues relating to
this license for the 2013 reporting year, these related to 1 No. Orthophosphate and 1no
T.S.S ELV.

The reported incident can be found attached in Appendix V.

3.3 Reported Incidents Summary

All septic tank sludges and municipal sludges from Sligo County Council run treatment
plants are centrally treated at Sligo Main Drainage. There are no discharges to any SCC
run agglomerations or treatment plants.

4.0 Infrastructural Assessments & Programme of Improvements
4.1 Storm Water Overflow Identification & Inspection Report

As per condition 4.12.1 of the License “The licensee shall, prior to the date for
submission of the second AER (required under Condition 6.10), carry out an
investigation for the identification and assessment of storm water overflows. A report on
the storm water overflows shall be submitted to the Agency as part of the second AER.
The assessment shall include a determination of compliance with the criteria for storm
water overflows, as set out in the DoEHLG ‘Procedures and Criteria in Relation to
Storm Water Overflows’, 1995 and any other guidance as may be specified by the
Agency.

There are 3No. Storm Water Overflows (SWO’s) identified in the WWDL.
SWA located at the inlet works to the Treatment plant, flows above the peak flow to the
treatment plant overflows by weir to a 300mm pipe. This overflow rejoins the treated
effluent line prior to discharge to the Owenmore River.
SW2, located on the Dublin Road, adjacent to Mangans Cash & Carry this overflows on a
regular basis during heavy rain
SW3, this is located on the old Dublin road adjacent to Collooney Bridge. According to
the Caretaker this has never overflowed.

These SWO’s were inspected & assessed by Sligo County Council in January 2013 to
determine compliance with the requirements of DoEHLG Document ‘Procedures and
Criteria in relation to Storm Water Overflows, 1995’. Details of the inspection completed
are included in Appendix 6, as per Part 4 ‘Assessment Criteria for Existing SWO’s’.

These SWO’s would activate rarely, only after prolonged periods of rainfall, possibly
seven to eight times per year.

4.2 Report on Progress made and Proposals being developed to meet the
Improvement Programme Requirements.

Condition 5.1 of the license states ‘The licensee shall, as a part of the second AER
required under Condition 6.10), prepare and submit to the Agency a programme of
infrastructural improvements to maximise the effectiveness and efficiency of the waste
water works in order to:
a) achieve improvements in the quality of all discharges from the works;
b) meet the emission limit values specified in Schedule A: Discharges, of this
licence;
c) give effect to Regulation 2 of the Waste Water Discharge (Authorisation)
Regulations 2007, as amended;
d) reduce Total Phosphorus loadings in the discharge to the maximum
practicable extent;
e) meet the obligations of Condition 1.7

Under Schedule C, there are two number of specified improvements identified to be


carried out.

C.1 - Improvement Programme for Primary Discharge


Any works required to reduce BOD & Orthophosphate levels to meet the ELV specified
in Schedule A1; Primary Waste Water Discharges of this License, this has a completion
date set for 31st December 2015.

The aerator was upgraded from a 7.5 to 15Kw new motor, VSD and surface aerator in
June of 2013 to address higher organic loading and ammonia non compliance. This action
had a positive impact on the ammonia results bring the plant under the ELV from August
to end of year.
Condition 5.2(a) – The Waste Water Treatment Plant

5.2(a)(i) the existing level of treatment, capacity of treatment plant and associated
equipment
As per table 2 of this AER, the existing level of treatment is achieving
effective removal of the ELV parameters as set out in the License, with
one exception, Ammonia. A new aerator, larger 15 Kw motor and larger
VSD was installed in June of 2013 and has addressed this item.

5.2(a)(ii) The ELV as specified in Schedule A: Discharges of the License


As per table 2 and section 3.2 of this AER, there were 6no of incidents
reported in 2013, a Waste Water Maintenance Contract has now been put
in place which requires all mechanical end electrical equipment to be
serviced bi-annually, this in combination to the works outlined above
should eliminate some of the exceedances.

5.2(a)(iii)Designations of the receiving water body


As per Section 5.1.4 & Table 16 of this AER, the Owenmore River was
assigned a biological quality rating of Q4 (Moderately polluted) at the
upstream monitoring station and Q4 (Unpolluted) at both the upstream &
downstream monitoring stations in 2009. The Owenmore River is
classified as at risk of not achieving good status. The water body must
maintain 'Good' status in order to comply with the Water Framework
Directive.

5.2(a)(iv)Water quality objectives of the receiving water body.


Every effort will be made to implement any improvement works that may
be required as outlined in Appendix vii, Table 4 Statement of Measures
subject to approval and availability of funding.

Condition 5.2(b) – the Integrity of the Waste Water Works

5.2(b)(i) Capacity of the waste water works


As per section 2.4 of this report there is an average of 598m3/day spare
capacity at the plant.

5.2(b)(ii) Leaks from the waste water works

5.2(b)(iii) misconnections between foul sewers and surface water drainage


network.
The older parts of the network are served by a combination system with
the newer areas of the town being served by a separate surface water
drainage system. A pump station at Knockbeg pumps into the system

It is envisaged that in 2013, meters will be installed on the SWO’s to calculate the

4.2.1 Sewer Integrity Risk Assessment

Condition 5.2(b) of the license states “The programme of infrastructural improvements


referred to in Condition 5.1 shall include an assessment of the integrity of the waste water
works having regard to:

4.2.1(a) Hydraulic Risk Assessment

Upon completion of the Hydraulic Risk Assessment a High Risk rating was achieved, in
order to reduce this risk rating to a Medium/Low the following items will be required
Hydraulic Performance Assessment of the Network & implementation of any
outcomes.
A manhole survey of the network to comply with WRc Documentation.
A flow survey of the network to comply with WRc Documentation.

When these assessments have been completed the list of defects (if any) will be required
to be prioritised with regard to their short, medium and long term affect on the network.
The implementation of any outcomes from these assessments will be dependant
Departmental funding and approval.
4.2.1(b) Environmental Risk Assessment

A Low Risk Assessment Rating has been achieved for this assessment, in order to reduce
the risk assessment score the agglomeration can be further monitored so as to not release
any discharges that may cause any environmental pollution of the receiving waters.

4.2.1(c) Structural Risk Assessment

A High Risk Assessment has been achieved for this assessment, to reduce this risk rating
a CCTV survey of the network will be required to determine any defects/deterioration of
the network. When this assessment has been completed the list of defects (if any) will be
required to be prioritised with regard to their short, medium and long term affect on the
network and funding sought for their remedy. The implementation of any outcomes from
these assessments will be dependant Departmental funding and approval.

6.1 Priority Substance Assessment

As per condition 4.11.1 of the License ‘A representative sample of effluent from the
primary discharge point shall be screened for the presence of organic compounds and metals
within six months of the date of grant of this license. The list of parameters for analysis shall
include, as a minimum, those organic compounds and metals identified as relevant having
regard to the European Communities Environmental Objectives (Surface Waters)
Regulations 2009 and any other relevant legislation. Such screening shall be repeated at
intervals as requested by the Agency thereafter’

Condition 4.11.2 of the License states ‘The licensee shall, within twelve months of the date of
grant of this license, investigate the sources of dangerous substances detected during
monitoring of the primary discharge and take such measures as are necessary to comply with
the European Communities Environmental Objectives (Surface Waters) Regulations (S.I. No.
272 of 2009) for the discharge of such substances from the waste water works. A report on
the investigation and measures identified, including timeframe for implementation, shall be
included in the AER.’

Based on the ‘Guidance on the Screening for Priority Substances for Waster Water
Discharge License’ document a risk based approach should be undertaken when
addressing the screening requirement at the primary discharge. The Ballymote
agglomeration (<2,500p.e) serves a small rural village compromising primarily of
domestic dwellings, schools, commercial units, community centre and a church. There
are no industrial inputs to the treatment plant. It can be concluded from this desktop
overview that there is no further screening necessary or required for organic compounds
or metals. Furthermore, in 2011 when the analysis was compiled by City Analysts
Limited on behalf of Sligo County Council there were no elevated levels or exceedances
of the Priority Substances as outlined in the European Communities Environmental
Objectives (Surface Waters) (Amendment) Regulations 2012.

Storm Water Overflow

Assessment Criteria
Discharge Point Code SWA – Inlet to Treatment Plant

SWA located at the inlet works to the Treatment plant, should the flow to the inlet works
exceed the design capacity (6DWF) overflow will take place. This overflow from the
inlet chamber will then rejoin the treated effluent pipeline prior to discharge.

This SWO complies with the ‘Procedures & Criteria in relation to Storm Water
Overflows’ 1995 as follows:
1. Does the Storm Water Overflow cause significant visual or aesthetic impact and
public complaints?
NO, the SWO is situated at the inlet to the plant, located in a manhole.

2. Does the SWO cause deterioration in the water quality in the receiving water?
NO, as the storm overflow is only in operation during storm events it is estimated
that the dilution to the untreated effluent is large enough so as to not cause any
deterioration to the receiving water.

3. Does the SWO give rise to failures in meeting the requirements of national
regulations on foot of EU Directives (Bathing Waters, etc.)?

NO

4. Does the SWO operate in Dry Weather?


NO, only in storm flows

As per the above, it’s deemed that the SWO (SWA) is in compliance with the
requirements of DoEHLG Document ‘Procedures and Criteria in relation to Storm
Water Overflows, 1995’

It is the intention of Sligo County Council to install a flow meter to determine the number
of storm overflows and quantity of storm released to the waterbody throughout the year

The License sets out in Schedule C.2: Improvement Programme for Storm Water
Overflows that this Overflow requires an upgrade in order to comply with the criteria
outlined in the DoEHLG “Procedures & Criteria in Relation to Storm Water Overflows,
1995”.
