IMPROVEMENTS PROJECT
Virtual Open House
MARCH 2021
OVERVIEW
Hays County invited the public to participate in the Windy Hill Road Improvements Project and
give input and feedback on potential solutions to improve safety, mobility, and connectivity from
the Kyle city limits to FM 2001.The purpose is to provide safer and more reliable transportation
options for travelers and the community. Windy Hill road is an important corridor as it is one of
the main connections to I-35 and Kyle Crossing. Public Involvement efforts included promotion
via post mail, email, media release, print advertisements, social media, and commenting
opportunities, including a project website with a virtual open house.

PUBLIC INVOLVEMENT: ROUND 2 – March 2021


To accommodate the special circumstances surrounding COVID-19, the County hosted a virtual
open house, available from March 22 – April 9, 2021. The purpose of the virtual open house
was to share information on the design and planning process. The project team also offered
phone appointments meeting on March 31.

Virtual open house materials included a video presentation, fact sheet, proposed typicals, and
schematic. The public was also encouraged to submit comments via email, mail, voicemail, and
text. There were XXX unique visitors to the virtual open house and X written comments
collected.
NOTIFICATION TOOLS: ROUND 2
Media Release
Hays County distributed a media release including information on the virtual open house, and
opportunities to participate in the engagement process. The County also posted an
announcement to their website on their website on March XX, 2021 to share information and
direct people to the project website. Media Releases were printed in the Austin American
Statesman and Corridor News on March 24, 2021.
Print Advertisements
A print advertisement notifying the public of the virtual open house ran in Hays Free Press on
March 24, 2021.
Property Owner and Elected Officials Letter
Hays County sent a letter and fact sheet in English and Spanish to 104 property owners on
March 19, 2021 which included the proposed improvements as well as information on the virtual
open house, website, and phone or in-person appointment options. Additionally, a letter and
factsheet were sent to 24 elected officials on March 19, 2021.
Email Notices
An email notice was sent to x stakeholders and property owners who are affected by the project
or in the study area on March XX, 2021.
Social Media
Information about the Windy Hill Road Improvements Project was promoted via social media
where information was posted, shared through various channels and platforms. Hays County
posted on their Facebook and Twitter pages
Hays County posted on their Facebook page with post reaching 2,074 people with a total of 81
Engagements.
To notify neighborhoods off Windy Hill Road a general post announcing all Hays County Virtual
Open Houses was posted on the Nextdoor. The post included information about Windy Hill
Road Improvement project with further directions on how to participate.
Yard Signs
Yards Signs were designed and placed along the project limits for additional promotional
outreach. A total of 14-yard signs were placed, 7 in English and 7 in Spanish were placed
throughout the study area and included the deadline for comments and study contact
information.
Additional Outreach
The outreach team made direct phone calls and emails throughout the comment period to local
businesses, churches, community groups, and Chambers of Commerce to encourage
distribution of online open house materials.

MATERIALS: ROUND 1
Website
A website domain was designed and developed for the public to have a resource to be informed
about the project. A site for participation and feedback. The webpage included the Virtual Open
House presentation, a survey, and resources – fact sheet, typicals, and schematic
Presentation
A visual presentation was created to share the refined designs to improve mobility, safety, and
connectivity for all users of the roads within the project limits. The presentation was offered in
English and Spanish.
