1.0 PURPOSE

1.1 This procedure contains the essentials for a written practice in nondestructive testing in accordance with
SNT-TC-1A edition 2001. It is intended for use ERMA NDT personnel or their subcontrator(s) quality
assurance personnel who are being trained for qualification, and certification to the various levels of NDT.

2.0 DEFINITIONS & ABBREVIATIONS

2.1 Terms included in this standard are defined as follows:

2.1.1 Qualification - Demonstrated skill, demonstrated knowledge, documented training, and documented
experience required for personnel to properly perform the duties of a specific NDT job.

2.1.2 Certification - Written documentation of qualification.

2.1.3 Certifier - A designated representative of the employer with the responsibility and authority to
document that an individual meets the applicable requirements of this document.

2.1.4 Certifying Agency - ERMA Teknik Malzeme Tic. VE San. Ltd. Şti.

2.1.5 Contracting Agency – Prime contractor or subcontractor procuring the product requiring testing or the
NDT services.

2.1.6 Certifying Authority – Company Manager shall be responsible for sign of certifications.

2.1.7 Outside Agency - A company or individual who provides NDT level III services and whose
qualifications to provide these services have been reviewed by the employer engaging the company or
individual.

2.1.8 Training - The organized program developed to impart the knowledge and skills necessary for
qualification on this procedure. Training program may be a mix of classroom, laboratory, programmed self
teaching and OJT as approved by level III.

2.1.9 Activity - One of the organizational elements of agency of the ERMA

2.1.10 Approval – Requires date and signature by the authorized person.

2.1.11 Documented – The condition of being in written form.

2.1.12 Employer – Prime contractor or subcontractor which employs personnel who performs NDT.

2.1.13 Experience – Actual work activities accomplished in a specific NDT method under the direction of
qualified supervision. Experience includes on the job training but does not include time spent in classroom or
laboratory training.

2.1.14 On The Job Training – Training, during work time, when learning instrument set-up, equipment
operation, recognition of indications, evaluation and interpretation of test results under supervision of level
II or level III.

2.1.15 Education - Program developed to impart the theoretical and practical knowledge as required to
qualify personnel.

2.1.16 Authorized Inspection Agency - An inspection organization which provides code inspections. Such
Authorized Inspection Agency shall have a valid service agreement for code inspection with ERMA and shall
be accredited by ASME.

2.1.17 Authorized Inspector : The Authorized Inspector is employed by the Authorized Inspection Agency
and is the independent third-party inspector required by the ASME Code. The Authorized Inspector shall hold
a valid National Board Commission, issued by the National Board of Boiler and Pressure Vessel Inspectors,
with an A endorsement.

2.1.18 Examination - A formal, controlled, documented interrogation conducted in accordance with this
procedure.

2.1.19 Closed Book Examination – An examination administered without excess to reference material except
for material supplied with or in examination.

2.1.20 General examination - A written examination addressing the basic principles of the applicable NDT
method

2.1.21 Specific examination - The written examination to determine an individual’s understanding of


procedures, codes, standards, specifications and equipment for a given method used by the employer.

2.1.22 Practical examination - The examination used to demonstrate an individual’s ability in conducting the
NDT methods that will be performed for the employer. Questions and answers need not be written, but
observations and results must be documented.

2.1.23 Indication - The response, or evidence of a response, occurring during a Nondestructive test.

2.1.24 Procedure - A detailed, written instruction for conducting NDT or certifying personnel. All procedures
shall be approved by a Level III.

2.1.25 Evaluation - The determination of the significance of relevant indications.

2.1.26 Interpretation - The determination of whether the indications are relevant or non-relevant.

2.1.27 Review - Requires date and signature by the person who reviews the procedure.

2.1.28 Method : One of the disciplines of NDT (e.g. RT, UT, MT) where each method has different
techniques.

2.1.29 Technique - A category within a method, for example: ultrasonic immersion testing or fluorescent
dye penetrant inspection.

2.1.30 Written Practice – A procedure which gives detail of qualification and certification of NDT personnel.
ERMA written practice procedure based on ASNT Recommended Practice No SNT-TC-1A.

2.2 Abbreviations

2.2.6 ASME CODE - The ASME Boiler and Pressure Vessel Code, Section I, Section VIII Division I & 2,
Section V and Section IX, ASME B 31.1 and the National Board Inspection Code

2.2.7 OJT – On The Job Training.

3.0 APPLICABLE DOCUMENTS AND REFENCES

3.1 The fallowing documents shall form part of this procedure to the extent specified here in.

3.1.1 ASNT Recommended Practice No. SNT-TC-1A, 2001 edition.

3.1.2 EN 473 Qualification and Certification of NDT Personel.

4.0 APPLICABILITY

4.1 This document describes the practice for the control and administration of training, examination,
qualification and certification of Nondestructive testing (NDT) personnel.

4.2 This standard establish the requirements for qualification and certification of ERMA’s personnel in the
following nondestructive methods:

a) Radiographic Testing ( RT) : Levels I, II & III.


b) Magnetic Particle Testing ( MT) : Levels I, II & III.
c) Ultrasonic Testing (UT) : Levels I, II & III.
d) Liquid Penetrant Testing ( PT) : Levels I, II & III.
e) Visual Testing ( VT) : Levels I, II

4.3 Other Methods: This procedure may be applied to other NDT methods such as Visual Testing(VT), Eddy
Current(ET) or any other method that can determine the acceptability or suitibilaty of material, part,
component, subsystem, or system for the usage intended.

4.4 This procedure shall apply to ERMA’s NDT personnel or their subcontractors & NDT subcontractor
Certifying Agency.

5.0 LEVELS OF QUALIFICATIONS

5.1 There are three basic levels of qualification where the responsibilities and qualifications of the personnel
are described with a letter of competency in NDE methods as for level I and II personnel.

5.2 NDT Trainee- While in the process of being initially trained, qualified, and certified, an individual shall
be considered a trainee. A trainee should work with a certified individual. The trainee shall not
independently conduct, interpret, evaluate, or report the results of any NDT.

5.3 The three basic levels of qualifications are as follow for each NDT method:

5.3.1 NDT Level I

5.3.1.1 This individual must have sufficient training and experience to properly perform specific calibrations,
specific tests, and specific evaluations for acceptance or rejection in accordance with the written instructions
and to record results. Level I shall know the required techniques for cleaning before and after test. He/she
shall also know to prepare specimens for the test.

5.3.1.2 The Level I shall receive the necessary instructions or supervision from a certified Level II, Level III
or designated Level III individual.

5.3.1.3 When a person certified to level I is authorized to accept or reject parts on a limited inspection, such
limited inspection shall be stated on certifying documentation and as well as on certification card.

5.3.1.4 For this category It is advisable to specify the test specimens which shall be inspected by level I
such as: specific assembly, definite material, half-worked standard materials (metal sheets, shapes or bars).

5.3.1.5 Level I personnel can conduct test under supervision of Level II or III

5.3.2 NDT Level II

5.3.2.1 In addition to level I, the individual shall be qualified to set up and calibrate equipment and to
interpret and evaluate results with respect to applicable codes, standards, and specifications.

5.3.2.2 The Level II should be thoroughly familiar with scope and limitations of the methods for which the
individual is qualified and shall exercise assigned responsibility for on-the job training and guidance of
trainees and Level I personnel. The Level II shall be able to organize and report the results of
nondestructive tests.

5.3.3 NDT LEVEL III

5.3.3.1 In addition to the Level l and II requirements, Level III personnel shall capable of establishing
techniques and procedures; interpreting codes, standards, specifications, and procedures; and designating
the particular NDT methods, techniques, and procedures to be used.

5.3.3.2 NDT level III should be responsible for the NDT operation for which qualified and should be capable
of interpreting and evaluating results in terms of existing codes, standards, and specifications. The NDT
level III should have sufficient practical background in applicable materials, fabrications, and product
technology to establish techniques and to assist in establishing acceptance criteria when none otherwise are
available. He/she should have general familiarity with other appropriate NDT methods.

5.3.3.3 The NDT level III, in which method he/she is certified, should be capable of training and examining
level I and II personnel for certification.

6.0 GENERAL REQUIREMENTS

6.1 ERKA acting as a certifying activity for his personnel, either direct or through a certifying agency or
activity, and must establish a written system for control and management of training, education,
qualification and certification of this personnel in accordance with directives in this written practice.
6.2 Education, training and examination programs, and other personnel qualification and certification
documents shall be kept complete and properly complied by the certifying activity.

6.3 This written practice shall include the identification of the duties and responsibilities for the different
levels of qualification.

6.4 NDT Level III personnel shall be appointed by the General Manager. A Level III examiner may be an
employer of the company or may be contracted for a specific NDT subject(s) of agreed duration.

6.5 This written practice shall be prepared, reviewed and approved by Level III.

6.6 This written practice shall be maintained on file, and shall be submitted to AI and/or client when
required.

7.0 EDUCATION, TRAINING & EXPERIENCE REQUIREMENTS FOR INITIAL QUALIFICATION

7.1 Personnel for certification in NDT should have sufficient education, training and experience to assure
understanding the testing methods and principles in which they are being considered for certification. The
training program shall include knowing the basic principles, equipment, materials, specifications, standards,
operating procedures and testing techniques which the operators will find in performing their specific jobs.

7.2 Before the examination of certification the NDT Level III and /or QA/QC Manager shall review NDT
background of NDT personnel. Documentation of prior certification may be used by an employer as
evidence of qualification for comparable levels of certifications.

7.3 Personnel considered for certification shall satisfy the criteria stated in Table 1& 2 for education, training
and experience.

7.4 Personnel who have received NDT training and/or certification from employers other than ERMA shall
provide documented evidence whenever possible. Previous training/certification information shall be
appended as reference on the NDT Qualification and Certification Record ( Exhibit 2 ) and the NDT Personal
Training. Experience Record ( Exhibit 3 ). In this case NDT level I & II may be re-certified to his/her former
level based on examination as described in section 8.0, provided that he/she meets all requirements of this
procedure.

NOTES:
1. Training hours include both practical and theoretical training.
2. If a person is being qualified directly to level II with no time at Level I, the required experience shall
consist of the sum of the times required for Level I and level II and required training shall consist of the

3. Initial experience may be gained simultaneously in two or more methods, provided that:
a) The individual spends a minimum of 25% of work time on each method for which the certification is
sought and.
b) The remainder of the work time claimed as experience is spent in NDT related activities defined in this
written practice.

7.5 Level III

7.5.1 An individual who is considered to be a level III shall full fill the requirements of Table-2

8.0 EXAMINATION

8.1 Levels I & II

8.1.1 Each individual for NDT levels I & II shall be given three part examination covering the general,
specific, and practical aspects of the method. An NDT level III shall administer all three parts of the
examination.

8.1.2 The general examination shall be closed book examination and shall cover the basic test principles to
the applicable method. The designated number of questions for the general examination in each method is
given blow:

8.1.3 For the specific examination, reference material, such as specific NDT procedures, graphs,
specifications, codes and tables may be used. The specific examination shall cover applicable equipment,
operating procedures, examination techniques, specifications, codes and acceptance criteria used in the
applicable procedures. The designated number of questions for the general examination in each method is
given below:

8.1.4 For the practical examination, the candidate shall demonstrate familiarity with the NDT procedure
selected and the capability to operate the necessary equipment, record and analyze the resultant information
to the degree required. The candidate shall examine the test specimen, evaluate the discontinuities and
record the results on a test report using the applicable NDT procedure. The candidate's performance shall be
graded using a prepared checklist with at least ten different checkpoints. A description of the test specimen
and the procedure shall be documented on the checklist. Test specimen shall be approved by Level III.

8.2 Level III

8.2.1 Basic Examination

8.2.1.1 Basic examination is required only once when more than one method examination is taken.

8.2.1.2 Basic examination will be prepared by level III provided that the Company Manager retains
responsibility for the adequacy of the program and for the certification of his personnel.

8.2.1.3 The minimum number of questions will be as follows.

a) Fifteen (15) questions relating to understanding ERMA Written Practice and SNT-TC-1A and related
standards.

b) Twenty (20) questions relating to applicable materials, fabrication and product technology.

c) Twenty (20) questions that are selected or similar to published level II questions for other appropriate
NDT methods.

8.2.2 Method Examination (for each method)

8.2.2.1 Thirty (30) questions relating to fundamentals and principles that are similar to ASNT Level III
questions for each method.

8.2.2.2 Fifteen (15) questions relating to application establishment of techniques and procedures that are
similar to the published ASNT Level III questions for each method.

8.2.2.3 Twenty (20) questions relating to specifications, equipment, techniques and procedures applicable
to the administration of this procedure.

8.2.3 Specific Examination (for each method)

8.2.3.1 The specific examination shall be based on the requirements of SNT-TC-1A and a specific
knowledge of the nondestructive test acceptance criteria.

8.2.3.2 Twenty (20) questions relating to specifications, equipment, techniques and procedures applicable
to the administration of this procedure.

8.2.3.3 The employer may delete the specific examination if the candidate has a valid ASNT and/or ACCP
NDT Level III certificate in the method and if documented evidence exists, including the preparation of NDT
procedure to codes, standards, or specifications and the evaluation of the test results. Candidate other than
ASNT level III will be given examination by the responsible level III originator as designated through this
Written Practice.

8.2.4 Candidate who is originally certified by ASNT and/or ACCP Level III certificate fulfills the examination
criteria described in paragraph 8.2.1 and 8.2.2 for each applicable NDT method.
ERMA deletes the specific examination if the candidate has a valid ASNT NDT Level III certificate in the
method and if documented evidence of experience exists, including the preparation of procedures to codes,
standards or specifications and the evaluation of test results.

8.3 Physical Examination (Medial Check) (Levels I, II & III)

8.3.1 Each individual certified shall be examined to assure natural or corrected near distance visual acuity in
at least one eye. For near vision, individual shall read the Jaeger Number 2 letters on a Standard Jaeger test
chart at a distance of not less than 12 inches (30.5 cm) with one or both eyes simultaneously, uncorrected
or corrected. Visual acuity exam is required during initial certification and then on an annual basis.

8.3.2 For color vision, candidate shall be capable of distinguishing and differentiating contrast between
colors or shade of grey used in the method for which they are being qualified. This test should be conducted
upon initial certification and at three year intervals thereafter.

8.3.3 Examination shall be conducted, by a qualified person or by a medical doctor, and results shall be filed
for the certification period.

8.3.4 Examination results shall be recorded on report Form or Certifying Agency Form and kept on file for
the period of certification.

8.3.5 Level III or Company Manager shall be responsible for physical examination of the NDT Level I and II.

8.3.6 Vision examination of Level III shall be made by an independent oculist.

8.4 Score, Administration & Grading of Examinations

8.4.1 For Level I & II a composite grade of 80 percent or greater is required for qualification. In addition,
each grade for the general, specific, and practical examinations shall be 70 percent or greater.

8.4.2 Basic examination of level III shall be 80 percent or greater.

8.4.3 A composite grade shall be determined by simple averaging of the results of the general, specific and
practical examinations.

8.4.4 NDT level III shall be responsible for administration and grading of examinations.

8.4.4 When the company is using an outside agency, the company’s QA/QC Manager shall be responsible
for assuring that the examination services are in accordance with the company’s written practice.

8.5 Re-examination

8.5.1 Personnel who failed to attain the required grades should wait at least thirty (30) days or receive
suitable additional training as determined by NDT level III before re-examination. The re-examination shall
not utilise the same questions or specimens that were used in the initial examination.

9.0 CERTIFICATION

9.1 Certification of NDT personnel shall be the responsibility of Company Manager and certifications shall be
performed by Company Manager in accordance with this written procedure.

9.2 The option of using an outside agency Level III examiner may be engaged to provide qualification,
training and examination services. In this case, the responsibility of certification shall be retained by ERMA.

9.3 Certification of Competence

Personnel performing MT and PT for Section VIII, Div. 1 only are certified by the Level III individual. based
on the following requirements:

9.3.1 Education, training, and practical experience shall be in accordance with the requirements at least to
Level I personnel.

9.3.2 The requirements for physical examination shall be fulfilled in accordance with Par. 8.3

9.3.3 He shall demonstrate his competence in the techniques for which he is certified, including marking the
examination and interpreting and evaluating the results, except that, where the examination method
consists of more than one operation, he may be certified as being qualified only for one or more of the
operation. The demonstration shall be performed in accordance with the written procedures of ERMA to the
satisfaction of the Level III individual.

9.4 Certification Record

9.4.1 ERKA shall maintain certification records for all qualified personnel as long as the certification is in
effect. Records shall be made available upon request. Those records shall include as a minimum:

9.4.1.1 Name of the certified individual.

9.4.1.2 Level of certification.

9.4.1.3 Educational background and experience of certified individuals.

9.4.1.4 Certificate of competence.

9.4.1.5 Statement indicating satisfactory completion of training in accordance with this written practice.

9.4.1.6 Results of the vision examinations prescribed in 8.3 for the current certification period.

9.4.1.7 Evidence of successful completion of examinations.

9.4.1.8 Other suitable evidence of satisfactory qualifications when such qualifications are used in lieu of the
specific examination prescribed in this written practice

9.4.1.9 Composite grade(s) or suitable evidence of grades.

9.4.1.10 Dates of certification and/or re-certification and the date of assignments to NDT.

9.4.1.11 Signature of Company Manager.

9.4.1.12 Signature of Level III

9.4.1.13 Signature of authorized representative of outside agency (If any outside agency administered the
qualification and certification program).

9.5 The above data shall be reflected on forms indicated in Exhibit 1 through 4.

9.6 ERKA’s written procedure, included in Attachment-I to this specification, justifying personnel certification
on Levels I, II and III, contains:

9.6.1 Training plan.

9.6.2 Time required for each training step

10.0 TERMINATION OF CERTIFICATION

10.1 Certifications established by ERKA will be in effect exclusively with in the company. The employer’s
certification shall be deemed revoked when employment terminated.

10.2 Certification shall be suspended when the certified person has not been performing jobs under
certification at least six (6) consecutive months, or when his/her performance is found to be unsatisfactory.
Certification may be reinstated when the cause for suspension has been corrected and the correction
verified by ERKA.

10.3 A Level I, II and III whose certification has been terminated may be certified to the former NDT level
by ERKA employer based on examination, as described in section 8.0, provided all of the fallowing conditions
are met to the ERKA’s satisfaction:

10.3.1 The employee has prof of prior certification.

10.3.2 The employee was working in the capacity of which certified within six (6) months of termination.

10.3.3 The employee is being certified with in six (6) months of termination.

10.3.4 Prior to being examined for certification, employees not meeting the above requirements should
receive additional training as deemed appropriate by the NDT Level III.

10.3.5 Exhibit – 1 (NDT Personal Work History Sheet) shall be filled out for each personel.

11.0 EXTENSION

General Level III Requirements

The Basic Examination will cover three (3) main topical areas:

1. Personnel Qualification and Certification programs

- SNT-TC-1A
- ANSI / ASNT-CP-189
- ASNT Level III Program

2. General familiarity with other NDT Methods.

3. General knowledge of materials, fabrication, and product technology.

Separate Method examinations will be given to cover each of the following NDT Methods :

 Magnetic Particle Testing

Each of the five Method examinations are divided into three main topical areas :

2. General knowledge of techniques within the Methods
3. General interpretation of codes, standards, and specifications relating to the Method
The Basic examination and one or more Method examinations must be taken passed to quality for an
ASNT Level III Certificate. The endorsements on the ASNT Certificate will list the various Methods, which the
applicant passed.
