1.0. Scope
1.1. PSVPL Written Practice has been prepared to establish the requirements for the qualification and
certification of Non-Destructive Examination (NDE) personnel whose specific job requires
appropriate knowledge of the technical principles underlying the NDE they perform witness,
monitor or evaluate and report the results.
1.2. This document gives requirement for the establishment of qualification and certification program.

1.3. This document specifies the essential factors including educational qualification, experience and
training requirement that shall be considered in qualifying employees engaged in any of the test
methods listed in para.3.0.

1.4. This document describes PSVPL Written Practice for the control and administration of NDE
personnel training, examination and certification. In addition this document describes the
responsibility of each level of certification for determining the acceptability of materials or
components in accordance with ASME Sec V and referencing Codes, Standards and documents.
This document provides the requirement of training, experience and examination for each level of
certification by NDE methods and techniques. This document has been prepared in line with
recommended practice SNT-TC-1A 2016 Edition of ASNT (American Society for Non-Destructive
Testing) and Mandatory Appendix III of Article 1, ASME Sec V 2019 Edition. However stringent
parameters addressed in Mandatory Appendix III of Article 1, ASME Sec V 2019 Edition shall be
strictly adhered. This document shall be reviewed and approved by NDE Level III. The final
acceptance shall be obtained from the Authorized Inspector, prior to implementation. This
document shall be maintained on file by QCE.

2.0. Definitions
2.1. Terms included in this document are defined as follows;
2.1.1. PSVPL: PSVPL which employs personnel for wages, salary, fees or other considerations.
2.1.2. Certification: Written testimony of qualification.
2.1.3. Certifying Authority: MD of PSVPL.
2.1.4. Certifying Agency: PSVPL of the personnel being certified.
2.1.5. Closed Book Examination: An examination administered without access to reference material
except for materials supplied with or in the examination.
2.1.6. Comparable: Being at an equivalent or similar level of NDE responsibility and difficulty as
determined by the PSVPL NDE Level- III.
2.1.7. Documented: The condition of being in written form.
2.1.8. Experience: Work activities accomplished in a specific NDE method under the direction of qualified
supervision including the performance of the NDE method and related activities but not including
time spent in organized training programs.
2.1.9. Grading Unit: A qualification specimen can be divided into sections called grading units, which do
not have to be equal length or be equally spaced. Grading units are unflawed or flawed and the
percentage of flawed/unflawed grading units required shall be approved by the NDE Level -III.
2.1.10. Limited Certification: Nondestructive examination methods further sub divided into limited
disciplines or techniques to meet specific PSVPL needs. These are NDE Level II certifications, but to
a limited scope.
2.1.11.Non-destructive examination: A process that involves the inspection, testing, or evaluation of
materials, components and assemblies for materials discontinuities, properties and machine
problems without further impairing or destroying the parts serviceability. Throughout this
document the term NDE applies equally to the NDE inspection methods used for material
inspection, flaw detection or predictive maintenance applications.
2.1.12.Outside Agency: A company or individual who provides NDE Level III Services and whose
qualification has been reviewed by QCE (Quality Control Engineer) assisted by NDE Level III.
2.1.13. Qualification: Demonstrated skill and demonstrated knowledge documented training and
documented experience required for personnel to properly perform the duties of a specific job.
2.1.14. Recommended Practice: A set of guidelines to assist the PSVPL in development of uniform
procedures for the qualification and certification of NDE personnel to satisfy the PSVPL’s specific
requirements.
2.1.15. Technique: A category within NDE method i.e. Ultrasonic Thickness testing.
2.1.16. Training: The organized program developed to impart the knowledge and skills necessary for
qualification.
2.1.17. Written Practice: Written Procedure for the qualification and Certification of Non-Destructive
Examination personnel to satisfy PSVPL’s specific requirements.

3.0. Non Destructives Examination Methods


3.1. Qualification and certification of NDE Personnel in accordance with this Written Practice is
applicable to each of the following methods;
3.2. Radiographic Testing (RT)
3.3. Ultrasonic Testing (UT) including Digital Thickness Measurement (Numeric Output Only)
3.4. Magnetic Particle Testing (MT)
3.5. Liquid Penetrant Testing (PT)

4.0. Levels of Qualification


4.1. There are three basic levels of qualification: While in the process of being initially trained, qualified
and certified, an individual shall be considered as Trainee. A Trainee shall work with a certified
individual and shall not independently conduct any tests, interpret or evaluate or report test results
of any NDE. The three basic levels of qualification are as follows;

4.2. NDE LEVEL I - An NDE Level I individual shall have sufficient technical knowledge and skills to be
qualified to properly perform specific calibrations, specific NDE tests and specific evaluation for
acceptance or rejection, determination according to written instruction and to record the results.
The NDE Level I shall receive the necessary instructions and supervision from a certified NDE Level
II or NDE Level- III individual.

4.3. NDE Level II – An NDE Level II individual shall have sufficient technical knowledge and skills to be
qualified to set up and calibrate equipment and to interpret and evaluate results with respect to
applicable Codes, standards and specifications. The NDE Level II shall be thoroughly familiar with
the scope and limitations of the methods for which the individual is qualified and shall exercise
assigned responsibility for on the job training and guidance of trainees and NDE Level I personnel.
The NDE Level II shall be able to organize and report the results of NDE activities.

4.4. NDE LEVEL III – An NDE Level III individual shall have sufficient technical knowledge and skills to be
capable of developing, qualifying and approving procedures, establishing and approving
techniques; interpreting Codes, standards, specifications and procedures; and designating the
particular NDE methods, techniques and procedures to be used. The NDE Level III shall be
responsible for the NDE operations for which qualified and to which he is assigned and shall
be capable of interpreting and evaluating results in terms of existing Codes, standards and
specifications. The NDE Level III shall have sufficient practical back-ground in applicable materials,
fabrication and product technology to establish techniques and to assist in establishing acceptance
criteria when none or otherwise available. The NDE Level III shall have general familiarity with the
appropriate NDE methods as demonstrated in ASNT LEVEL III Basic exams or other means. The NDE
Level III, in the methods in which certified, shall have sufficient technical knowledge and skills to be
capable of training and examining NDE Level I,NDE Level II and NDE Level III personnel for
certification in those methods.

5.0. Usage of Radio Isotopes


5.1. As per the governing national laws, training, examination and approval of RT personnel for handling
of radiography source is conducted, controlled and monitored by Atomic Energy Regulatory Board
(AERB) of Government of India.

5.2. For performance of radiography using radio-isotopes, PSVPL may engage sub-contractor’s NDE
personnel after review of their AERB certification and NDE certification by their employer is carried
out by PSVPL NDE Level III. The responsibility of such personnel shall be limited to performing
radiography work (handling isotopes) and processing of Radiographic Films in accordance with
instructions given by PSVPL NDE Level-II or NDE Level-III and PSVPL Radiographic Examination
Procedure. The NDE personnel of the Sub-Contractors shall be certified as NDE Level-I/NDE Level-II
as per their Written Practice.

5.3. Performing interpretation and evaluation of radiographs shall be carried out by PSVPL NDE Level II
or NDE Level- III personnel, qualified and certified in accordance with this written practice.

6.0. Education, Training and Experience Requirements for Initial Qualification


6.1. Personnel considered for certification in Non-Destructive Examination shall have sufficient
education, training and experience to ensure understanding of the principles and procedures of
those areas of examination in which they are being considered for certification. Documentation of
prior certification may be used by PSVPL as evidence of qualification for comparable levels of
certification, provided it has been verified by PSVPL NDE Level -III.
6.2. Documented training and/or experience gained in positions and activities comparable to those of
NDE Levels I, II and NDE Level III prior to establishment of PSVPL Written Practice may be
considered in satisfying the criteria for education, training and experience, provided the
information has been verified by PSVPL NDE Level -III.

6.3. To be considered for certification, a candidate shall satisfy one of the following criteria for the
applicable NDE Level;
6.3.1. NDE LEVELS I AND II
6.3.1.1. Annexure-A lists the training and experience factors required for initial qualification of NDE Level I
and NDE Level II individual. Annexure-B lists initial training and experience hours which may be
considered by PSVPL for Specific limited application as defined in PSVPL Written Practice. Limited
certification shall apply to the personnel who do not meet the full training and experience, as
addressed in Annexure-A. Limited certification shall be approved by PSVPL NDE Level III and
documented in certification records.

6.3.2. NDE LEVEL III


6.3.2.1.Have graduated from a minimum four - year college or University Curriculum with a degree in
engineering or science plus one additional year of experience beyond the NDE Level II requirements
in NDE in an assignment comparable to that of an NDE Level II in the applicable test method(s) or ;

6.3.2.2.Have completed with passing grades at least two years of engineering or science study at a
University, college or technical school plus two additional years of experience beyond the NDE
Level II requirements in NDE in an assignment at least comparable to that of NDE Level II in the
applicable NDE method(s), or ;

6.3.2.3. Have four years of experience beyond the NDE Level II requirements in NDE in an assignment at
least comparable to that of an NDE Level II in the applicable NDE methods.

7.0. Training Programs


7.1. Personnel being considered for certification shall complete sufficient organized training to become
thoroughly familiar with the principles and practices of the specified NDE method related to the
level of certification desired and applicable to the processes to be used and the products to be
examined.

7.2. The organized training may include instructor-led training, personalized instruction, virtual
instructor-led training, computer based training, or web based training. Computer based training
and web based training shall track hours and content of training with student examination. The
organized training shall ensure the student is thoroughly familiar with principles and practice of the
specified NDE method as applicable to processes used and the products to be examined. All
training programs shall be approved by PSVPL NDE Level III. Hours shall not be credited for “self-
study” scenarios.

7.3. The training program shall include sufficient examinations to ensure understanding of the
necessary information.

7.4. The basis of NDE training program shall be in line with the document No: PSVPL/BTP/1 Rev. 0.

7.5. When purchasing outside training services, QCE assisted by PSVPL NDE Level-III is responsible for
assuring that the training and examination services are in accordance with PSVPL Written Practice.

8.0. Examinations
8.1. Administration and Grading
8.1.1. Qualification examination testing shall be approved by PSVPL NDE Level III responsible for the
examination.
8.1.2. NDE Level III individual shall be responsible for administration and grading of general, specific and
practical examinations for NDE Level I and NDE Level II personnel as well as Basic, Method, Specific,
Practical and Demonstration examinations for NDE Level -III Personnel.

8.1.3. Administration and grading of examinations may be delegated to qualified representative of the
NDE Level III and so recorded. A qualified representative of the PSVPL may perform the actual
administration and grading of NDE Level III basic and method examination. Approved outside
agencies may also be utilized for examination activities provided the PSVPL Written Practice
addressed use of outside agencies. Individual or approved agency personnel qualified as NDE Level
III shall be utilized for conducting specific examination to PSVPL NDE Level III as per the
requirements specified in ASME QC Manual.

8.1.4. To be designated as a qualified representative of the PSVPL NDE Level III for the administration and
grading of NDE Level I and Level II qualification, examination, the designee shall be documented
appropriate instruction by the NDE Level III in the proper administration and grading of
qualification examinations prior to conducting and grading independent qualification examination
for NDT personnel. Additionally the practical examination shall be administered by a person
certified in the applicable NDE methods as NDE Level II or III.

8.1.5. All NDE Level I, II and III examinations shall be closed book except that necessary data, such as
graphs, tables, specifications, procedures, Codes etc may be provided. Questions utilizing such
reference materials shall require an understanding of the information rather than merely locating
the appropriate answer.

8.1.6. For NDE Level I and Level II Personnel, a composite grade shall be determined by simple averaging
of the results of the general, specific and practical examination described in Para 10.0,11.0 & 12.0
of this Written Practice. For NDE Level III Personnel, the composite grade shall be determined by
simple averaging of the results of the required examinations as addressed in Para 15.2.1, 15.3&
15.4 of this Written Practice.

8.1.7. Examination administered by PSVPL for qualification shall result in a passing composite grade of at
least 80 Percent, with no individual examination having a passing grade less than 70 percent. The
practical examination shall have a passing grade of at least 80 percent.

8.1.8. When an examination is administered and graded for the PSVPL by an outside agency and the
outside agency issues grades of pass or fail only, on a certified report then PSVPL shall accept the
pass grade as 80 percent for that particular examination.

8.1.9. QCE assisted by NDE Level-III is responsible for assuring that examination services provided by
outside services are in accordance with PSVPL Written Practice.
8.1.10. In no case shall an examination be administrated by one’s self or by a subordinate.

9.0. Vision Examination


9.1. Near – Vision Acuity
9.1.1. The examination shall be administrated annually. The examination shall ensure natural or corrected
near distance acuity in at least one eye such that the applicant is capable of reading a minimum of
Jaeger Number 1 or equivalent type and size letters at a distance designated on the chart but not
less than 12 inches (30.5 cm) on a standard Jaeger test chart or an equivalent Ortho-Rater or similar
test pattern. This shall be administrated by either Medical Ophthalmologist / NDE Level-III.

9.2. Color Contrast Differentiation


9.2.1. The examination shall demonstrate the capability of distinguishing and differentiating contrast
among colors or shades of gray used in the method as determined by PSVPL. This shall be
administrated annually by Medical Ophthalmologist / NDE Level-III.

10.0. General (Written) Examination (For NDE Levels I and II)


10.1. The general examinations shall address the basic principles of the method.

10.2. The examination shall contain question covering applicable method to the degree required by
PSVPL Written Practice and shall be selected or devised by NDE Level III.

11.0. Specific (Written) Examination (For NDE Levels I and II)


11.1. The specific examination shall address the equipment, operating procedures and NDE techniques
that may encounter during specific assignments as required by PSVPL Written Practice.
11.2. The specific examination shall also cover the specification or codes and acceptance criteria used in
the PSVPL non-destructive examination procedures.

12.0. Practical (For NDE Level I & II)


12.1. The candidate shall demonstrate familiarity with and ability to operate the necessary NDE
equipment, record and analyze the resultant information to the degree required.

12.2. At least one flawed specimen for each technique practical demonstration and at least two for each
method.

12.3. The description of the specimen, the test procedure and the practical examination, check points as
well as the results of the examination shall be documented.
12.3.1. NDE Level I Practical Examination: Proficiency shall be administrated in performing the applicable
NDE technique on one or more specimens or machine problems approved by the NDE Level III and
in evaluating the results to the degree of responsibility as described in the PSVPL Written Practice.
At least ten (10) different check points requiring an understanding of examination variables and the
PSVPL procedural requirements shall be included in this practical examination. The candidate shall
detect at least 80% of discontinuity and conditions specified by the NDE Level- III.

12.3.2. NDE Level II Practical Examination: Proficiency shall be demonstrated in selecting and performing
the applicable NDE technique, interpretation and evaluating the result on specimen approved by
NDE Level III. At least ten (10) different check points requiring an understanding of NDE variables
and the PSVPL procedural requirements shall be included in this practical examination. The
candidate shall detect all discontinuity conditions and specified by the NDE Level- III.
Note (NDE Level I and II Practical Examination): While it is normal to score the practical on a
percentile basis practical examinations shall contain check points that failure to successfully
complete will result in failure of the examination.

12.3.3. Questions for general examinations shall be prepared as per sample questions given in question
booklets published by ASNT. These questions shall not be used verbatim for qualification
examinations.

13.0. NDE Level -I


13.1. General examination – The minimum number of Level-I questions which shall be given are;

15.0. NDE Level- III
15.1. SWEPL shall appoint either a suitable person as NDE Level III who has ASNT NDE-Level- III certificate
with valid endorsements, and passing the specific examination as indicated in Para 15.4 of this
Written Practice, administered and graded by another qualified NDE Level III subcontracted by
PSVPL, based on the requirements of Education, Training and Experience addressed in this Written
Practice or qualify a suitable person as NDE Level-III by examination, as indicated in Para 15.2 of
this Written Practice . PSVPL shall also review of other qualification and experience records prior to
the appointment of NDE Level- III.

15.2. NDE Level III Examinations


15.2.1. Basic Examination (required only once when more than one method examination is taken).
The minimum number of questions which should be given is as follows;
a) Fifteen (15) questions relating to understanding the SNT-TC-1A document.
b) Twenty (20) questions relating to applicable materials, fabrication and product technology.
c) Twenty (20) questions that are similar to published Level II questions for other appropriate
NDE methods.

15.3. Method Examination (For each method)


15.3.1. Thirty (30) questions relating to fundamentals and principles that are similar to published ASNT
Level- III questions for each method, and

15.3.2. Fifteen (15) questions relating to application and establishment of techniques and procedures that
are similar to the published ASNT Level- III questions for each method, and
15.3.3. Twenty (20) questions relating to capability for interpreting Codes, standards and specifications
relating to the method.

15.4. Specific Examination (For each method)


15.4.1. Twenty (20) questions relating to specifications, equipment, techniques and procedures applicable
to the PSVPL’s products and methods employed and to the administration of the PSVPL’s Written
Practice.

15.5. Re-Examination
15.5.1. Those failing to attain the required grades shall wait at least 30 days or show evidence of having
received suitable additional training as determined by PSVPL NDE Level -III before re-examination.

16.0. Certification
16.1. Certification of all levels of NDE personnel is the responsibility of MD
16.2. At the option of PSVPL, an outside agency may be engaged to provide NDE Level-III services. In such
instances, the responsibility of certification shall be retained by MD.
16.3. Personnel qualification records of the certified individuals shall be maintained on file by for a
period of at least 3 years from the date of expiry of qualification. The details of NDE certification
record shown in Annexure-C shall be furnished as follows;
a) Name of certified individual
b) Level of certification and NDE method and/or technique, as applicable.
c) Educational background and experience of certified individuals.

d) Statement indicating satisfactory completion of training in accordance with the PSVPL written
practice.
e) Results of the vision examination prescribed in Para 9.0of this Written Practice for the current
certification period.
f) Current examination copy (i.e.) or evidence of successful completion of examination.
g) Composite grade (s) or suitable evidence of grades.

h) Signature of the NDE Level- III that verified qualifications of candidates for certification
i) Date of certification and / or recertification and the dates of assignments to NDE.

j) Certification expiration date.


k) Signature of MD.

17.0 Technical Performance Evaluation


17.1. NDE personnel may be re-examined any time at the discretion of PSVPL NDE Level- III and have
their certificates extended or revoked.

17.2. The technical performance of NDE Level-I and NDE Level-II personnel shall be evaluated and
documented by PSVPL NDE Level III once in twelve months. The evaluation shall be conducted and
recorded in line with para12.0.

18.0. Interrupted Service


18.1. Any interruption of service exceeding six months shall require re-examination and recertification.

18.2. NDE Personnel (Level I and Level II) shall be recertified based on the successful completion of
reexamination in General, Specific & Practical examinations, whenever the interruption of service
is exceeding the duration as specified in Para 18.1.

18.3. A log book shall be maintained for monitoring the continuity service of NDE personnel once in three
months.

19.0. Recertification
19.1. All levels of NDE Personnel shall be recertified periodically by re-examination only.
19.2. Re-examination in those portions of the examinations in Para 8.0 of this Written Practice deemed
necessary by PSVPL NDE Level -III.

19.3. Maximum recertification intervals are three years for NDE Level I, NDE Level II and Five years for
PSVPL NDE Level III. The certification expires from the date of first examination taken during initial
or recertification activities for each method.
19.4. When new techniques are added to this Written Practice, NDE personnel shall receive applicable
training, take applicable examination and obtain necessary experience such that they meet the
requirements of new technique.

20.0. Termination
20.1. PSVPL certification shall be deemed revoked when employment is terminated.

20.2. When PSVPL employees a NDE Level I or NDE Level II who has been certified by a former employer,
NDE Level I or NDE Level II may be recertified to former NDE Level based on examination described
in para8.0 provided all of the following conditions are met;
a) The employee has proof of prior certification.
b) The employee was working in the capacity to which the employee is certified within six
months of termination by the former employer.

c) The employee is being re-certified within six months of termination.

d) NDE Level I and Level II personnel shall be recertified by examination as specified above.
NDE Level III personnel may be recertified by written method, Specific and Practical
examinations and the demonstration examination. Alternatively Level III personnel may
be recertified using only the written method and Specific examination provided the
following conditions are met,
1) NDE Level-III candidate was previously certified or recertified using all the written
examinations and the Demonstration Examination.
2) NDE Level- III candidate is not being recertified due to interrupted service as defined in
this written practice.
3) NDE Level- III candidate is not being certified by a new employer.
4) For initial certification, the grades for the Basic, Method, Specific, Practical and
Demonstration Examination shall be averaged to determine the overall grade. For
recertification, the grades of applicable examinations shall be averaged to determine the
overall grade.
21.0. Reinstatement
21.1. A NDE Level-I, NDE Level-II or NDE Level-III whose certification has been terminated may be
reinstated to the former NDE Level, without a new examination, provided all of the following
conditions are met;
a) PSVPL has maintained the personnel certification records required in Para 16.3 of this Written
Practice.
b) The employee's certification did not expire during termination.
b) The employee is being reinstated within six (6) months of termination.

NOTE:
1.0. For high school educational graduate shall be considered equivalent of HSC Class XII or Class X+ ITI
minimum 2 years course or Class X + apprentice course minimum 2 years.

2.0. For NDE Level II certification, the experience shall consist of time at NDE Level I or equivalent. If a
person is being qualified directly to NDE Level II with no time at NDE Level -I, the required
experience shall consist of the sum of times required for NDE Level I and NDE Level- II, and the
required training shall consist of the sum of hours required for NDE Level -I and NDE Level- II.

3.0. For NDE Level III certification, the required experience shall consist of the sum of the required for
NDE Level I and NDE Level II plus the additional time addressed Para 6.3.2. Of this Written Practice
as applicable. The required formal training shall consist of the NDE Level I and NDE Level II training,
including additional training time required ASME Sec V, the referencing Code, Standards,
Specification or controlling documents.

4.0. While fulfilling total NDE experience requirement, experience may be gained in more than one
method, however the minimum hours addressed in this written practice must be met for each
method. This Paragraph shall not be applicable for NDE Level III.

5.0. Training shall be as outlined in para7.0
