PROPOSAL NAME: The Ridge Developments

NETWORK AREA AND WARD: Meree en See Ward 2

The Ridge Development Initiative is the proposed developments consisting of the Shopping
Centre, Hotel, Residential area, public open space and public road. The Ridge Development
consists of land currently owned by Umhlathuze Local Municipality on ERF 17464 and is
approximately Six Hectares is size. The development is located in Richards’s bay, Meerensee
Suburb in ward 2 of the municipality.

1. ELECTRICITY SUPPLY TO THE DEVELOPMENTS

Electricity supply to the development will be provided by a newly created bulk and
link infrastructure fed from Carina via Sirius Substations with existing electrical
infrastructure within the municipality supply area.

1.1 Source Substation to Proposed Developments

The uMhlathuze Local Municipality is proposing that the developments in the


area be supplied at 11 kV from Carina Substation. The source Substation is
situated approximately 2.1km away from the intended developments. The
capacity at Sirius Substation, which is much closer to the developments will
handle the projected load provided a bulk and link infrastructure is created
at the source. The capacity of Carina Substation 132kV/11/kV is 30X2MVA built
for the purpose of supplying power to the nearby Water Front and surrounding
areas.

The developments will require a total demand of 4MVA and Carina Substation
is currently 61%(18.3MVA) loaded and there is therefore spare capacity for the
developments. The additional load of 4MVA will increase the load by 13.3%
and the new load at Carina Substation will be approximately 74.3%(22.3MVA)

2. MV RETICULATION (11KV)

The main 2 x 185mm² 3 core AL PILC MV supply cables will terminate at Carina
Substation parallel to the existing cables at bus-bar 1 and 2 respectively. The 11
kV cables to Sirius switching station are rated at 68.8% of the final estimated
demand and will not be able to cater for a single supply cable contingency. It is
clear that with the N-1 configuration the Carina/Sirius cables will not be able to
handle the load. It is proposed that the cables be upgraded by paralleling the 2 x
185mm² 3 core AL PILC.

The figure above reflects the Carina/Sirius Substation feeder without the Ridge
development load. The load factor is at 58.8% with one cable out of service thus
demonstrating that one cable is sufficient to handle the load.

The above demonstration indicates that with 2 x 185mm² 3 core AL PILC MV supply
cables running in parallel the feeders will be able to handle the projected load of
4MVA with 68.5% load factor

The above demonstration indicates the presence of the projected load but with one
cable out of service (N-1). The Carina/Sirius feeder will be overloaded with the load
factor of 137.2%

The application has been lodged with the City of Umhlathuze for the Notified
Maximum Demand (NMD) of 4MVA. In the interim, there is 3MVA available at
Sirius Substation with the current configuration and existing infrastructure from
the City of Umhlathuze. There will be 2 x 630 A, 11 kV SBV-4 Actom C/B
procured and installed at Carina Substation with Vamp relays.
The MV reticulation to the developments will be done through underground
2x185mm² 3 core 11 kV AL PILC cables for a distance of 2057m from Carina to
Sirius Switching Station. At Sirius Substation there will be 2 x 11kV C/B installed
with continuous rating of 630 A C/B with REF 615 (O/C &EF) feeder protection
panels and Altec A 1700 metering.

The Customer to provide a suitable switchgear with matching relay settings to our
approval at the point of control for the protection of the feeder cables. The
Customer could also construct a 4MVA switching sub-station next to the
developments and register a servitude for it in accordance with municipality
requirements, housing switch gears, control equipment and a bulk-metering unit.

The cost includes the supply, delivery and installation of the 11kV supply cables
between Carina & Sirius switching station

CONCLUSION

It is proposed that the existing 2x185mm² 3 core 11 kV AL PILC MV Carina/Sirius


feeders cables be upgraded with additional 2x185mm² 3 core 11 kV AL PILC in parallel
thus ensuring that Sirius switching station has the capacity to meet the new projected
load.

3. PRELIMENARY COST ESTIMATES

Below is a summary of estimated cost to provide Bulk Electrical Municipal Services


for the proposed development. Apportionment of costs required for the upgrading
of the existing infrastructure so that it is within capacity to meet the demand.

4. AFTER DIVERSITY MAXIMUM DEMAND


The estimated electrical load for the development is based on NRS 034, NRS 069 and
SANS 10142:1. The total ADMD is 2.7MVA with a diversity of 0.8 as per the supply
authority requirements.
