Abstract- While preparing comprehensive regional plan for any region it is very important to
understand the potential of individual settlements, their impact on surrounding areas, their
role in the overall social and economic development of a region in order to propose for future
to achieve the objective of balanced development. This study analyses the potential of various
settlements by availability of various facilities and derives Existing Settlement Pattern. It is
observed that various areas do not have facilities available within reasonable travelling
distance and facilities are concentrated near main city. This regional imbalance can be
countered by proposing a Settlement pattern which uniformly distributes the facilities as well
as development opportunities throughout the region.

Relevance of Settlement Planning in Regional Planning and Development - The study of


settlement pattern for balanced regional planning provides an understanding of functional
linkages between different settlements of a region. To carry out comprehensive regional
planning it is necessary for planners to know the functional interdependence of various
settlements within the region. The settlement hierarchy gives ideas about functional capacity
of individual settlement and their influence on its hinterland. Intra-regional disparity can be
easily identified by earmarking poorly served or deprived areas. Settlement hierarchy is a
way of arranging settlements into a hierarchy based upon various criteria such as population
in a settlement, the larger geographic area, and the higher status and greater the availability of
services and facilities. Position in a settlement hierarchy can also depend on the sphere of
influence; this is how far people will travel to use particular service in the settlement.

Methodology for Determining Existing Settlement Hierarchy- Using various theories


such as Christaller's model, Centrality Functional Index (CFI Index), Guttman Scalogram
techniques, settlement hierarchy can be determined. Basic steps considered for determining
existing settlement pattern are
Step 1: Determining Administrative Hierarchy.
Step 2: Determining Hierarchy by Population Size.
Step 3: Survey for availability of various facilities and amenities in settlements.
Step 4: Determining CFI Value and Radius of Influence of each Settlement.
Step 5: Analysing gaps and problem identification by plotting Guttman Scalogram.
Step 6: Determining Settlement Structure.
