How to measure Custody Transfer?

• Tank Gauging is the calculation the Net

Standard Volume (NSV = Volume at e.g. 15°C)
with measurement of level, temperature, etc.
instrumentation.
• ‘CT Quantity’ can be measured by ‘Volume’ or
by ‘Mass’ - ‘static’ or ‘dynamic’
• Static = Tank Gauging; Dynamic = Flow
• Decision is up to involved parties.
• ‘Mass’ and ‘Volume’ are complementary – but not
the same!
• ‘Static’ and ‘Dynamic’ are complementary
• Neither is ‘exact’ – both have limitations,
advantages and disadvantages

2.3.1 ISO 4266

• Part 1 - Level Measurement in Atmospheric Tanks

• Part 4 – Temperature Measurement in Atmospheric Tanks
• Main Issues:
• Use Ullage dip for Ullage level devices,
• Verify Gauge Reference Height (GRH); tol. within 1 mm (3x)
or 2 mm (5x)
• Initial verification: Three dips, different levels (Subs. ver.:
one level only), 4 mm max. difference

Slide 44 Nov. 2015 IMS

3.4 Summary International Standards

• API and ISO are nearly identical, OIML is more strict on

method!
• Difference between API-OIML-ISO is diminishing.
• OIML is unique at it recognizes “System” and gauge type or
pattern approval
• Which standards are used is local (National) issue – if no
W&M involvement – up to involved parties

Buying an W&M approved Gauge is a form 3rd Party-

independent Quality Assurance – it simplifies your
life and reduces the risk in a Tank Gauging project

Typical effects on tanks …

• Level uncertainty
• Temperature uncertainty
(TEC of Hydrocarbons is
~0,1%/°C)
• Density uncertainty
• Tank strapping table uncertainty
(according to a linearization table with
much more points)
• Tank shell thermal expansion
• Hydrostatic deformation of tank
• Floating roof adjustments
• Water content in the product

Proservo - Endress+Hauser’s servo level

gauge
• Intelligent servo tank gauge - Proservo NMS5x-Series
• 3 Measurements with 1 Instrument:
• Level
• Interface (water) measurement (3 layers)
• Density measurement (up to 16 points)
• High accuracy - ±0.7 mm, W&M approved
• Independent of product’s vapor pressure, DK value,
foam and surface conditions
 Servo is the only approved technology
(e.g. PTB) for custody transfer in LPG
 No. 1 choice for LPG
• No blocking distance
• Easy use on old tanks, independent of wall-distance
and stilling well condition

Slide 53 Nov. 2015 IMS

Servo is the best measuring principle for LPG

Typical LPG application:

• Sphere (20 m diameter)
• Changing pressure between 5-
20 bar
• Changing LPG vapor density
• Low dielectric constant 1.6 –
1.9
• Low product density ~500 kg
/m³

Slide 54 Nov. 2015 IMS
Terminal Management

LPG is difficult to be detected by radar

devices
Low dielectric constant of LPG
• LPG liquid gets more
“transparent” for the radar
signal
• Blocking distance at the bottom
increases (0,5-1 m)

Slide 55 Nov. 2015 IMS
Terminal Management

Need of deflector to reduce blocking distance

in LPG
Competitor will tell you to install
• A deflection plate to reduce the
bottom blocking distance
• Servo does not need a deflection
plate

Slide 56 Nov. 2015 IMS
Terminal Management

LPG vapor influencing the radar measurement

Continuously changing pressure

between 5-20 bar and LPG vapor
density
• “slows” down the radar signal
• Level is indicated lower than the
real value

Slide 57 Nov. 2015 IMS

You measure the

Slide 59 Nov. 2015 IMS
Terminal Management

LPG vapor influencing the radar measurement

In general a good idea, we have

similar concept for GWR steam
compensation, but for high
precision level measurement not
d
applicable, because

• Fabrication of the reference pin

distance comprises errors.
• If d is 1,002 m instead of 1 m,
you will multiply the error 3-4
times, until you measure the
LPG level. (2 mm reference pin
fabrication error will result in 6-8
But
mmmax. total level
additional error.
accuracy/error for custody
↙ transfer is 4 mm
Slide 60 Nov. 2015 IMS
Terminal Management

LPG vapor influencing the radar measurement

• Even if you have a perfect

stilling well, the inherent
accuracy/error of the radar is 1
mm.
d
• Again, this error will multiplied
3-4 times, when you measure
the LPG level.

But max. total level

accuracy/error for custody
transfer is 4 mm

Slide 61 Nov. 2015 IMS
Terminal Management

Best choice for you is the LPG the servo

technology
• Proservo does not depend on the gas vapor
• Proservo does not depend on the dielectric constant
• Proservo does not need a reflector at the bottom of the
stilling well
• Proservo does not need a manual turning of the gauge for
each reference pin measurement.
• Proservo does not need a rework of the stilling well
(reference pin and reflector)
• Proservo has the PTB approval for LPG custody transfer
• But Competition-radar has this issues in LPG !!!
• How to measure the distance of the
GRH to the Reference-pin?

money !!!
Example
Assumption:
• Tankfarm with 50 Tanks,
• Power costs - 15 Cent per kWh (Germany)
• 1 year
Facts:
• Power consumption for Endress+Hauser(Radar+TSM) - 10,5 W
• Power consumption for Comp. (Radar) – 30…80 W
Calculation:
• 10,5 W*50 Tanks = 525 W
 ~ 7,5 Cent power costs per hour
• 1 year has 8760 h
 ~ power costs for 50 Tanks = 657,- Euro
Conclusion:
• Endress+Hauser power costs (1 year) ~ 657 Euro €
• Comp. power costs (1 year) ~ 1971…5256
800,- $Euro

Need of Stilling Well (SW) – as per API

• A SW is a ‘should’ – and highly

recommended, as most tank
roofs are not stable enough.
• A SW is the only possibility for
millimeter accurate
measurement in floating roof
tanks.
• Only for smaller tanks (<5000
bbls.) the recommendation is
dropped.
• Also the Dutch NMI and
German PTB don’t see it as a
‘must’ – but the tank roof
needs to be ‘enough stable’ –
which is hardly the case – you
have to prove the roof is stable

enough (influence < 2-3mm!)

Slide
Nov. 2015 IMS

What our recommendations for SW for Radar

are:
• Preferable two rows – pitch 300mm (depends on viscosity of
product)
• Holes staggered on both sides, in a straight vertical line, de-

300mm
burred – preferably conically drilled.
• SW diameter:
• 6” for normal hydrocarbons in Fixed Roof Tank
• 8” for more viscous products and medium size FRT’s (<50m)
• 10” for larger FRT’s (when SW is also used anti rotational device’ for
the FR)
• 2” for Bullets and horizontal cylindrical tanks
• Hole diameter:
• 1/10 of pipe diameter)
• Highly recommended for new installations:
• Material: SS

15 cm
• Separate SW for manual gauging and sampling (4”)
• Separate ‘Open’ (perforated) thermo well for temperature

30 cm
measurement
• Thermo well open ended and above ‘water sump’ (if applicable)
• End of SW: below zero point (datum plate) and 300mm above bottom
so that a reflector plate can be placed below.

Nominal SW diameter

‘Recommended’ and
not ‘must or
‘should’!

• Realize that this Chapter only contains details for ‘non

pressurized tanks’. (All light hydrocarbons having a Reid
vapor pressure above 100 kPa (15 psi) and underground
storage tanks are excluded)
• Hence different (smaller!) diameter SW’s are not per se
‘non API compliant’

Stilling well requirements

• At any transition (e.g. when using a ball

valve or mending pipe segments), no gap
may be created exceeding 1 mm.
• The stilling well must be smooth on
the inside (average roughness Rz ≤
6.3 μm). Use extruded or parallel welded
stainless steel pipe. An extension of the
pipe is possible with welded flanges or
pipe sleeves. Flange and pipe have to be
properly aligned at the inside.

• Shifted pipes should not be welded

• Stilling well must be open at the bottom.

• Slots offset 180° (not 90°).

Slide

112

Stilling Well design aspects

• Design aspects for SW:

• Holes instead of slots
• SW fixed to the bottom
• SW freely moveable on the top (no influence from roof
movement)
• Not heavily corroded
• Not bended – nearly Straight
• Not too much adhering product
• Not ‘over-slotted’
• Minimization of tank bottom reflections

Why is accurate temperature essential?

Level vs. Temperature
• Thermal expansion of hydrocarbons:
• typically 0.1% per 1°C temperature change
• An example - Take a 17 m tall storage tank with  45 m...
• Typically it handles 27 000 m3 of hydrocarbons

Slide
Nov. 2015 IMS
136
Terminal Management

Why is accurate temperature essential?

• Level vs. Temperature errors:

• Level error of 2 mm = 3,2 m³ (20
• 1 ºC Temperature error bbl)
= 27 m³ (170 bbl)
• 0,2° Temperature error = 5,2 m³ (34 bbl) €

• Correct temperature measurement is essential !

• Average temperature measurement is always preferable.

Average temperature vs. spot temperature

• In large storage tanks, vertical temperature layers with

differences up to 5°C are possible.
• For custody transfer applications API requires “multi-spot”
RTD temperature measurement.
• Single spot temperature may not give adequate
representation of average temperature .

How to improve Average Temperature?

• Evaluate location and distanceAPI

to tank shell
• Have enough temperature sensors:
ISO
• API Chapter 7 recommends:

• 4 elements, if Tank height < 9m

• 5 elements for Tank heights between 9 and 15 m

• ISO 4266-4 recommends:

• 6 elements for Tank Heights > 15 m
ISO
• 1 m from tank floor and every 3 m one
sensor, i.e.:

• 4 if Tank Height < 9 m

• But also as API in the Appendix!

Both standards originally only indicated Multi Variable
Length Temperature sensors (MVT’s)!

VCF correction

• The liquid expansion of the product (VCF) – effecting the

TOV is assumed to be corrected in the GSV.

Assumed are:
• Good Temperature assessment , i.e.
averaging temp. measurement.
• Product properties are correct, i.e.
calculated VCF is applicable
Issue(s) could be:
• Stratification – caused by different batches
• Product layer close to tank shell and surface – where
most of ambient effect is located, but is not measured
In general we can state that only the ‘bulk’ is VCF corrected,
the ‘skin’ is NOT corrected, and might cause additional
uncertainties!
How well stratification is coped with depends on

temperature measurement system.

Bypass Solution to reduce costs

Instead of a Displacer, a Levelflex M could be

used in the bypass.
The system is pre-assembled and ready to fit.
Unlike a mechanical system, there is no
maintenance needed.

By installing the Levelflex on a bypass which is

attached to the process vessel, the cost for
planning, procurement, commissioning and
maintenance is reduced.
