1. SCOPE OF WORK AND SCOPE OF SUPPLY

This document covers the minimum requirements for design, detail engineering,
purchasing, manufacturing, fabrication, assembling, construction, painting,
inspection, factory testing (FAT), packing, transportation, delivery, documentation,
certification, onshore installation supervision, assembly supervision, termination
supervision, onshore pre-commissioning, offshore commissioning and start-up, site
testing (SAT), after sale support of Distribution Power Transformer Package for
CTC2 Wellhead Platform, hereinafter referred to as “Goods”.
Detail technical requirement of Goods to be referred to all documents and drawings
in the Appendix 1.

NOTE:
- Where it is necessary to split the board for transport or "on-site" handling, the
Vendor shall supply all mating parts, all fish plates, scaling gaskets, inter-
connecting wiring, etc. In addition, Vendor shall perform wiring for inter-
connecting split boards, installation of on-site mounted equipment to complete the
Distribution Power Transformer Package.

- Distribution Power Transformer Package shall interface with Company Process

Control System (PCS) via Modbus RS-485 protocol.
- Interconnecting cabling and cable glands from Distribution Power Transformer
Package to other COMPANY’s electrical system such as Switchgear, MCC,
Distribution Board … are Company’s scope.
- Interconnecting cabling from Distribution Power Transformer Package to
COMPANY’s control system such as PCS, SIS … are Company’s scope.
- Interconnecting cable glands from Distribution Power Transformer Package to
COMPANY’s control system such as PCS, SIS … are Vendor’s scope.
- Cable gland shall be compliance with CTC1.CTC2-002-GE-SP-09_ Specification
for Electrical Bulk Materials.
- Supervisor(s) and Expert(s) for onshore pre-commissioning, offshore
commissioning and start-up shall be authorized/committed by Manufacturer and
equipped with all necessary tools and equipment.

2. TECHNICAL REQUIREMENT

The Distribution Power Transformer Package shall be complied with all Technical
Documents listed in Appendix 1 of this technical requirement.
All document and drawing in the Appendix 1 is preliminary engineering design. All
detail engineering design document and drawing is VENDOR’s scope.
In the event of any conflict between this Technical Requirement, Datasheet,
Specification, Drawing and other Documents, the order of the precedence of the
documents is as follows:
- Mandatory Laws, Standards and Regulation of Vietnam
- This Technical Requirement.

3. YEAR OF MANUFACTURE

Goods must be brand new, unused and manufactured in 2021 year or later.

4. DELIVERY PLACE AND DELIVERY LEAD TIME

All GOODS shall be delivered at VSP Site, No.67, 30/4 Road, Thang Nhat Ward,
Vung Tau City, S.R Viet Nam.
Delivery time of GOODs, including vendor data review, packing/handling,
shipping, transportation, delivery…time shall be not later than 147 calendar days
after issue of Letter of Intent (LOI).
Note: Contractor has to follow Vietsovpetro’s HSE policy when delivery goods to
Vietsovpetro site.

for Distribution Power Transformer with similar requirement.
Bidder has supplied at least 01 similar Distribution Power Transformer Package
and Manufacturer has carried out at least 01 similar project in complexity during last
of 03 years.

10. DOCUMENT REQUIREMENT

Bidder is requested to submit a complete of Technical Documentations as a part of

its bid document and the minimum requirements as below:
- Scope of supply with detailed model or part number, manufacturer, Origin and
quantity (no information or any information such as “or equal”, “or equivalent” is
not acceptable).
- Scope of work/service.
- Similar Project with copied contract, detailed bill of material during last 03 years
of Bidder and Manufacturer.
- Statement of Compliance and Deviation or Exception List (If any).
- Commitment Letter from Manufacturer for this package to confirm that in the
event the Bidder is awarded contract, the Manufacturer is available to provide
following product.
- Type test certificate issued by recognized testing agency for the proposed
Distribution Power Transformer Switchgear (sample copy).
- Certificate of Conformity issued by recognized certifying agency (3rd party) such
as VR, BV, DNV- GL, Lloyd, ABS (sample copy).
Bidder to submit manufacturer’s catalog, specification, datasheet or certificates /
report which indicate Distribution Power Transformer are suitable for platform/
marine installation.
- Detail technical specification / description of Distribution Transformer.
- Completed and filled-in datasheet of Distribution Transformer, signed and
stamped by Manufacturer.
- General Arrangement Drawing of Distribution Power Transformer (W x D x H
overall dimension and weight) signed and stamped by Manufacturer
- Single line diagram or block diagram of Distribution Power Transformer signed
and stamped by Manufacturer
- Detail Bill of Material for Distribution Transformer.
- Catalogue / Manufacture technical data for Distribution Power Transformer with
highlighted Model or part number and technical parameters.

- Catalogue / Manufacturer technical data for Termination MV Kit with highlighted

model or part number and technical parameters.
- List of spare parts for pre-commissioning, commissioning and start up
- List of all necessary special tools for operation and perform routine maintenance
and any other recommended tools for specialized procedures shall be identified.
NOTE:
All documents and drawings in tender proposal shall be provided with: one (1)
original and three (03) copies and one (1) set of electronic copies on USB/CD/DVD.
Vendor also shall be full responsibility to submit Vendor data register list (VDRL)
and Vendor Data as required in section in “Documentation” of project documents for
Company review after LOI.
All final documents shall be provided with: one (01) original and three (03) copies
and one (01) set of electronic copies on USB/CD/DVD
