TECHNICAL REQUIREMENT FOR

1. SCOPE OF SUPPLY
The bidder’s scope of supply must quote enough quantity for each items as below
(hereinafter referred to as “Goods”):

Pipeline” for more detail requirements.

2. TECHNICAL REQUIREMENT

All GOODs shall be complied with all Technical Documents listed in Appendix 1
of this technical requirement.
All document and drawing in the Appendix 1 is preliminary engineering design.
All detail engineering design document and drawing for Instrument and
Communication Equipment Package is VENDOR’s scope
In the event of any conflict between this Technical Requirement, Specification,
Datasheet, drawings and other documents, the order of the precedence of the documents
is as follows:

- Mandatory Laws, Standards and Regulation of Vietnam.

- Scope of supply on ITB (Invitation to Bid)
- This Technical requirement
- Specifications.
- Other documents in Appendix 1.
- International Code and Standards.

3. YEAR OF MANUFACTURE

Goods must be brand new, unused and manufactured in 2018 year or later.

4. DELIVERY TERM & TIME

All GOODS shall be delivered at VSP Site, No.67, 30/4 Road, Thang Nhat Ward,
Vung Tau City, S.R Viet Nam.
Delivery time of GOODs, including vendor data review, packing/handling,
shipping, transportation, delivery,…time shall be not later than 03 weeks after issue
of Letter of Intent (LOI).
Note: Contractor has to follow Vietsovpetro’s HSE policy when delivery goods to
Vietsovpetro site.

5. RECOMMENDED COUNTRY OF ORIGIN

The country of origin shall be as below:

6. WARRANTY
All of the goods shall be furnished with Warranty Certificate for thirty (30) months
from the delivery time.

7. CERTIFICATION

All relevant certificates must be confirmed or committed to provide and to be

submitted before delivery, but not limited to the following:
 Certificate of Origin issued by the Commerce Department of Manufacturer’s
country or exporter’s country: Original or Certified copy by Manufacturer.
 Certificate of quality, quantity issued by Manufacturer: Original or Certified
copy by Manufacturer.
 Test report or Certificate issued by manufacturer: Original or Certified copy
by Manufacturer.
 Type Approval Certificate issued by third party: Original or Certified copy by
Manufacturer.
 Warranty Certificate issued by Bidder: Original

8. DOCUMENT REQUIREMENT

BIDDER is requested to submit a complete of Technical Documentations as a part

of its bid document and the minimum requirements as below:
 Scope of supply with detailed model or part number, manufacturer, Origin and
quantity (No information or any information such as “or equal”, “or
equivalent” is not acceptable).
 Equipment Catalog with highlight specification, model, part number
 Equipment General Arrangement drawing (dimension of equipment)
 Type Approval Certificate issued by third party (Sample)
NOTE:
All documents and drawings in tender proposal shall be provided with: one (1)
original and three (03) copies and one (1) set of electronic copies on USB/CD/DVD.
Vendor also shall be full responsibility to submit Vendor data register list (VDRL)
and Vendor Data as required in section in “Documentation” of project documents for
Company review after LOI.
All final documents shall be provided with: one (01) original and three (03) copies
and one (01) set of electronic copies on USB/CD/DVD.

9. TECHNICAL DOCUMENTS:

The electrical cables and material shall be in compliance with documents as below:
