Supply and installation of Microprocessor Based Benchtop Multi-parameter Instrument for water
analysis. The instrument should capable for analysis of pH/ mV/ ISE (Optional)/ EC/ TDS/ Salinity
(Optional) / Temperature. The instrument should fulfill following specifications

System should have a large graphic LCD Display
System should display both channel results at once with temperature

INSTRUCTION TO TENDERES
A. INTRODUCTION
1 General Information 1.1 In order to certify the regional laboratory by NABL under ISO 17025
the regional laboratory is to be equipped and upgraded as per
international standards of NABL. For such High precise and accurate
multi-parameter microprocessor based benchtop instrument is
required. The Instrument as per specification is required and to be
supplied and installed within a period of 2 months.
1.2 Executing Agency
The authorized Executing Agency of this supply is through Executive
Engineer PHED. Dist. Div.II Bikaner
1.3 Type of contract
The supply described in this tender document is item basis. The
name of the supply under this contract is Tender document for
Supply and installation of Microprocessor Based Multi-
parameter Instrument for water analysis under NRDWP (WQM).
1.4 All supplies, proposed under the contract, are specified of the tender
document under the headline “Scope of Work
1.5 The Tenderer shall read the specification and study the scope of work
carefully.
1.6 The Tenderer is required to carefully study all instructions, forms,
terms, conditions and other details in the tender documents. Failure
to submitted complete and legible information as required in the
tender documents or submission of a tender not substantially
responsive as per requirements of the tender document in every
respect will be at the Tenderer(s) risk and may result in rejection of
its tender.
1.7 The Tenderer shall sign a declaration under the Official Secrets Act
for maintaining secrecy of the tender documents, drawing or other
records connected with the work given to him form given below.
1.8 Tenderer shall submit only unconditional tenders. Conditional
tenders are liable to be rejected summarily. The tender documents
show already the specific terms and conditions on which tenders are
required by the Department, hence all tenders should be in strict
conformity with the tender documents and should be filled in,
digitally signed. Incomplete tender is liable to be rejected. The terms
and conditions of the tender document are firm; as such conditional
tenders are liable to be rejected.
1.9 The contractor shall comply with the provisions of the
Apprenticeship Act, 1961, and the rules and orders issued, there
under, from time to time. If he fails to do so, his failure will be a
breach of the contract and the original sanctioning authority at its

discretion may cancel the contract. The contractor shall also be liable
for any pecuniary liability arising on account of violations made by
him of the provisions of any Act/Rule/Order.
1.10 in case of any dispute for execution of work, decision of EIC shall
be final.
1.11 Tenders shall abide by general terms & conditions mentioned in the
agreement form RPWA-100 and in case of delay of supply, the
conditions of RPWA-100 will govern the penalty.
2. Address for 2.1 All communications in reference to this tender must be made to
communication Office of the Executive Engineer PHED. Dist. Div.II Bikaner.
3. Period of Completion 3.1 The supply is to be completely finished to the satisfaction of Office of
the Executive Engineer PHED. Dist. Div.II Bikaner within a Period
of 02 months after placing of supply order. However it may be
extended with mutual consent on same rate and terms & conditions.
4. Content of Tender 4.1 The facilities required, tendering procedures, contract terms and
Document technical requirements are prescribed in the tender documents. The
tender document include the following sections, and addendum’s
issued if any till the date of submission of the tender:

5. Cost of Tendering 5.1 The Tenderers shall bear all costs associated with the preparation
and submission of its tender, and the Department will in no case be
responsible or liable for these costs, regardless of the conduct or
outcome of the tendering process.
5.2 It shall be obligatory on the successful Tenderer to pay stamp charges
on the contract for preparation of contract agreement, as ruling on
date of execution of the contract.
6. Omissions, Errors 6.1 The tenderers designated representative (having authority letter) is
and clarification; Pre invited to in the office, which will take place at the venue and time
tender meeting notified in NIT.
6.2 No claims except as otherwise expressly provided will afterwards be
accepted due to non-understanding or misinterpretation of the
tender documents and addendums issued.
7. Tender Form and 7.1 The tenderer will complete the Schedule of Price furnished in the
Schedule of price tender documents as indicated therein. The terms and conditions for
payments shall be in accordance with the provisions of the conditions
of contract(s) tender document.
8. Tender Prices 8.1 The prices quoted shall remain firm and fixed and no price variation
shall be admissible.
8.2 The tenderer will quote his rates only in one language i.e. either in
Hindi or English. Rates should be quoted in figures as well as in words
and in case the rates so quoted differ, the lower of the two shall be
treated as the rate quoted by the Tenderer

8.4 The prices and amounts quoted by the Tenderer shall include all costs
including labour, materials, construction, plant and equipment,
transport charges, testing Charges and any other expenses. The price
should be exclusive / Without of GST. However rate of GST is to be
mentioned in Annexure 2
9. Tender Currency 9.1 All prices shall be quoted in the Indian Rupee. The department will
not arrange any foreign currencies for import of any type of material.
10. Earnest Money 10.1 An amount of Earnest money as mentioned in NIT must accompany
the tender which should be payable to Executive Engineer PHED.

11. Tender Fee 11.1 Tender fees, EMD in the form of DD should be submitted manually in
the office of tendering authority as per date & time mentioned
11.2 The cost of tender document is to be paid in the form of DD payable to
Office of the Executive Engineer PHED. Dist. Div.II Bikaner.
11.3 The Tender document of shall contain no alteration, or additions,
unless notified. In case the bidder makes addition and/or correction,
the provision written in the original document, read with the
addendum or corrigendum issued shall prevail.
12 Sealing and Marking 12.1 Bidder shall submit their offer all documents should be signed.
