Face to face learning engagement of students and teachers within the school has been
suspended because of the COVID-19 pandemic. This pandemic has prepared the
execution of Particular Distance Learning as a dire reaction to guarantee congruity of
learning. The Philippines is currently adjusting to the new ordinary type of education as
of now, and constant advancements of teachers and dynamic inclusion of different
partners are the main thrust for its victory. A study entitled, “The implementation of
modular distance learning in the Philippine Secondary Schoolr” aims to to discover the
difficulties experienced, sentiments, and suggestions of educators, guardians, and
understudies in the execution of Modular Distance Learning in Balbalayang National
High School (BNHS) and Baguio City National High School (BCNHS) during the School
Year 2020-2021. These difficulties, suppositions and proposals were recognized
through a blended quantitative and subjective methodology by directing studies to the
37 members in the chosen schools through amount and purposive inspecting.
Deductive topical investigation was utilized in the understanding and coding of
information. The fundamental difficulties that arose were absence of school financing in
the creation and conveyance of modules; understudies battle with self studying, and
guardians' absence of information to scholastically manage their kid/kids. Taking
everything into account, the investigation had the option to decide the predominant
difficulties of the members as far as assets, readiness, and correspondence. The
aftereffect of this examination may fill in as a springboard for what's to come
enhancements of the schools' current projects and rules on the execution of particular
distance learning.

The study used the survey design in deciding the difficulties on the utilization of Modular
Distance Learning Modality (MDLM) and a clear plan in recognizing the various
arrangements to these difficulties. The suppositions and proposals of understudies,
guardians, and educators were assembled through a review, especially by utilizing polls
with open-finished inquiries. The specialists directed the examination in Balbalayang
National High School which is situated in a country space of San Gabriel, La Union and
Baguio City National High School which is situated in a metropolitan space of Baguio
City, Benguet. Fifteen (15) understudies, twelve (12) guardians, and ten (10) school
faculty in every one of the choice of schools were picked as key sources through
purposive and standard examining. Messages, Google structures, and web-based
media were utilized in the appropriation of surveys furthermore, recovery of information.
The inquiries utilized in the polls were restricted, which was approved by the analysts'
examination guide. Deductive Thematic Analysis was utilized in the interpretation and
coding of data.

From the survey, various challenges were encountered by parents, students, and
teachers in the implementation of Modular Distance Learning. From the overview led, a
few proposals were accumulated. The techniques and methodologies recommended by
the understudies to class to additionally improve the Modular Distance Learning are
decrease of exercises from the modules, more models for each subject, home
appearance once per week, restricted eye to eye class or Blended Learning,
arrangement of shaded printed modules, quick data offered by instructors on what to
response in the modules, online counsel with understudies, responsiveness of
instructors using online media stage, and mercy of educators in the accommodation of
understudies' yields. The proposed arrangements of guardians to the recognized
difficulties in Modular Distance Learning are decrease/diminish exercises in the
modules, take out the superfluous activities, Online Learning (a Zoom meeting with the
entire class with the instructor going through the modules with the understudies,
responding to questions and learning the themes together), improve on the modules,
execute mixed Learning, reliable directions in the modules and however much as could
be expected, limit bunch exercises, give every understudy sufficient opportunity to finish
every one of the modules, and give more models and clarifications to every one of the
given movement. Appropriately, the educators said that gifts, sales, and help of PTA
and other partners were a portion of the approaches to increase the monetary
necessities of the school; the public authority should make the modules as reading
material, and the DepEd should apportion extra assets for modules. The proper
intercessions to be accommodated battling students as per educators are predictable
discussion through text, call, and through other web-based media stages, association of
Local area Learning Facilitators (CLF), home appearance for direct instructional
exercises, rearrangements of modules, and prompt note/input made by educators which
are written in vernacular language. For guardians, educators can give them help
through text and call, local area working with, conference and posting reports via web-
based media, and by giving them expressions of consolation.

The extraordinary number of exercises in every module is one of the primary issues that
arose in the execution of Modular Distance Learning. The Department of Education
ought to think about this issue, lessen the exercises, and take out the pointless subjects
with the goal that authority will be accomplished however much as could be expected.
As what a portion of the guardians said, the lesser the better. One of the worries of the
understudies is that they need an ideal opportunity to answer every one of the modules
inside seven days. Thus, if DepEd can't expand the span of achieving the modules, they
should decrease the exercises. We as a whole realize that errors can't be stayed away
from now and again. In this way, educators should rethink the modules, and they should
ensure that every one of the exercises or exercises are proper to the requirements of
the students. The guardians, just as the understudies, are correct; the directions in each
activity must be clear enough for the students to comprehend. The themes should be
rearranged, and educators must give more models. Additionally, every one of the
printed pictures in the modules ought to be clear. The cases of COVID-19 in the
Philippines are as yet in extraordinary numbers, so eye to eye learning isn't yet
conceivable. In any case, the scientists imagine that Blended Learning is additionally
workable for places that are most certainly not tainted by the infection. This can be
applied to certain schools situated in provincial regions like BNHS. On the web Learning
approach could be carried out in metropolitan regions like BCNHS since the greater part
of the students have a web association. For the understudies who actually can't get to
the web, they will be given unique thought by home appearance for instance. Beside
text and call, online media especially on courier is perhaps the most utilized methods of
correspondence between instructors, guardians, and understudies. Subsequently,
educators are prescribed to be dynamic online more often than not. They should have
the option to address the slants of certain guardians and understudies, which is to show
restraint enough in taking care of the requirements and to react to the questions quickly
concerning learning. The Department of Education and the public authority should work
together towards the achievement of Philippine Educational System in spite of the
COVID-19 pandemic. It is basic that each school should be furnished with help and
enough assets. The Department of Education should give self-governance and
opportunity to instructors in each school to do their own modules. Be that as it may, the
modules should be approved for the quality affirmation and the advancement will be
observed.
