A RESOLUTION MANIFESTING FULL SUPPORT TO THE POLICIES OF THE

DEPARTMENT OF EDUCATION ON THE UTILIZATION OF PUBLIC SCHOOLS AS
QUARANTINE FACILITY

WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued
Executive Order No. 112 Imposing an Enhanced Community Quarantine in
High-Risk Geographic Areas of the Philippines and a General Community
Quarantine in the Rest of The Country from 01 To 15 May 2020 to the present;

WHEREAS, while the Enhanced Community Quarantine was still in effect, the
AITF through the Department of Interior and Local Government (DILG)
directed all Local Government Units to identify and establish Quarantine
Areas in their respective localities to ensure the containment of the spread of
the COVID -19 Virus in the locality;

WHEREAS, Region 02, Cagayan Valley Region, faithfully adhered to the said
directive and thus established Quarantine Areas in all the Cities and
Municipalities of the Region;

WHEREAS, several Local Government Units in the Cagayan Valley Region,

identified some public schools as ideal quarantine areas and upon approval,
subsequently transformed and/or converted said schools as local Quarantine
Areas for COVID-19 PUMs;

WHEREAS, as of date, several COVID-19 PUMs, are still placed under

quarantine in the different public schools in the Region;

WHEREAS, on May 6, 2020, the Office of the Executive Secretary issued

Executive Order No. 114 “Institutionalizing the Balik Probinsya, Bagong Pag-
Asa Program as a Pillar of Balanced Regional Development” thereby
encouraging and directing voluntary and immediate movement to their
respective home provinces local workers and Overseas Filipino Workers
(OFWs), especially those stranded in the NCR due to the Enhanced
Community Quarantine (ECQ);

WHEREAS, the implementation of the Balik Probinsya, Bagong Pag-Asa

Program shall cause the influx of local workers and Overseas Filipino Workers
(OFWs) and the Local Government Units who are currently utilizing the public
schools as Quarantine Areas for COVID-19 PUMs shall certainly prolong the
operations of the currently installed public school quarantine areas;

WHEREAS, on May 28, 2020, the Department of Education issued DepED Order
No. 008, s. 2020, “Guidelines on the Enrollment for School Year 2020-2021 in
the Context of the Public Health Emergency due to COVID-19”, directing the
resumption of the enrollment of learners for SY 2020-2021;
WHEREAS, the DepEd RO2, in its desire that all schools shall be ready and safe
for the school children and to guarantee that teachers and other school staff
that will be utilizing the facilities of the school to deliver the learning modalities
to the school children under its Basic Education Learning Continuity Plan (BE-
LCP) in the time of COVID-19, shall not be exposed to any health risk, peril or
jeopardy, has scheduled a regionwide public school disinfection on June 13
to 14 of the current year;

NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the CV-RIATF;

1) Fully supports the position of the Department of Education Central

Office, that the used of the public schools as Quarantine Areas for
COVID -19 PUMs by the Local Government Units shall not be extended;
and

2) Proposes that all public schools currently used as Quarantine Areas for
COVID -19 PUMs in this Region, the Cagayan Valley Region, be vacated
not later than June 12, 2020 pursuant to the existing MOA mutually
agreed upon by DepEd R02 and the Local Government Units
concerned, to pave the way for the comprehensive and meticulous
disinfection of the buildings and all the school facilities scheduled on
June 13, 2020, onwards;

RESOLVED FURTHER, that all public schools currently used as Quarantine Areas
for COVID -19 PUMs in this Region, which are set to be terminated on June 12,
2020 but are subject of an earlier request for extension by the LGUs due to
valid reasons, shall be granted extension until June 30, 2020, only, and that no
further extension shall be granted beyond said date.

RESOLVED FINALLY, that this Resolution be furnished to the Honorable

Secretary of the Department of Education, Leonor Magtolis Briones and all
member-agencies and Local Government Units in the region for their
guidance and information;.
