NATIONAL DISASTER RESILIENCE


COUNCIL

SEC. 19. National Disaster Resilience


Council. The present National Disaster
Risk Reduction and Management Council,
otherwise known as the NDRRMC, shall
henceforth be known as the National
Disaster Resilience Council, hereinafter
referred to as the NDRC or the Resilience
Council, that shall be the primary policy
making and oversight body of the
government relative to matters pertaining
to climate change adaptation (CCA) and
disaster risk reduction and management
(DRRM).

Accordingly, all powers and functions of


the NDRRMC as well as the Climate
Change Commission (CCC) as provided for
by law shall hereby be transferred to the
NDRC.

The Council shall be headed by the


Cabinet or Executive Secretary as the
National Board’s Chairperson with the
Director General of Disaster Resilience as
the sole Vice-Chairperson thereof.

SEC 20. Functions of the Council. The


National Council, being empowered with
policy-making, coordination, integration,
supervision, monitoring and evaluation
functions, shall have the following
responsibilities:

(a) Develop a National Disaster Resilience


Framework (NDRF) which shall provide
for a comprehensive, all-hazards, multi-
sectoral, community-based and whole-of-
nation approach to disaster resilience. The
Framework shall serve as the principal
guide to disaster risk reduction and
management efforts in the country and
shall be reviewed on a five (5)-year
interval, or as may be deemed necessary,
in order to ensure its relevance to the
times;

(b) Ensure that National Disaster


Resilience Plan is consistent with all other
national plans;

(c) Ensure a whole-of-nation approach in


the development, updating, and sharing
of information necessary to establish a
Disaster Resilience Information System for
policy, planning and decision-making;

(d) Establish a national early warning and


emergency alert system to provide
accurate and timely advice to national or
local emergency response organizations
and to the general public through diverse
mass media to include digital and analog
broadcast, cable, satellite television and
radio, wireless communications, and
landline communications;

(e) Develop appropriate forecast-based


financing and risk transfer mechanisms
that shall guarantee social and economic
protection and increase resiliency from
hazards, emergencies and disasters;

(f) Monitor the development and


enforcement by agencies and
organizations of the various laws,
guidelines, codes or technical standards
required by this Act;

(g) Manage and mobilize resources for


climate change adaptation and mitigation,
disaster risk reduction and management
and national security that shall include,
but to be limited to, the People Survival
Fund and the National Disaster Resilience
Fund;

(h) Monitor and provide the necessary


guidelines and procedures. on the Local
Disaster Resilience Fund (LDRF) releases
as well as utilization, accounting and
auditing thereof;

(i) Develop assessment tools on the


existing and potential hazards and risks;

(j) Develop vertical and horizontal


coordination mechanisms for a more
coherent implementation of climate
change, disaster risk reduction and
management and crisis management
policies and programs;

(k) Formulate a national institutional


capability building program for climate
change, disaster risk reduction and
management, and consequence
management to address the specific
weaknesses of various government
agencies and LGUs, based on the results
of a biennial baseline assessment and
studies;

(l) Formulate, harmonize, and translate

volunteers to augment their respective

requirements in the delivery of disaster
risk reduction programs and activities. The
agencies, CSOs, private sector, and LGUs
concerned shall take full responsibility for
the enhancement, welfare and protection
of volunteers, and shall submit the list of
volunteers to the OCD, through the
LDRRMOs, for accreditation and inclusion
in the database of community disaster
volunteers.
