ER wants to know from the CHO why there’s sudden rise of

COVID case
According to Vigan CHO (Dr. Ranchez), ICS11 is utility worker at
Vigan Convention Center. The Protocol is, if they clean, they use
PPE.
Patient 11 come in contact with Patients 16, 19, 20,21 and 23
Patient 23 cannot be said to have come from Patient 11 becoz he
has also exposure with BDO
Patient 11’s disease might also be from Vigan Convention
They had swab testing to workers but all resulted to negative
SPM Rafanan asked, Where did that come from (saan nahawa?
According to CHO: Patient 11 is immunocompromised. He has
bronchial asthma and had online business. There’s reason where
he got the virus. We think it didn’t come from the quarantine
facility (Vigan Convention center). For those to be quarantined,
we have them rapid test before swab.
ER: Don’t you have any idea?
CHO : CSI also attended a party somewhere in the Bantay. 2
dun sa party nagpositive. CSI 11 and yun sa bantay

ER: Ano status ng quarantine facility, is it full? Sa Vigan. Is

ER: How about frontliners?
CHO: Convention is temporarily closed because of additional
shower rooms
ER: What other areas do you suggest
CHO: Vigan City have MOA with different hotels and govt
facilities in brgy
ER: During league of Mayors meeting, mayors suggested to
decongest the city/municipality and put up quarantine in brgy.
CHO suggests that quarantine should be in one area and limited,
this is for close monitoring. Brgy is the last option.
CRB claims that he was the one who suggested during the
League of Mayors meeting to have the covid patient confined in
the brgy. According to him, the health department should be
prepared. We might have possibility of explosion of cases and
city/municipality might not be able to handle such big number of
people to be quarantined. He suggested covid patients should
be quarantined in their houses in order to solve (1) comfort of
the people being quarantined, (2) finances of LGUs just for PUMS
and COVID positive patients being quarantined, (3) we might also
forego with the responsibility of taking care of these patients.
According to him, we need to make sure that there will be no
violator of the quarantine rules. We can use human resources
such as brgy personnel. Hopefully the number will not increase.
But in such event, CRB said that the health department should be
thinking about it as early as now. Para di mabigla and di
maghabol.

SPM Rafanan shared the experience of a resident of Bantay who


is a returning OFW from An-anam, when tested for COVID, it
yields negative. But because they still have to be quarantined,
they asked permission from Dra. Tolentino if they can be
quarantine in a vacant house. This was allowed. There’s brgy
tanod, Barangay health personnel who monitors them. Expenses
of city or municipality will be lowered. What’s your experience
with this ?
According to Vigan CHO, the said OFW is a pregnant women that
is why they allowed them to undergo home quarantine. Home
quarantine for those coming from other provinces unless senior
citizen, have co-morbiities or in this case, pregnant.
According to Vigan CHO, quarantines have to be centralized for
easier coordination. Not unlike if it’s home quarantine. Matagal
ang response. May experience, Yung hino-home quarantine,
tumatakas like ISC- 17
SPM Singson asked, Do you have penalty for those na tumakas.
SPM Rafanan asked, How do you assess the situation?
According to Dra. Trina, It is the expected core of the pandemic.
Community quarantine really helped us. We cannot say that we
are able to control it. What we received yesterday is test from
July 29. What date is it now? 5 days is the average waiting time
for test result.
Set-up the infra. Vigan city is generous to be put up in the city.
We should have a system. DOH promised to help.
SPM Singson asked, How much do we spent per patient?
According to Dra. Trina: Philhealth lang.
CRB: One of my concern is the cost of rapid test.
According to Dra Trina: Mas maganda pa rin talaga ang RT_PCR.
It doesn’t mean na false negative wala na or false positive pero
wala naman. Direct contact and close contact lang and dapat na
I rt-cr because we have limited resources. We have priority, hindi
ganoon ka mura ang rapid, wala tayong molecular testing facility.
Yung naidentify thru contract tracing, pinapahome quarantine.
Yung close contact ang talagang sinasubject natin to quarantine.
CRB asked about the cost for testing. For those na walang funds
pero na close contact. Baka kasi meron na silang symptoms.
Pero hesitant sila dahil sa cost.
According to Dra. Trina, PHO don’t require them to pay. Pag may
contact sila at kelangan matrace, wala silang dapat bayaran.
CRB then asked, how about people na may sympoms baka may
symptoms ng covid?
According to Dra Trina, Puede icharge sa Philhealth kahit hindi
sila member ng philhealth.
SPM Rafanan asked, In case meron na testing facility, maganda,
in presence of existing laboratory, are you expecting na dadami
ang cases
Dra Trina answered, Definitely. There is really a need na
magkaisa tayo kung ano ang containment strategy natin.
SPM Rafanan, Dahil meron na facility, there will be sudden
upsurge, we are expecting for the worse. He again asked, Dahil
ba sa dumami na testing facility kaya dumami ang caso ngayon?
Dra Trina answered, “ Yes, pero dahil na rin sa anjan na talaga si
COVID”
CRB asked, “You know number of facilities, and number of
persons to man. What is the number where we can already say
na din a natin kaya”
According to Dra. Trina, “ We cannot say the exact number.
Centralization. We have limited resources.
CRB: I agree that it will have better management if centralized

hindi pa bumibigay ang mga health workers natin.
CRB: We have to be prepared for that possibility.
Dr. Trina: If we subject a contact to home quarantine, automatic
na contact na yung nasa household, need pa imonitor ng
healthworker. Wala pa silang tamang training sa infection control
and bibigyan mo pa lahat sila ng PPEs.

Dra Joy of Candon: There’s 4 quarantine facility in Candon.
Darapidap, Sto Tomas, Civic Center and tamorong. For now with
the moratorium and suspension of returning LSI, we are abale to
vacate the 2 facilities , civic center and __ was decontaminate
and disinfected ( patientC45), we also subject them to RT-PCR
testing and fortunately negative and transferred to Sto Tomas.
After completing swab testing of contacts of confirmed, we will
monitor their home quarantine.
SPM Singson asked the capacity of Candon quarantine facility
According to Dra Joy of Candon, Tamorong and sto tomas can
accommodate 20 Civic has maximum of 60, and Darapirap has
maximum 15
SPM Singson asked whether Staylite Hotel is reserved for
frontliners/medical personnel only?
Dra Joy of Candon answered. Yes .
According to Dra Joy of Candon aside from thse four, Operational
din ang mga brgy isolation facilities.
SPM Singson asked, Paano ang protocol sa brgy isolation?
According to Dra Joy of Candon, Brgy Caters LSI and returning
residences. They are Monitored by brgy health workers as per
supervision of Brgy Captain.
According to CRB, our budgets for health personnel is limited.

According to SPM Singson, Maybe we can ask for another

ON PRICES OF TEST KITS

According to Engr. Foz, Ti golden standard is sawb test, RT-PCR.
Rapid test is additional tool only.

agparapid test for people who need to travel cross border. SPM
baterina would like to find out if we can have cheaper rapid
testing or any other rapid test kits for those who needs to travel.
Accordingt o Engr Foz, Rapid test is not assurance. UP
developed test kit is not yet approved.

According to SPM Rafanan, Rapid test is a must for those
crossing border.
According to Dr. Peredo, “ Meron kc mga rapid test test na hindi
FDA approved kaya mas mura. Yung ginagamit ng mga
healthworrker natin + PPE nagmamahal. Hindi dapat
macrompromise ang health and safety ng mga healthworkers”
SPM Oandasan asked whether RHUs and equipped with
disinfecting measures and Candon Health Office confirmed.

According to Narvacan HO, it is the Health and sanitation
department
While Bantay said that LGU bantay provides for disinfectants but
lacks adequate PPEs. RHU personnel plus utility workers sa
bantay.
Vigan CHO on the otherhand said that it is their GSO with
supervision of our health staff
RHU Narvacan clarified that disinfection is not including bfp but
BHERTs are the one helping them under supervision of municipal
govt and rhu.

kailangan sa local. Anyway meron na atang napag-usapan .. with
respect to mandanas ruling.”
SPM Singson I thought mandanas ruling is applicable on 2022
According to Engr. Foz, Inislash na. kung yun ang
ipapaimplement.
SPM asked, “ Sagmamano ti maysa nga PPE?”
According to Engr. Foz: “we can provide you with the complete
list dahil iba iba ang PPE, iba iba ang application. We will just
provide you with the costing provided by the National which you
can use as basis”
SPM singson asked, “Can you send it before Tuesday?”
Engr. Foz: Yes
CRB asked “ Apay haan nga mabalin nga reusable ti PPE, mejo
dumakdakel ti problema tayo ti basura.
Engr. Foz: Yes, it it is under study but note that we have an
unknown disease. Yung mga hindi medical grade yan din siguro
ang reason kaya hawa-hawaan. Using ppe is not a hundred
percent guarantee that we will not contract virus. What we
guarantee is to stay home, it is the safest way.
CRB: We’ve been encouraging people to wash hands and
disinfect, why not do that with PPEs. Anyway, baka nalaklaka jay
reusable and at the same time malimit pay jay basura.

stay in that municipality, mas limit movement, mas limit spread
ng virus”.
According to Dra. Peredo: Ayon sa Binigay ng DOH Memo,
pinaka last na option ang paggamit ng Rapid Test.
SPM Rafanan Asked Committee Chairman to be furnished with
the DOH Memo. He also Asked the RHUs for their contact
numbers and for their best practices in Isolation and quarantine
facilities.
