DEFINITION OF TERMS APPLIED FOR CONDITIONS


Good: Unimpaired condition without significant wear, or deviation from original
strength and operating efficiency. No maintenance or repair required
Fair: Condition where wear and tear or other deficiencies of a minor nature,
do not require correction or repair
Poor: Condition in which the adequacy of strength and/or operational
efficiency is marginally below acceptable limits or is in doubt. Remedial
action is required
Unsatisfactory: Condition of inadequate strength or operational deficiency. Immediate
extensive repair/renewal required, reinstating serviceability

When referring to Ballast tank conditions the standard IACS terminology is used as follows:
Good: Condition with only minor spot rusting affecting not more than 20% of an
area under consideration.
Condition with local breakdown at edges of stiffeners and weld
Fair: connections and/or light rusting over 20% or more of the area under
consideration
Condition with general breakdown of coating over 20% or more of area
Poor: or hard scale at 10% or more of the area under consideration

EXECUTIVE SUMMARY
Preamble
At the request of Messrs. Mit freundlichen Grüßen through International Register of Shipping LLC,
Dubai UAE and with consent of Messrs. Baja Ferries USA as Owners representatives, the
undersigned did attend onboard mv MINI STAR – IMO No. 8805597 at Mazatlan, Sinaloa, Mexico on
27th May 2019 and subsequently until 31 st May 2019 whilst in Laid-up condition afloat alongside
quay at the Marecsa Shipyard, to carry out an inspection with the purpose to determine the overall
Pre-Purchase condition. The weather was quite satisfactory to carry out the inspection.
It should be noted that water depth was just limited to the Ship’s draft with consequent limit to
change the ballast tank conditions.
It is also noted that this report is strictly adhered to the factual findings as sighted during the
attendance of this inspection and reflecting the professional opinions of the undersigned.
Inspection/Survey made without prejudice.

Description of Vessel
mv MINI STAR – IMO No. 8805597 construction as Ro-Ro Cargo; Built by Setas KG Schiffswerft GmbH
& Co. at Hamburg Yard/hull No.: 1024 under Germanischer Lloyd (GL) Date of Built 1989-01. The
ship is single side, partly doblebottom, partly built on longitudinal frames, four (4) watertight
bulkheads. Two (2) continuous decks with side loading equipment stbd side.
Permissible container stack load on weather deck hatch covers: 20’ containers 40 t linear load, 40’
containers 50 t linear load, Uniform load 1.73 t/m 3
Currently registered under Mexico Flag and classed by DNV-GL with Class Notation:
[E3-Ice strengthening, G-Strengthened for use of
grabs]
[E3-Ice strengthening, AUT-Unattended Machinery Space]

Present status: Laid-up since 2019-04-15

The propulsion is provided by a 8 Cylinder four-stroke single acting Wärtsilä Vasa 8 R 32 D Diesel
engine operating through a reduction gear on the propeller shaft connected to a righthanded 4-
blade Stanley steel Controllable Pitch Propeller (CPP) Kamewa 3600 mm diameter169.4 rpm with a
nominal output of 2960 Kw, 720 rpm for a service speed of 14 knots loaded and an estimated
consumption of 12 ton per day.

Three (3) Auxiliary Engines MAN Model D 2840 LE generating 318 Kw each at 1500 rpm
An auxiliary oil-fired boiler FRÖLING, GMBH AND CO KESSEL APPARATEBAU Type 85 D / NH 390 is
fitted. The machinery spaces are operated in a periodically unmanned condition.
Accommodation is provided for 13 crew over three accommodation decks with current safety
equipment provided for 14 persons.
Condition Summary
The vessel is with Classification Certificate anniversary date 2019-01-20 overdue, extended to 2019-
04-15 and Laid-up since that date.
Main class renewal Hull & Machinery cycle to be completed concurrently with Complete Bottom
Survey in dry-dock including CPP and Shaft arrangements Inter-alia before any operation, trading or
leaving lay-up site with extent depending on Laid-up period started 2019-04-15.

Hull shell plating and external structure were found in fair condition considering that coating will be
renewed in dry dock. The CP propeller, shaft, attachments, bow thruster and all the sea chests will
be maintained. Minor rippling of the side shell plating above the waterline between frames noted as
well as a few small indents as result of minor contacts.

The weather deck hatch covers were in a good condition with renewed coating. The superstructure
was clean and well coated.

Lower deck
The structural condition of the main (Ro-Ro) and lower deck cargo hold appears to be in good
condition with no apparent wastage, damage or temporary repairs noted. Coating remains to be
applied.

Operation Hatch covers tested as allowed by the draft restrictions and confirmed to be in good
working conditions.

Electrohydraulic aft crane 3.9 t SWL outreach 2.8 – 12 m in good working order with no apparent
hydraulic oil leakages seen.

Forepeak WB Tank
Aft Peak and Forepeak Water Ballast Tanks were internally inspected. The structural condition of the
tanks was good with no significant wastage, damages or temporary repairs seen. However, steel
renewal shall take place at frs. 1 to 11 Ro Ro deck as per page 23 of UTM Report. The forepeak
ballast tank is fully coated with epoxy which was found in fair condition, but to be dealt with indry-
dock. The sacrificial anodes inside the tanks are wasted and will need to be replaced. All other WB
Tanks were full and not available for examination due to limit draft restrictions. It was reported
slight oil contamination by valves in way of WB tanks that shall be ascertained and corrected as
applicable in dry-dock.

The accommodation meets the basic requirements and complies with the provisions of the ILO
Maritime Labour Convention on crew accommodation as applicable for ship’s type and date of built.
The mess rooms and common alleyways throughout are clean and well lit. The galley is tidy and
fitted with the basic equipment required for the preparation of meals for the entire complement.
The bridge is a standard layout with the basic propriety marine equipment all reported to be
working satisfactorily.
The general engine room condition is good throughout, being well lit and with coatings good. The
main engine is reported to operate satisfactorily, confirmed by testing following the established
marine practice, as practicable as possible. The engine was found free of exhaust, water and oil leaks
and well coated. The total running hours since built is at 158,249 hours on 31 May 2018. Continuous
Machinery Surveys under DNV-GL being satisfactorily dealt with; closest group of CSM items due for
survey until 2021-04-30.
The auxiliary engines were reportedly in good condition. Next group of CSM item due for survey
until 220-04-30. The engines were found free of oil, water and exhaust leaks. All insulation and
guards were in place with the coatings in good condition. Running hours recorded as:
 Aux. Engine No. 1: 74,284 hr;
 Aux. Engine No. 2: 65,805 hr;
 Aux. Engine No. 3: 68,002 hr.
All firefighting and lifesaving safety equipment was audited and found in place as per the approved
plans. All required equipment has been serviced and/or tested as per statutory Flag requirements
with valid certificates available. The single free fall lifeboat not tested on this inspection due to site
restrictions.
Conclusion
The vessel was found to be in general good condition with no apparent defects revealed that would
be of concern considering that she will necessarily be in dry-dock for class certificate renewal and
applicable recommissioning after Laid-up period. This is also evident taking into consideration as stated,
that lay-up of ship is due to market trade conditions.
This 38-year old vessel appears to be well maintained and run by competent crew. Ship’s drawings
and equipment operating manuals were available and well kept.

The planned maintenance system is well implemented with no overdue works left unattended.
Maintenance on the main and auxiliary engines are being carried out during this lay-up period in
order to comply with the Class Continuous Machinery Surveys. Ample spare parts and necessary
tools were on board to effect critical repairs meanwhile.
International Ballast Water Management Certificate issued on voluntary bases by the National
Authority in accordance with regulation D-1 as implemented method. Certificate issued on 2019-02-
08. However, IOPP Certificate renewal date 2019-02-08 with previous renewal survey before 2014-
09-08. Hence installation of ballast water management system shall be implemented to comply with
Standard D-2.
In accordance to this limited general inspection, without exposing areas normally concealed, testing
or opening out the machinery, gauging the structure, or testing for tightness, it is the opinion of the
undersigned that subject vessel was generally in good condition on 31 May 2019, subject to
exceptions which may be set forth herein above.
Inspection carried out without prejudice.

Side loader with two lift platforms tested in simulated working conditions to serve main and lower
holds with satisfactory results.
Height from water line estimated as 4.69 m for a summer draft of 6.066 m and 2.66 m for a draft of
4.03 m corresponding to the Loading Condition 4 (Ballast and 10% fuel consumption).
Main and Auxiliary engine condition
Found in good conditions as stated on above Condition Summary.

Class requirement to renew the class


Memoranda related to Class:
MO 16 issued 2014-02-24: Sewage tank to be ascertained and dealt with as requested (cleaning,
UTM measurements).
MO 35 issued 2019-04-03 overdue surveys to be carried out before any operation, trading or leaving
lay-up site.
Recommissioning Survey depending on Laid-up period: It includes sea trial including function testing
of min functions covered by class with due attention to instrumentation and safety alarms if laid-up
period more tha one year. Scope of recommissioning survey may be reduced if
maintained/preservation is applied during lay-up period.
If Laid-up period is less than one year being maintained or preserved like under normal operating
conditions, as it should be considered in this case (provided the laid-up period is ending now), the
class may consider that the vessel has been trading continuously. Hence recommissioning survey
may be just a formality.
Main Class Renewal: It shall be in accordance to DNV-GL requirements as implemented by the
attending Surveyor. Normally In addition to Annual Class requirements it includes, Inter-alia steel
renewal as per UTM Report No. UNIG/ACC/1018/J25 carried by a DNV-GL approved company at la
Paz, BC Mexico from 2018-10-04 to 2019-02-15 with following outstanding steel renewal:
 AFT PEAK TANK, FR-1 TO 11 / Ro Ro Deck plates B1 port, c1 port, D1 P&S, D2 port. Page 23;
 STRENGTH DECK PLATING (1 Deck; Plate C – Stringer) 9 th Plate fwd & aft. Page 57;
 HOTSPOTS Ro Ro deck as per Page 76;
 DECK AT 9930 MM Steel plate to renew 28.4 m2. Page 58;
 FORECASTLE DECK Steel to renew 3.91 m2. Pag 59.
It should be noted that additional scope of class requirements may be specially considered due to
the age of the vessel.

Statutory Note:
The vessel has not been fitted with a Class approved Ballast Water Management System. An
extension of implementation schedule for approved water ballast water management method D-2
not sighted.
Regulation D-2 of the Ballast Water Management Convention shall be applied by the first renewal
survey of IOPP Certificate conducted on or after 8 September 2017.
Ultrasonic thickness reports
UTM Report No. UNIG/ACC/1018/J25 carried by a DNV-GL approved company at la Paz, BC Mexico
from 2018-10-04 to 2019-02-15 see Main Class renewal above with a list of outstanding steel

CONDITION REPORT
Hull
The full coating of the topsides, boot topping and anti-fouling are to be renewed during forcoming
dry-docking period.
The structural integrity of the hull appeared to be good and found without any obvious and
considerable damage or wastage.
Forecastle Deck and Store
The forecastle deck is raised above the main deck and was found to be adequately coated.

Main/Upper Deck
The main deck coating is good throughout its length.
Poop Deck
The poop deck is well coated.

Mooring Machinery and Equipment

Two combined anchor windlasses and mooring winches are installed on the forecastle deck. Each
mooring winch section consists of two reeled polypropylene mooring ropes and a single capstan.
Mooring equipment visually examined but not tested.
All this equipment will be maintained an coated in dry-dock.
Cargo Holds
The cargo holds were in generally good condition with coating to renew during dry-docking period.
There were no significant damage, corrosion or wastage visible.
We were not able to test the bilge and water ingress alarms but they were reportedly operational
and regularly tested.
Hatch Covers
Hatch cover visually examined and Hatch Cover 3 operated.
The hydraulically operated hatch covers are of McGregor design arranged in folding pairs.

The lower surfaces were found adequately coated no signs of significant corrosion. The panels are
adequately coated and free of corrosion.
Ballast Tanks
Forepeak and afterpeak tanks were internally inspected. The structural condition of the tanks was
good with no significant wastage, damages or temporary repairs seen. Description is given in the
Summary above.
Bridge and Communication Equipment
The navigation bridge is standard for this vessel and with a standard range of propriety marine
equipment to the level required by legislation. The GMDSS radio station is set off to port, a chart
table along the rear of the bridge with a small working space set to starboard aft. Both radars are
fitted with ARPA. It is reported that all the equipment is operating satisfactorily. A check of the
nautical publications and charts indicate that they are up to date.

Galley, Provision and Refrigerated Rooms


The galley and provisions room were found in a good and clean condition.

Engine Room
The engine room has undergone a programme of cleaning and re-painting. The uptake area and the
boiler flat below is well lit and well coated. There is no evidence of exhaust leaks from the boiler,
generators or main engine.

The floor plates around the generators secured, relatively clean and well coated. Below the plates
there is no evidence of major oil or water leaks, with all the pipework secure and adequately coated.

The engine room workshop was found clean and tidy with an adequate range of tools satisfactorily
stowed.
Engine Control Room

An engine control room is provided. The space is clean and tidy with a selection of instruction
manuals available.
All the covers were found intact on the panels with no evidence or overheating. All monitoring
devices were found in place and were reported to be operating satisfactorily.
Steering Gear
A two-ram hydraulic steering gear is provided. The system seen in operation, unit is well greased
and appears free of oil leaks.

The steering compartment is clean and with good coating condition.


Non-slip surface has been provided on the deck of the steering compartment.
Lifesaving, Fire and Safety Equipment
The ship is provided with the required range of LSA and firefighting equipment. A review of the
records indicates that all the equipment has been inspected and serviced as required by current
regulations. A random check of the equipment indicated that it is stowed as required by the relevant
and approved plans. All items were found to be in a clean and serviceable condition.

Maintenance Records
All maintenance records are recorded manually in the ship’s computer and reported monthly to the
managing office.
All current maintenances works were being carried out according to the plan and as per equipment
manufacturer’s guidelines.
