RESUME
FLOOD MITIGATION STRATEGY
The main topic of the webinar is about flood risk mitigation, that submitted by Prof. Dr. Zulkifli Yusop
from Senior Fellow Centre for Environmental Sustainability and Water Security ( IPASA ) Universiti
Teknologi Malaysia (UTM).

A. INTRODUCTION
Type of flood
1. River flood, is associated with widespread rainfall over river basin causing river to overflow
2. Coastal flooding occurs when normally dry, low-lying land is flooded by seawater
3. Storm surge, is a phenomenon of rising water commonly associated with low pressure
weather systems
4. Flash flood, is a rapid water rise in low lying or urbna areas when drainage capacity is not
enough to cope with heavy rainfall
5. Monsoon flood, is a seasonal and intense wind that blows from southwest from April to
October, and from the northeast at other time of the year in parts of Asia, creatin heavy
rainstroms and massive flood

B. FLOOD RISK MITIGATION

Flooding impact

 Social impacts, efeect on people, their houses and ehrethey live, daily lives, food and water
supply
 Environmental impacts, effect on the natural environment, flora and fauna in the local area,
water quality and sewage, solid waste
 Economic impacts, effects on people work, their jobs, income business

Types of flood damages

Direct

 Tangible : Private building and contens, disruption of infrastrcture such as roads, erosion of
agricultural soil, destruction of harvest and enviroment recovery
 Intangible : loss of life, injuries, loss of memoribilia, psychological distrress, cultural
heritage, negative effect on ecosystems.

Indirect

 Tangible : Disruption of public services outside the flooded area, induced production losses
to companies outside the flooded area
 Intangible : Trauma, loss of trust in authorities and health and psychological damage

Flood Management Approach consist of

1. River Management
2. Hard Enggineering
3. Soft Enggineering

Flood mitigation measures are important to minimize the occurrence of flooding that is
detrimental to all communities and the area, so flood mitigation are carried out

 Structural : levee, floodwall, seawall, dam, floodway, channel, pump and seepage control
 Non structural : structure elevation, natural system, risk mapping, dry and wet floodproofing,
etc.

Climate change Impact

 Temperature increases between 1,5 and 2˚C in the next 50 years


 Higher evapotranspiration rate, therefore greater loss of water
 More frequent extreame storms with higher intensity
 Increase in tropical cyclone intensities
 No real increase in total rainfall
 Dimishing lowflow and prolonged drought
 Sea level rise → inundation, sea water intrusion

Conclution

 Flood damage is expected to be more sever in the future


 Structural and non structural mitigation measures are important
 Non structural measures are receiving increasing acceptance for managing risk
 Soft approach alone may not be enough to mitigate flood
 Climate change will increase future flood risk
